Available in PDF, EPUB and Kindle. Book excerpt: The Federal Highway Administration organized a pooled fund study of 38 States to evaluate low-cost safety strategies as part of its strategic highway safety effort. One of the strategies selected for evaluation was the application of wet-reflective pavement markings. This strategy involves upgrading existing markings from standard marking materials to wet-reflective markings applied as a paint, tape, or thermoplastic material. The purpose was to provide an improved level of retroreflectivity in wet-road conditions. Geometric, traffic, and crash data were obtained for treated freeway sections in Minnesota, North Carolina, and Wisconsin; treated two-lane rural road locations in Minnesota; and treated multilane road sections in Wisconsin. To account for potential selection bias owing to regression-to-the-mean, an Empirical Bayes (EB) before-after analysis was conducted. The analysis also controlled for changes in traffic volumes over time and time trends in crash counts unrelated to the treatment. Intersection-related, snow/slush ice, and animal crashes were excluded from the analysis. For freeways, the combined results for all States indicated reductions in crashes that are statistically significant at the 95-percent confidence level for injury and wet-road crashes, with estimated crash modification factors (CMFs) of 0.881 and 0.861, respectively. For multilane roads, statistically significant reductions were estimated for total crashes (CMF = 0.825), injury crashes (CMF = 0.595), run-off-road crashes (CMF = 0.538), wet-road crashes (CMF = 0.751), and nighttime crashes (CMF = 0.696). For two-lane roads, the sample of crashes was too small to detect an effect with statistical significance for any of the crash types, but there were indications that the treatment had a safety benefit for wet-road crashes. Benefit-cost ratios estimated with conservative cost and service life assumptions were 1.45 for freeways and 5.44 for multilane roads. The results suggest that the treatment -- even with conservative assumptions on cost, service life, and value of a statistical life -- can be cost effective, especially for multilane roads.

Book excerpt: The objectives of this study were to evaluate available foil-back and removable tapes as well as construction-zone raised pavement markers and to recommend materials that should be included on approved lists for use by the Kentucky Department of Highways. Tapes and markers were placed on transverse test sections and the reflectivity, durability, and appearance were observed. Tapes to be included on the approved lists for foil-back and removable tapes were recommended. Tapes manufactured by 3M, Flex-O-Lite, Cataphote, and Swarolite were included on the list of acceptable foil-back tapes. Recommended removable tapes were the 3M and Cataphote removable tapes. Stimsonite 66 and Flex-O-Lite construction-zone markers were included on the approved list for construction-zone raised pavement markers. More specific guidelines were developed to use in future evaluations of construction-zone preformed tape and markers.

Available in PDF, EPUB and Kindle. Book excerpt: This study investigated the performance of pavement markings in wet night conditions. Typically, performance will decrease in wet conditions. The degradation is a result of flooding of the marking optics and a change in the optical media, thereby reducing retroreflectivity and the visibility distance. Several technologies are available to improve the visibility of markings under wet conditions. This study used four technologies and evaluated them in a dynamic situation. In the experiment, vehicles were driven by older participants and visibility was measured based on the detection distances of the beginning or ending of a continuous edge marking. The results indicate that a specifically designed wet retroreflective tape performed better than the currently used paint and glass bead technology. Paint with large glass beads and profiled thermoplastics also showed an improvement over the standard paint and glass bead technology. A relationship between retroreflectivity and the detection distance was found, which was used to postulate a minimum required value for visibility during wet night conditions. A value of 200 mcd/m2/lx appears to provide a reasonable detection distance for a minimum performance requirement.

The scope of the study was changed. It was decided to examine the impact of the DFZ legislation and the impact of median striping on road safety in separate reports. This report provides an accident impact analysis of improvements (excluding the DFZ impact) on state route 37.

Book excerpt: This study evaluated the night visibility of waffle tape and paint with large beads, particularly during wet night conditions. Data were collected at two sites along a primary arterial. The evaluation included an examination of (1) the application of the markings, (2) the visibility of the markings using retroreflectometer measurements and subjective assessments, and (3) the costeffectiveness of the markings. The study revealed: (1) compared with paint with standard beads, the waffle tape and paint with large beads were slightly more retroreflective during light rain at night and recovered quicker after flooding out, (2) the marginal improvement in visibility during periods of light rain do not offset the operational problems of applying paint with large beads, and (3) the benefits of waffle tape during light rain do not appear to justify its use solely for wet night visibility. Because of the above findings, snowplowable raised pavement markers, which are very visible in wet night conditions, appear to be more cost-effective. The study recommends that (1) VDOT continue to use and maimain snowplowable raised pavement markers for visibility during wet night conditions, (2) VDOT continue to monitor FHWA's study on all weather pavement markings, and (3) the Suffolk District consider testing nonsnowplowable raised pavement markers to assess their use as a low-cost alternative to improve visibility during wet night conditions where snowplowing occurs infrequently.

Book excerpt: Waterborne paints are used to paint pavement markings (edgelines and centerlines) to provide guidance for motorists. The painted markings need to be repainted periodically as their retro-reflectivity deteriorates. The Indiana Department of Transportation (INDOT) repaints pavement markings at least annually. INDOT engineers would like to determine the feasibility of extending the time intervals of repainting pavement markings on at least some types of roadways. The purpose of this synthesis study is to accomplish the following: (1) to locate and assemble documented information on pavement marking durability; (2) to learn what criteria have been used in other states in measuring retro-reflectivity and scheduling pavement marking painting; (3) to determine the necessity of conducting full scale study on INDOT pavement markings; (4) to identify the type and cost of equipment required for retro-reflectivity measurements and conditions of operation of the equipment; (5) to organize, evaluate, and document the useful information that is acquired; and (6) to provide recommendations based on the evaluated information. This report presents the findings of the synthesis study on various pavement marking materials. It was found in this study that many state highway agencies have evaluated several types of pavement marking materials. The evaluation results include performance, cost, service life, and retro-reflectivity measuring equipment of marking materials. However, the results could vary from different sates. The information gathered through this study will provide INDOT engineers the state-of-practice of pavement marking materials in this country.
