Many believe that success was made possible in part by the country’s ethnic homogeneity and that the increased diversity of Sweden’s population is putting its welfare state at risk. Few, however, have suggested convincing mechanisms for explaining the precise relationship between relative ethnic homogeneity/heterogeneity and the welfare state. In this book Carly Elizabeth Schall acknowledges the important role of ethnic homogeneity in Sweden’s thriving welfare state, but she argues that it mattered primarily because political elites— especially social democrats—made it matter. Schall shows that diversity and the welfare state are related but that diversity does not undermine the welfare state in a straightforward way. Tracing the development of the Swedish welfare state from the late 1920s until the present day, she focuses on five historical periods of crisis. She argues that the story of Swedish national identity is a story of elite-driven hegemony-building and that the linking of social democracy and national identity colored the integration of immigrants in important ways. Social democracy could have withstood the challenge posed by immigration, but the faltering of social democratic hegemony opened a door for anti-immigrant sentiment. In her deft analysis of the relationship between immigration and the welfare state in Sweden, Schall makes a compelling argument that has relevance for immigration policy in the United States and elsewhere.

It is quite prophetic in its assessment of the Nigerian State (Agbo Agbo, deputy editor, The Nation). Dr. Dan Mou has proven himself a world-class scholar and an intellectual colossus. His reputation as an internationally renowned public policy expert has continued to soar. I congratulate him for these remarkable achievements (Professor Justice Abdul Fatai Kuti, first justice of Abuja High Court and former dean, faculty of law, University of Ado Ekiti, Ekiti State of Nigeria). Dr. Mou is certainly one of the best scholars we have on the African continent. As an educationist myself, before I became a traditional ruler, I agree totally with his analysis and conclusions. It therefore seems very useful to understand the role that solidarity could play in contemporary scenarios. This book thus collects various contributions on the principle of solidarity in international law. Firstly, it reconstructs the foundations of solidarity in law and investigates the origins of the principle. Subsequently, it tries to ascertain if solidarity exists as a principle in international law and, if so, what its scope is. The book then examines the eventual implementation of the principle of solidarity in regional organizations law: the question is whether solidarity is more effective and if it is actually better fulfilled when relationships between states get stronger, such as in regional and sub-regional organizations. Book excerpt: A beautiful study of the incredible life of Nontsizi Mgqwetho For nearly a decade Nontsizi Mgqwetho contributed poetry to a Johannesburg newspaper, Umteteli wa Bantu, the first and only female poet to produce a substantial body of work in Xhosa. Apart from what is revealed in these writings, very little is known about her life. She explodes on the scene with her swaggering, urgent, confrontational woman's poetry on 23 October 1920, sends poems to the newspaper regularly throughout the three years from 1924 to 1926, withdraws for two years until two final poems appear in December 1928 and January 1929, then disappears into the shrouding silence she first burst from. Nothing more is heard from her, but the poetry she left immediately claims for her the status of one of the greatest literary artists ever to write in Xhosa, an anguished voice of an urban woman confronting male dominance, ineffective leadership, black apathy, white malice and indifference, economic exploitation and a tragic history of nineteenth-century territorial and cultural dispossession. The Nation's Bounty contains the original poems alongside English translations by Jeff Opland. It was the first of a number of new titles planned for release in the African Treasury Series, a premier collection of texts by South Africa's pioneers of African literature and written in indigenous languages. First published by Wits University Press in the 1940s, the series provided a voice for the voiceless and celebrated African culture, history and heritage. It continues to make a contribution by supporting current efforts to empower and develop the status of African languages in South Africa.
