Book excerpt: This study first examined the feasibility of conducting a crash-based assessment of the safety effects of legacy Safe Routes to School (SRTS) programs. These were SRTS programs operating before the passage of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) that was signed into law on August 10, 2005. A design was developed for collecting detailed classification data on a sample of legacy SRTS programs in order to create a profile of their operations. This classification data also provided a basis for examining pedestrian and bicycle crash data for elementary school children (age 4 to 12) on the school trip. Detailed information including school calendars and bell times was collected on 130 legacy SRTS programs. The State Data System (SDS) crash files maintained by NHTSA were used to conduct three case studies of States containing the largest subsets of these 130 programs. The results for each State showed a significant trend in which the numbers of 4- to 2-year-old pedestrians and bicyclists involved in crashes during the school trip at the SRTS focus sites decreased over time. Similar trends were shown for the same age group and approximate school trip times at the State level in all three studied States. There was either no decrease or inconsistent patterns in the crash involvements of pedestrians and bicyclists of ages other than 4 to 12. The developed profiles of the legacy SRTS programs show heterogeneous motivations and goals as well as a wide range of program size and funding sources. Few programs included any systematic evaluation of outcomes other than changes in school trip mode. The crash results strongly suggest that, because of the significantly declining crash involvements, legacy SRTS programs could not have caused a pedestrian or bicycle safety problem due to increased exposure. Although this study was not capable of reaching a definitive conclusion with respect to SRTS safety effects, the findings are suggestive that legacy SRTS programs may have contributed to improved pedestrian and bicycle safety. A replication of the study approach focusing on SRTS programs generated by SAFETEA-LU would be needed to determine whether this study's findings would remain valid for the SAFETEA-LU SRTS programs.

GAO was asked to determine (1) the steps the Federal Highway Administration (FHWA) and states have taken to implement the program, (2) the extent to which FHWA and states have evaluated the results of the program, and (3) how the program is related to other surface transportation programs and some considerations for future reauthorization. GAO reviewed statutes, regulations, and guidance; analyzed program obligation data and funds awarded by states; and interviewed officials with FHWA, state departments of transportation, and local grant recipients. FHWA and the states have implemented key aspects of the SRTS program. FHWA established a clearinghouse to provide technical assistance for SRTS programs and a national task force to study and develop a strategy for advancing SRTS programs nationwide. It also provided an interim report to Congress on its progress and developed program guidance that provides states with flexibility in implementing their SRTS programs. Although state-level implementation varies, states have made progress in implementing the program. Approximately 2,700 schools nationwide are participating in the program. As of March 31, 2008, states obligated almost $75 million in SRTS funding or approximately 18 percent of the total amount apportioned by FHWA since September 2005. FHWA, in collaboration with the clearinghouse and the national task force, has taken significant steps to develop a framework for evaluating SRTS program outcomes, including developing standardized data collection forms. However, FHWA lacks a comprehensive plan to monitor and evaluate the full range of SRTS program outcomes.

Book excerpt: This report presents the results of phase one of a two phase study designed to support state-level management of the Federal Highway Administration Safe Routes to School (SRTS) program. The study aims to achieve three objectives: (1) identify and use existing tools to establish benchmarks for children walking and biking to school, (2) provide recommendations for future allocation of SRTS funds, and (3) identify methods and tools to continue to evaluate the effectiveness of SRTS investments. Phase one focused on the first objective. Rates of walking and biking to school were found to vary considerably. Therefore, benchmarks of children walking and biking to school should come from individual schools. The best tool for establishing these benchmarks was the National Center for Safe Routes to School (NCSRTS) Student Travel Tally. The second two objectives were only explored in phase one. A literature review identified four major barriers to walking and biking to school that could be used to help filter program applications. Data collected by this study, the NCSRTS, and other agencies can contribute to SRTS project evaluations but because SRTS programs vary from state to state and the program is relatively new, many data are incomplete. Consistent, standardized SRTS data collection is necessary to support robust project evaluations. These preliminary findings will be explored further during phase two.

Book excerpt: Safe Routes to School (SRTS) is a national and international movement to create safe, convenient, and fun opportunities for children to bicycle and walk to and from schools. The program has been designed to reverse the decline in children walking and bicycling to schools. Safe Routes to School can also play a critical role in reversing the alarming nationwide trend toward childhood obesity and inactivity. In 1969, approximately 50% of children walked or bicycled to school, with approximately 87% of children living within one mile of school walking or bicycling. Today, fewer than 15% of schoolchildren walk or bicycle to school. As a result, kids today are less active, less independent, and less healthy. As much as 10 to 14% of morning traffic can be generated by parents driving their children to schools, and traffic-related crashes are the top cause of death and major injury for children in the U.S. ages 1 to 17. Concerned by the long-term health and traffic consequences of this trend, in 2005, the U.S. Congress approved $612 million in funding for five years of state implementation of SRTS programs in all 50 states and the District of Columbia. Communities are using this funding to construct new bike lanes, pathways, and sidewalks, as well as to launch Safe Routes to School education, promotion and enforcement campaigns in K-8 schools. Safe Routes to School programs are built on collaborative partnerships among many stakeholders that include educators, parents, students, elected officials, engineers, city planners, business and community leaders, health officials, and bicycle and pedestrian advocates. The most successful SRTS programs incorporate the five E’s—evaluation, education, encouragement, engineering, and enforcement. The goal of Safe Routes to School is to get more children bicycling and walking to schools safely every day.
