Book excerpt: School councils of government schools operate within a complex and unique governance framework, sharing governance responsibilities with the principal of their school and the Department of Education and Training (DET). Because the governance framework of government schools is unique, it is particularly important that the roles, responsibilities, limits of authority and accountability of those involved are clearly defined and well understood, and that the framework works well in practice.
Download or read book The Big Picture written by Dennis Littky and published by ASCD. This book was released on 2012-02-17 with total page 250 pages. Available in PDF, EPUB and Kindle. Book excerpt: What is the purpose of education? What kind of people do we want our children to grow up to be? How can we design schools so that students will acquire the skills they'll need to live fulfilled and productive lives? These are just a few of the questions that renowned educator Dennis Littky explores in The Big Picture: Education Is Everyone's Business. The schools Littky has created and led over the past 35 years are models for reformers everywhere: small, public schools where the curriculum is rich and meaningful, expectations are high, student progress is measured against real-world standards, and families and communities are actively engaged in the educational process. This book is for both big "E" and small "e" educators: * For principals and district administrators who want to change the way schools are run. * For teachers who want students to learn passionately. * For college admissions officers who want diverse applicants with real-world learning experiences. * For business leaders who want a motivated and talented workforce. * For parents who want their children to be prepared for college and for life. * For students who want to take control over their learning . . . and want a school that is interesting, safe, respectful, and fun. * For anyone who cares about kids. Here, you'll find a moving account of just what is possible in education, with many of the examples drawn from the Metropolitan Regional Career and Technical Center ("The Met") in Providence, Rhode Island--a diverse public high school with the highest rates of attendance and college acceptance in the state. The Met exemplifies personalized learning, one student at a time. The Big Picture is a book to reenergize educators, inspire teachers in training, and start a new conversation about kids and schools, what we want for both, and how to make it happen.
Book Synopsis Site-based Management and School Councils by : Barbara Caul
Download or read book Site-based Management and School Councils written by Barbara Caul and published by . This book was released on 2000 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: Over the past two decades, there has been a growing concern in many western industrialised countries over the failure of schools to provide students with the quality of education needed to compete in today's global workforce. Responding to these concerns, many educational policy makers initiated reform in the hopes of improving educational outcomes. In the early 1980s, most educational reform efforts focused on increasing central bureaucratic control of education. Research showed that these early reform efforts were not very successful. In order to be productive, researchers advocated that educational reform efforts must focus less on stricter bureaucratic control, and more on giving control to the individual school site. In the mid- to-late 1980s, decentralization of school systems became a popular reform strategy. One such form of decentralization is the implementation of site-based management (SBM). SBM is a process which gives teachers, parents, community representatives and students more control in managing their local schools. The structure that SBM usually takes is that of a local governing, decision making or advisory committee, commonly referred to as a school council. -- The first paper of this folio focuses on the history of school councils in Atlantic Canada. Each of the four Atlantic provinces has their own unique justifications for adopting school councils and SBM as an educational reform strategy, but there are common factors which seem to have influenced their decisions. All four provinces heavily relied on research conducted elsewhere which supported SBM and school councils as an effective reform strategy. These provinces also responded to the public's general dissatisfaction with educational outcomes, and to parental and public pressure for more voice in education. It is too early to tell if their decision to adopt this reform strategy was the right one. -- The second paper of this folio discusses the impacts, both positive and negative, that SBM and school councils have on education in general. The literature in this area is ambiguous, and the research mixed. In general, research has not shown that parental and community involvement in a decision making capacity; Le., through school councils, has had a positive effect on student achievement. Research does support, however, using school councils as a means for promoting other types and levels of parental and community involvement, which could have positive effects on student achievement. -- Many researchers blame the ineffectiveness of SBM and school councils on poor implementation procedures and / or lack of support for their proper maintenance. Policy makers have been criticized for setting up structures which have the potential to be quite effective, and then not committing to providing the necessary time or support needed to sustain them. Critics question the real purpose of SBM and school councils, suggesting that this reform strategy was chosen simply as a cost efficient and popular response to public pressure for reform. -- The third paper of this folio discusses the impact that SBM and school councils have on the role of the principal. This reform strategy alters the context of schooling significantly. Schools have become more democratic, with more and more people becoming involved in their management. The traditional control oriented leadership style of the principal is not congruent, nor effective in this new environment. Principals need to adopt a more democratic, facilitative, collaborative style of leadership if they wish to be effective leaders of site-based managed schools.

Book Synopsis Suggested Rules of Procedure for a City Council by : Trey Allen
Download or read book Suggested Rules of Procedure for a City Council written by Trey Allen and published by Local Government Board Builder. This book was released on 2017-05-24 with total page 84 pages. Available in PDF, EPUB and Kindle. Book excerpt: Now in its fourth edition, this book provides city councils with model procedural rules for their meetings. The model rules cover, among many other topics, the organizational meeting, pertinent requirements of the open meetings law, the role of the presiding officer, agenda preparation and approval, substantive and procedural motions, voting rules, ordinance adoption, public hearings, and public comment periods. Legal and practical issues are analyzed in the comments that follow each rule. The fourth edition differs from prior editions in important ways. It incorporates significant statutory changes that have occurred since a revised version of the third edition was published in 2007. Both the rules themselves and the comments have undergone extensive modifications in an effort to make the book even more useful to municipal governing boards. New appendixes include tables showing the numbers of members necessary to establish a quorum and the number of votes required to adopt an ordinance or approve a contract. This book is a must for council members, city managers and administrators, city clerks, and city attorneys. Anyone with a general interest in local government or parliamentary procedure will also want a copy. BONUS FEATURE: Upon purchasing this book, the buyer will receive an electronic version of the book's procedural rules that can be customized to fit a particular council's specific needs.
