However, the formalized joint scenario planning process to support strategy and force development-Support for Strategic Analysis-has faced many challenges over the past 2 decades, and has ultimately proven less influential than intended on strategic decision-making. Explaining why is the main purpose of this monograph. It argues that scenario analysis has been most effective in supporting capability and program development, while it has fallen short in shaping strategy and force structure. The reasons for this are numerous and are rooted in intrinsic, structural characteristics of decision-making in large organizations. The monograph concludes with several recommendations for rejuvenating scenario planning in the Pentagon.

Book excerpt: While the Clinton Administration and federal agencies were busy making government cost less and work better in the near-term, the United States Air Force was regularly visualizing the competencies needed to assure the organization's long-term effectiveness. As a result of steady efforts to prepare for the future conducted under successive secretaries and chiefs of staff, the Air Force has developed a distinctive approach to strategic planning. This approach is fundamentally concerned with ensuring that the organization's future capabilities support effective performance of future tasks. Such tasks are shaped by ever-changing policy objectives and circumstances of implementation. After eight years, the Air Force has not only successfully refined its distinctive approach to strategic planning, but has also leveraged change in programmatic decisions, human resource management, and operational technologies. This study provides an inside look at how the Air Force came to formulate and declare its "strategic intent" for developing the organization's capabilities over a timeline of more than twenty years. Air Force strategic intent is not a plan, but a shared commitment to strengthening specific core competencies and critical future capabilities. Michael Barzelay and Colin Campbell reveal how one of the nation's most significant public organizations has reassessed its own strategic intent. Drawing lessons from the Air Force experience, this book provides a significant contribution to public management research on innovation and executive leadership. One key lesson is that preparing for the future is a responsibility that organizations can discharge effectively if they combine insights with practical knowledge of executive leadership and the dynamics of policy change. Preparing for the Future provides a fresh argument about innovation and leadership in public management, while breaking new ground in the analysis of managerial practices, such as strategic v

Book excerpt: This report extends research on using scenarios for strategic planning, with experiments in what can be called massive scenario generation (MSG), a computationally intensive technique that seeks to combine virtues of human- and model-based exploration of "the possibility space." The authors measure particular approaches to MSG against four metrics: not needing a good initial model; the dimensionality of the possibility space considered; the degree of exploration of that space; and the quality of resulting knowledge. The authors then describe two MSG experiments for contrasting cases, one that began with a reasonable but untested analytical model, and one that began without an analytical model, but with a thoughtful list of the conditions that might characterize and distinguish among circumstances in the situation considered, a list derived from a combination of single-analyst thinking and group brainstorming. The authors experimented with a variety of methods and tools for interpreting and making sense of the "data" arising from MSG, using ordinary linear sensitivity analysis, a generalization using analyst-inspired aggregation fragments, some advanced filtering methods drawing on data-mining and machine-learning methods, and motivated metamodeling. On the basis of this preliminary work, we conclude that MSG has the potential to expand the scope of what are recognized as possible developments, provide an understanding of how those developments might come about, and help identify aspects of the world that should be studied more carefully, tested, or monitored. It should assist planners by enriching their mental library of the patterns used to guide reasoning and action at the time of crisis or decision and should help them identify anomalous situations requiring unusual actions. Finally, it should identify crucial issues worthy of testing or experimentation in games or other venues and, in some cases, suggest better ways to design mission rehearsals. If MSG can be built into training, education, research, and socialization exercises, it should leave participants with a wider and better sense of the possible, while developing skill at problem-solving in situations other than those of the "best estimate." Much development is needed, but prospects are encouraging.

Book excerpt: For more than 3 decades, the U.S. Army War College (USAWC) Department of National Security and Strategy has faced the challenge of educating future strategic leaders on the subject of national security, or grand strategy. Fitting at the top of an officer's or government official's career-long professional development program, this challenge has been to design a course on strategy that incorporates its many facets in a short period of time, all within the 1-year, senior service college curriculum. To do this, a conceptual approach has provided the framework to think about strategy formulation. The purpose of this volume is to present the USAWC strategy formulation model to students and practitioners. This book serves as a guide to one method for the formulation, analysis, and study of strategy--an approach which we have found to be useful in providing generations of strategists with the conceptual tools to think systematically, strategically, critically, creatively, and big. Balancing what is described in the chapters as ends, ways, and means remains at the core of the Army War College's approach to national security and military strategy and strategy formulation.

