Households’ consumption-saving decisions have an important bearing on the U.S. economic outlook. This paper demonstrates how households with consistently lower income, which have shown growth in the years prior to the crisis, experienced larger declines in their saving rates and a larger rise in their indebtedness before the crisis, contributing significantly to the dynamics of the mean saving rate.

The hope is that through these observations we can learn about the ways policies affect savings, and that other differences among savers can be controlled for, instead of being blamed on cultural differences. This book features a consistent framework among chapters. It reaches a harmony between measurement and analysis to compare accurately the resulting data and statistics. It provides econometric methodology to reveal the way policies affect savings. The book features data on household savings in Germany, Italy, Japan, the Netherlands, the U.K., and the U.S. This book is recommended reading for anyone interested in saving, social insurance policy, or capital formation. - Features a consistent framework among chapters - Reaches a harmony between measurement and analysis to compare accurately the resulting data and statistics - Provides econometric methodology to reveal the way policies affect savings

A new insurance law is expected to be submitted to congress in September 2011, precisely at the time of the mission. The long process in preparing this new insurance law and in gaining consensus of different stakeholders will certainly result in an improvement in compliance with the core principles, and those improvements have been referenced in the assessment.

Available in PDF, EPUB and Kindle. Book excerpt: The role of fiscal policy in short-run macroeconomic stabilization is, by now, well known in the academic literature and in policy circles. However, this focus on the short-run, especially in a democracy, means that much less attention has been paid to the other consequences of the use of fiscal policy. By studying the intergenerational-welfare aspects of fiscal policy, this book deals with some fundamental issues of fiscal policy. Why does public debt tend to rise over time in democracies? Why is there a tendency for government spending on consumption and on social security to grow? Why do governments fail to invest in public capital adequately? Should a dollar transferred from the young be treated as a dollar transferred to the old? By studying the international aspects of fiscal policy, the book establishes international differences in fiscal policy as determinants of persistent trade imbalances and international indebtedness. It also considers some basic questions on international transfers and austerity in open economies. What criteria should be used to define a successful foreign-aid programme? Why is foreign aid likely to fail in a world of global wealth disparity? Can reliance be placed on the international coordination of austerity to improve welfare in the long run? Is austerity accompanied by international transfers superior to austerity unaccompanied by international transfers? This book based on the OLG model fills a gap on fiscal-policy issues in the recent spate of books on overlapping generations.

Its duties including managing the country's monetary policy, regulating and supervising banks, and monitoring the financial system, set it apart from other government agencies. Hafer provides a comprehensive explanation of the Federal Reserve System, describing its structure and process, policies, people, and key events. Arranged alphabetically, over 250 entries define and describe topics related to the Fed and United States monetary policy, including Alan Greenspan, Black Monday of 1929, Euro, Federal Reserve Act of 1913, Prime rate, and Treasury financing. Numerous appendices supplement the A-to- Z entries, providing insight into the secretive and powerful Federal Reserve Bank, the keepers of America's monetary system.

Available in PDF, EPUB and Kindle. Book excerpt: The book aims to give non-economists a detailed understanding of how macroeconomic policy works in modern economies, and the issues it faces. The world has recently been through a huge economic crisis and thinking people everywhere have reason to wonder whether something is not seriously wrong with the policy regimes underlying these dramatic events in the major economies, and whether changes should be made. The author reviews the history of the successive regimes tried and found wanting in the second half of the last century and proposes a set of reforms designed to convert the flawed neo-liberal consensus of the 1990s into a durable regime for the present century.

Available in PDF, EPUB and Kindle. Book excerpt: A Brookings Institution Press and Asian Development Bank Institute publication Persistently large external imbalances in the world economy contributed to the outbreak of the recent financial crisis. The current account imbalances were particularly severe among the economies that border on the Pacific—the United States ran large deficits, with offsetting surpluses in East Asia. The depth and breadth of the global recession also demonstrated the need for a coordination of national policies to achieve a sustained recovery. While the magnitude of global-trade disruption led to some reduction in the size of the imbalances, closer examination suggests that the progress may prove temporary. On the other hand, significant changes in the underlying patterns of saving and investment suggest that some of the recent rebalancing may prove to be more permanent. Are such imbalances really a problem? If so, why and for whom? What should be done about them—if anything—and what does the future likely hold for transpacific trade relations? In this timely book, Asian and American economists explore those important questions. Copublished with the Asian Development Bank Institute, Transpacific Rebalancing is coedited by Barry Bosworth—long one of the Brookings Institution's leading economic analysts—and Masahiro Kawai, dean of the ADBI. They brought together leading economists from either side of the Pacific to analyze such issues as: • The impact of exchange rates • The policy choices facing the "Asian tigers" • The specifics and effects of trade imbalances in specific countries including the United States, South Korea, Thailand, India, and China Contributors include Hwee Kwan Chow, Susan M. Collins, Barry Eichengreen, Joonkyung Ha, Yping Huang, Ginalyn Komoto, Jong-Wha Lee, Rajiv Kumar, Deunden Nikomborirak, Gisela Rua, Lea Sumulong, Chalongphob Sussankam, Kunyu Tao, Willem Thorbecke, and Pankaj Vashisht.
