Book excerpt: Over the past few decades and throughout the world, numerous government-initiated experiments and attempts at directly engaging and including citizens have emerged as remedies for a variety of problems faced by modern democracies, including political disaffection and insufficient capacity to deal with the complexity inherent in many contemporary public problems, such as climate change and segregation. In practice, these attempts are given many names, such as citizen panels, deliberative fora, collaborative dialogues, etc. In the academic literature as well, the phenomenon falls under many different headings, for instance collaborative, deliberative or interactive governance. Participatory Governance and Representative Democracy refers to this empirical phenomenon as local participatory governance, that is, government-sponsored direct participation between invited citizens and local officials in concrete arrangements and concerning problems that affect them. Participatory governance, we argue, may take many forms, regarding (1) type of interaction and type of communication between participants within the specific participatory arrangement (e.g., deliberative vs. aggregative) as well as regarding (2) the relation and connection between the specific arrangement and the more traditional representative structures (e.g., compatible, incompatible, transformative or irrelevant). The proposed edited volume addresses the matter of institutionalization, highlighting the difficulties associated with establishing stability and a shared understanding of the roles and rules among citizens, local politicians and administrators in participatory arrangements.

A partir d’un cadre théorique à la croisée des sociologies urbaine, des sciences et politique, une enquête ethnographique comparative est menée à Paris et à Cordoue (Espagne). L’analyse suit le parcours des savoirs citoyens, depuis leur formation et leur mobilisation jusqu’à leur intégration et leur impact sur la décision, en passant par leurs interactions avec les savoirs d’autres acteurs. La distinction de différents types de savoirs est utile pour la recherche comme pour l’action, car elle rend légitime la participation des citoyens, en qualifiant leur apport dans l’action publique locale. L’étude des interactions entre acteurs met en avant une dialectique entre conflits de légitimité et de pouvoir d’une part, et effets d’apprentissage d’autre part. Si la démocratie participative permet une ouverture du cercle des savoirs dans l’urbanisme et un déplacement des frontières entre savoirs experts et profanes, des hiérarchies se réintroduisent au sein de la sphère citoyenne à mesure que les participants les plus actifs se professionnalisent. C’est pourtant cette professionnalisation qui permet aux citoyens d’avoir un impact sur les grandes transformations urbaines, en combinant des logiques de savoir et de pouvoir. L’intégration des savoirs citoyens dans la décision améliore la gestion locale et impulse l’innovation urbaine, mais repose la question de la justice sociale dans la ville.

French hip-hoppers subscribe to U.S. black culture to articulate their own difference, but in France hip-hop was championed by a Socialist cultural policy, subsumed into the cultural heritage, and instituted as a pedagogy. France supported hip-hop dance as an art of the suburbs: a multicultural mix of North African, African and Asian forms that circulate with classical and contemporary dance performance. French hip-hop develops into concert dance, becoming a civic discourse and legitimate employment, not through the familiar model of a culture industry, but within a Republic of Culture. It nuances an Anglo-Saxon model of identity politics with a francophone identity poetics and grants its dancers a national profile as artists who develop dance techniques and transmit body-based knowledge. This book, the first in English to introduce readers to the French hip-hop movement, analyzes the choreographic development of hip-hop into la danse urbaine, touring on national and international stages, as hip-hoppers move beyond the suburbs, figuring new forms within the mobility brought by new media and global migration.