Available in PDF, EPUB and Kindle. Book excerpt: This is the pilot in a series of reports on strategic planning conducted within the U.S. Department of Defense. It focuses on the strategic planning responsibilities of the Chairman of the Joint Chiefs of Staff because planning at that level provides the critical nexus between the strategic direction provided by the National Command Authorities and its implementation by the unified combatant commands and military departments. The authors' thorough understanding of the statutory requirements for strategic planning and the interactions between the Chairman's complex strategic planning process and other key DOD planning systems enables them to explicate today's strategic planning challenges and offer insightful recommendations. Strategic planning in the post-Cold War era has proven to be exceptionally problematic. The plethora of national and international tensions that the east-west confrontation of the Cold War in large measure subdued combine now to create a world replete with diverse challenges to U.S. interests. Equally disturbing is the fact that these challenges are not as clearly defined and easily articulated as was the monolithic Soviet threat. The authors point out that the Cold War provided inherent stability in U.S. strategic planning and that the basic elements of a strategic military plan evolved over time. They go on to argue that the elimination of the National Military Strategy Document and the abandonment of the Base Case Global Family of Operation Plans amounted to recision of the Chairman's strategic plan, and that nothing has been developed to take its place.

Book excerpt: Defence Planning as Strategic Fact provides and elaborates on an "upstream" focus on the variegated organizational, political and conceptual practices of military, civilian administrative and political leaderships involved in defence planning, offering an important security and strategic studies supplement to the traditional "downstream" focus on the use of force. The book enables the reader to engage with the role of ideas in defence planning, of organizational processes and biases, path dependencies and administrative dynamics under the pressures of continuously changing domestic and international constraints. The chapters show how defence planning must be seen as a constitutive element of defence and strategic studies – that it is a strategic fact of its own which merits particular practical and scholarly attention. As defence planning creates the conditions behind every peace upheld or broken and every war won or lost, Defence Planning as Strategic Fact will be of great use to scholars of defence studies, strategic studies, and military studies. This book was originally published as a special issue of Defence Studies.

Book excerpt: "The U.S. Air Force has embarked on a new round of strategic planning, under the auspices of its 2015 Strategic Master Plan (SMP), to help set the future direction of the service. Refining the Air Force's strategic planning process may help the service align itself to its environment and keep key initiatives on track. To offer the Air Force actionable findings on strategic planning, we surveyed a number of major topics and literatures for common themes and findings. The basic concept and approach of the SMP has promise. Our review of history and theory supports the idea that a consistent, ongoing planning structure would offer important advantages to any military service. Yet we also found that the actual design and execution of the SMP could potentially obstruct, rather than facilitate, these objectives. The SMP retains many elements of an old-style strategic planning process — forecasting an identifiable future, building an exhaustive, pre-set plan, and identifying hundreds of specific tasks — which creates a focus on execution over creative and flexible responses."--Publisher's description.

Available in PDF, EPUB and Kindle. Book excerpt: It's time for new policies based on changing U.S. interests U.S. policy in the Middle East has had very few successes in recent years, so maybe it's time for a different approach. But is the new approach of the Trump administration—military disengagement coupled with unquestioning support for key allies--Israel, Egypt, and Saudi Arabia—the way forward? In this edited volume, noted experts on the region lay out a better long-term strategy for protecting U.S. interests in the Middle East. The authors articulate a vision that is both self-interested and carefully tailored to the unique dynamics of the increasingly divergent sub-regions in the Middle East, including North Africa, the Sunni Arab bloc of Egypt and Persian Gulf states, and the increasingly chaotic Levant. The book argues that the most effective way to pursue and protect U.S. interests is unlikely to involve the same alliance-centric approach that has been the basis of Washington's policy since the 1990s. Instead, the United States should adopt a nimbler and less military-dominant strategy that relies on a diversified set of partners and a determination to establish priorities for American interests and the use of resources, both financial and military. In essence, the book calls for a new post-Obama and post-Trump approach to the region that reflects the fact that U.S. interests are changing and likely will continue to change. The book offers a fresh perspective in advance of the 2020 presidential election.
