Book excerpt: Safety, Security, Health and Environment Law challenges the standard approach to occupational health and safety, instead proposing a reconsideration of safety risks in an integrated matrix that includes security and environmental risks. It sets out the common grounding in risk management that underlies the methodology of practice in Safety, Security, Health and Environment (SSHE) areas, and the similarity in the legislative treatment by all jurisdictions in Australia. Chapters cover general duties, personal liability and frameworks for SSHE management and enforcement, plus a chapter devoted to security law: major hazard facilities and security plans; ports, airports and security requirements; emergency preparedness; and security and anti-terrorism laws as they apply to business.

What should the responsible consultant advise? Environmental Law and Enforcement provides you with a practical guide that takes the mystery out of environmental law and related land use controls. The author provides a synopsis of major environmental topics from A to Z and features citations to the major federal statutes in the United States Code (USC) and the Code of Federal Regulations (CFR) so you can easily find governing statutes and regulations. Special sections discuss the use of experts in case preparation and how to be an effective case witness. A checklist for compliance with the National Environmental Policy Act is included. The book covers strategies to cope with landowner liability for hazardous waste, consultant liability for mistakes in hazardous waste site assessments, and guidelines for emergency managers to minimize legal liability. The section on insurance liability provides practical approaches to dealing with insurance companies on hazardous waste claims. The successful organization will manage for environmental protection as a corporate goal, and consequently stays ahead of new government requirements-away from lawyers and lawsuits-and ahead of the competition. Environmental Law and Enforcement gives you the tools you need to achieve this mission.

Book excerpt: Historically, the mining industry has had a high incidence of work related injury and disease, and of disasters involving multiple fatalities. It also faces OHS challenges far exceeding those confronting most other industry sectors.Mine safety legislation can play an important role in meeting those challenges. Although regulation is never likely to be the entire answer, good regulation not only brings laggards up to a minimum legal standard, it also encourages, rewards and facilitates leaders in going beyond them. Bad regulation, in contrast, constrains good enterprises from taking the initiative to improve OHS, while failing to deter bad ones. This book describes mine safety legislation in the "mining states" and analyses its strengths and weaknesses. It also examines the broader policy questions of how best to design, implement and enforce mine safety regulation. It argues that substantial reform will be necessary not only in setting standards, but also in their implementation, if further OHS improvements are to be achieved. This implies substantial changes in the way the mine safety inspectorates go about their tasks: in how they administer and enforce the law; and in the circumstances in which they choose to prosecute. It also requires the nurturing of a degree of trust between employers and workers (individually and collectively) and between both these parties and the mines inspectorates, that has been substantially lacking in recent years.

Available in PDF, EPUB and Kindle. Book excerpt: This Open Access book highlights the ethical issues and dilemmas that arise in the practice of public health. It is also a tool to support instruction, debate, and dialogue regarding public health ethics. Although the practice of public health has always included consideration of ethical issues, the field of public health ethics as a discipline is a relatively new and emerging area. There are few practical training resources for public health practitioners, especially resources which include discussion of realistic cases which are likely to arise in the practice of public health. This work discusses these issues on a case to case basis and helps create awareness and understanding of the ethics of public health care. The main audience for the casebook is public health practitioners, including front-line workers, field epidemiology trainers and trainees, managers, planners, and decision makers who have an interest in learning about how to integrate ethical analysis into their day to day public health practice. The casebook is also useful to schools of public health and public health students as well as to academic ethicists who can use the book to teach public health ethics and distinguish it from clinical and research ethics.

Available in PDF, EPUB and Kindle. Book excerpt: As with the first edition, this second edition describes how environmental health policies are developed, the statutes and other policies that have evolved to address public health concerns associated with specific environmental hazards, and the public health foundations of the policies. It lays out policies for what is considered the major environmental physical hazards to human health. Specifically, the authors describe hazards from air, water, food, hazardous substances, and wastes. To this list the authors have added the additional concerns from climate change, tobacco products, genetically-modified organisms, environment-related diseases, energy production, biodiversity and species endangerment, and the built environment. And as with the first edition, histories of policymaking for specific environmental hazards are portrayed. This edition differs from its antecedent in three significant themes. Global perspectives are added to chapters that describe specific environmental hazards, e.g., air pollution policies in China and India. Also there is the material on the consequences of environmental hazards on both human and ecosystem health. Additionally readers are provided with information about interventions that policymakers and individuals can consider in mitigating or preventing specific environmental hazards.
