This is the first English translation of his most important book. Although he carried out his extensive archival research for this work from 1936 until 1943, the fall of fascism and Chabod's active participation in the Resistance delayed its completion. Book excerpt: In this innovative study of the press during the French Revolutionary crisis of the early 1830s, Jeremy Popkin shows that newspapers played a crucial role in defining a new repertoire of identities--for workers, women, and members of the middle classes--that redefined Europe's public sphere. Nowhere was this process more visible than in Lyon, the great manufacturing center where the aftershocks of the July Revolution of 1830 were strongest. In July 1830 Lyon's population had rallied around its liberal newspaper and opposed the conservative Restoration government. In less than two years, however, Lyon's press and its public opinion, like those of the country as a whole, had become irrevocably fragmented. Popkin shows how the structure of the "journalistic field" in liberal society multiplied political conflicts and produced new tensions between the domains of politics and culture. New periodicals appeared claiming to speak for workers, for women, and for the local interests of Lyon. The public was becoming inherently plural with the emergence of new "imagined communities" that would dominate French public life well into the twentieth century. This triumphant rebuilding was chiefly the work of one man, Baron Georges Haussmann, Napoleon III's Prefect of the Seine. It was Haussmann's task to assert, in stone, the power and permanence of Paris, to show the world that it was the seat of an empire of mythic proportions. To this end, he imposed grand visual perspectives, as when he transformed Napoleon I's Arc de Triomphe into a magnificent twelve-armed star from which radiated the broadest boulevards of Europe. Below ground, his modern sewer system became one of the wonders of the civilized world, eagerly toured by royalty and commoners alike. Haussmann's mandate was not only to create an impression of grandeur but to secure the city for better control by government. By creating formal spaces where there had previously been a maze of chaotic streets, Haussmann opened Paris to effective police control and thwarted the recurrent demonstration of its well-known revolutionary fervor. The determined and autocratic Haussmann imprinted rational order and bourgeois civility on the unruly city which had for so long simmered with riot and insurrection. Though he planted chestnut trees, installed gas lights, rebuilt the water supply, and improved transportation and housing, Haussmann's labors were (and remain) controversial. He forced tens of thousands of the poor from the center of the city, and destroyed significant parts of old Paris. But in this important new biography David Jordan reminds us that Haussmann was not immune to the charms of the old city. By leaving some areas intact, the Baron achieved the grand effect of implanting a modern city boldly within an ancient one. Here, at last, Haussmann's labors are given the aesthetic as well as the historical appreciation they deserve.

From 1650 to 2000, towns grew rapidly and responded to the needs for new infrastructures, physical reconfiguration and ideas of citizenship. Gender relations vary over space and time and are continually altering; such variation underlines the need for a thorough non- or even anti-essentialism. Drawing primarily on three themes of economy, civic identity and uses of space, the volume shows that urban development, and responses to it, is not gender neutral and thus argues for the fundamental importance of a gendered perspective. Book excerpt: Drawing from a range of critical perspectives, in particular postcolonial, this book examines the relationship between perceptions of Russia and of Eastern Europe and the making of a 'Western' identity. It explores the ways in which the perception of certain characteristics of Russia and Eastern Europe, whether real or attributed, was shaped by (and used for) the construction of a liberal narrative of the West, which eventually became dominant. The focus of this inquiry is French culture, from the beginning of the debate about Russia among the philosophes (c.1740) to the consolidation of a professional field of Slavic studies (c.1880). A wide range of writing - literature, travel accounts, histories, political tracts, scientific journals, and parliamentary debates - is examined through the work of major authors (from Montesquieu, Diderot and Rousseau to Tocqueville, de Maistre and Guizot, from Mme. de Staël, Hugo and Balzac to Dumas, Michelet and Comte), as well as that of many less well known figures. The book also explores possible continuities between those first academic accounts of Russia and Eastern Europe and present-day scholarship in Europe and the USA, to show that the liberal ideological accounts constructed in the nineteenth century still to a great extent inform contemporary academic studies.
