Book excerpt: "The United States Code is the official codification of the general and permanent laws of the United States of America. The Code was first published in 1926, and a new edition of the code has been published every six years since 1934. The 2012 edition of the Code incorporates laws enacted through the One Hundred Twelfth Congress, Second Session, the last of which was signed by the President on January 15, 2013. It does not include laws of the One Hundred Thirteenth Congress, First Session, enacted between January 2, 2013, the date it convened, and January 15, 2013. By statutory authority this edition may be cited "U.S.C. 2012 ed." As adopted in 1926, the Code established prima facie the general and permanent laws of the United States. The underlying statutes reprinted in the Code remained in effect and controlled over the Code in case of any discrepancy. In 1947, Congress began enacting individual titles of the Code into positive law. When a title is enacted into positive law, the underlying statutes are repealed and the title then becomes legal evidence of the law. Currently, 26 of the 51 titles in the Code have been so enacted. These are identified in the table of titles near the beginning of each volume. The Law Revision Counsel of the House of Representatives continues to prepare legislation pursuant to 2 U.S.C. 285b to enact the remainder of the Code, on a title-by-title basis, into positive law. The 2012 edition of the Code was prepared and published under the supervision of Ralph V. Seep, Law Revision Counsel. Grateful acknowledgment is made of the contributions by all who helped in this work, particularly the staffs of the Office of the Law Revision Counsel and the Government Printing Office"--Preface.

Available in PDF, EPUB and Kindle. Book excerpt: This book provides a comprehensive analysis of policy transfer in authoritarian regimes. Focusing on Vietnam, it explores how and why authoritarian governments learn from other countries, and the significance of policy transfer outcomes. By examining merit-based policy transfer in Vietnam's civil service and comparing it with policy transfer in China, the book uncovers key aspects of policy transfer in one-party authoritarian systems. In doing so, it addresses an important gap in the literature on policy transfer, that has predominantly focused on Western democracies. The book highlights the role of the ruling party in overseeing policy transfer and the resulting consolidation of authoritarian power structures. It also provides theoretical recommendations for future research and addresses the practical implications of policy transfer and meritocratic reform in authoritarian contexts. It will appeal to all those interested in public policy, authoritarianism, and Asia-Pacific studies.

Book excerpt: This text is a lively, well-written, and carefully illustrated guide to the mysteries and mystique of how people are compensated for their efforts in all types of organizations. With clear discussions of what works, what doesn't, and why, this intensely practical handbook it covers such topics as job evaluation; job pricing; employee benefit programs; pay for performance; and the compensation of executives, sales personnel, and international employees. Executives and managers with no special training in pay determination and management will find it an easily accessible handbook that not only makes clear how compensation systems are conceived and developed but most importantly, how they are implemented and administrated. Its logical presentation and full coverage makes the book valuable as a text for upper-level college students as well as a solid instructional resource for teachers. The authors open with an overview of compensation and its role in organizations and then move to the legal environment in which compensation is embedded and the laws that govern it. They describe current and traditional views of motivation and elucidate the importance of job analysis and its end products--job description and job specification. The role of compensation surveys and their use in assigning monetary rates to jobs are discussed. A topic of special interest to executives in New Economy organizations will be the purpose and importance of benefits, particularly indirect monetary compensation, stock options, and other pay for performance incentives. Caruth and Handlogten address the challange of compensating teams and pay special attention to the, often unique, problem of compensating uppermost management, sales people, and employees abroad. The text concludes with practical suggestions for the on-going maintenance and management of compensation systems and how to adapt them to changing organizational circumstances.

Available in PDF, EPUB and Kindle. Book excerpt: This book sets out to examine the underlying educational implications of rapid economic transformation, using illustrative analyses of teacher labour markets during the years of unprecedented economic growth in China. Combining historic document archive and empirical micro-level quantitative data, the book examines trends in teacher labour market and their relevant consequences by investigating wage-attractiveness of the teaching profession, consequential shifts in the composition of the teacher force, implications for student learning, and emerging alternative career destinations for teacher exits. While this book focuses on a specific country case, its analytic context is broadly relevant for a range of developing countries that aspire to better understand, through an occupational choice lens, how shifting economic landscapes influence teacher career decisions and consequentially teacher quality and student learning. Teacher policy scholars, comparative education researchers, labour economists, economic and education historians, teacher union researchers, and education policy makers will find this volume of interest.
