As the American River flooded, its banks were leveed, and its course was corrected to allow for further settlement and industry. Sacramento, in a feat of civic engagement, raised its business district above the floodplain, echoing the earthen mounds the Nisenan people used to raise their homes. Massive dredgers tore the riverbed in search of California's famous mineral. Railroad tracks, and later roads, were built to accommodate for more and more people living along its banks. The American River pressed those banks, but the residents of the Sacramento Valley persisted and created a vibrant capital for one of the world's largest economies.

Book excerpt: The discovery of gold launched an unprecedented rush of humanity to California's Sierra foothills. Many of those miners and minerals flowed as naturally as the waterways into a settlement that grew where the American and Sacramento Rivers meet. The Sacramento River, the main traffic artery between the mines and San Francisco Bay, was soon flanked by a burgeoning Embarcadero and commercial district that became Sacramento City in 1849. Paddlewheel riverboats, like the New World, carried goods, passengers, and great wealth. Besting all jealous rivals, Sacramento became the state capital, and a wealthy merchant's residence was transformed into the governor's mansion. Today downtown and Old Sacramento, a 28-acre state historic district, are thriving, graced by such treasures as the restored State Capitol Building, the art deco Tower Bridge, and scores of historic structures and attractions like the Leland Stanford Mansion and the California State Railroad Museum.

Four years later, the settlement was washed away by flood waters, which rose above twelve feet. Although many relocated, a handful of determined survivors chose to stay and rebuilt the town, only this time, approximately two miles downstream and on higher ground. Once more the Delta town suffered devastation when a fire broke out in 1892, which destroyed much of the downtown business district. Come discover the diversity of Rio Vista's heritage through this photographic collection, by historian and local author Phil Pezzaglia, as he reveals the events that shaped the city, from its beginnings as a steamship stop midway between San Francisco and Sacramento as well as its evolution from fishing community to agriculture to industry. After examining countless images available through local archives and personal collections, Mr. Pezzaglia has chosen an assortment of photographs which depict the community's history. He has augmented those photographs with current images, which illustrate how, in some examples, the landscape of the town has changed, while in other instances, much has remained the same."

Book excerpt: After describing the Central Valley of California the book focuses on the flood plain of the Sacramento River where most of the lands adjoining the river were a series of Mexican Land Grants. These grants were broken into private holdings after statehood and the challenging effort to reclaim the overflow lands began. The book covers the political and natural challenges in reclaiming these lands together with the introduction of a new crop, rice, and the development of new machines, primarily the Caterpillar tractor, that aided significantly in making the reclamation efforts successful.

A flood of explorers from all over the world poured into the Lower Sacramento River Delta, and soon towns were settled on the banks of the river. As settlement flourished, each new community gave birth to stories of early pioneers, shipwrecks, murder, robbery, vigilante justice, bootleggers and more. Here for the first time in this remarkable collection, local historian and author Philip Pezzaglia reveals the true stories behind some of the tales that have passed through generations, becoming legends of the Delta.

Available in PDF, EPUB and Kindle. Book excerpt: Often referred to as “the Big Tomato,” Sacramento is a city whose makeup is significantly more complex than its agriculture-based sobriquet implies. In River City and Valley Life, seventeen contributors reveal the major transformations to the natural and built environment that have shaped Sacramento and its suburbs, residents, politics, and economics throughout its history. The site that would become Sacramento was settled in 1839, when Johann Augustus Sutter attempted to convert his Mexican land grant into New Helvetia (or “New Switzerland”). It was at Sutter’s sawmill fifty miles to the east that gold was first discovered, leading to the California Gold Rush of 1849. Nearly overnight, Sacramento became a boomtown, and cityhood followed in 1850. Ideally situated at the confluence of the American and Sacramento Rivers, the city was connected by waterway to San Francisco and the surrounding region. Combined with the area’s warm and sunny climate, the rivers provided the necessary water supply for agriculture to flourish. The devastation wrought by floods and cholera, however, took a huge toll on early populations and led to the construction of an extensive levee system that raised the downtown street level to combat flooding. Great fortune came when local entrepreneurs built the Central Pacific Railroad, and in 1869 it connected with the Union Pacific Railroad to form the first transcontinental passage. Sacramento soon became an industrial hub and major food-processing center. By 1879, it was named the state capital and seat of government. In the twentieth century, the Sacramento area benefitted from the federal government’s major investment in the construction and operation of three military bases and other regional public works projects. Rapid suburbanization followed along with the building of highways, bridges, schools, parks, hydroelectric dams, and the Rancho Seco nuclear power plant, which activists would later shut down. Today, several tribal gaming resorts attract patrons to the area, while “Old Sacramento” revitalizes the original downtown as it celebrates Sacramento’s pioneering past. This environmental history of Sacramento provides a compelling case study of urban and suburban development in California and the American West. As the contributors show, Sacramento has seen its landscape both ravaged and reborn. As blighted areas, rail yards, and riverfronts have been reclaimed, and parks and green spaces created and expanded, Sacramento’s identity continues to evolve. As it moves beyond its Gold Rush, Transcontinental Railroad, and government-town heritage, Sacramento remains a city and region deeply rooted in its natural environment.

Book excerpt: What can be considered the first major exploration of the Sacramento River, from its mouth northward, began on May 13, 1817, when Padres Duran and Abella and 20 other men under the command of Lt. Louis Antonio Argullo sailed in two launches up the river. They continued north until May 20, 1817, when they turned back. The group recorded their point of farthest exploration by carving a cross into an oak tree; some believe this point is near the present-day town of Freeport. Three decades later, Clarksburg was established, followed by Walnut Grove, Paintersville, Rio Vista, Onsibo, Freeport, Courtland, Emmaton, Isleton, Vorden, Ryde, Hood, and Locke. Each one of the settlements has its own exciting tale about its founders and the origins of the name that it was given.

Book excerpt: Excerpt from The Development of the Upper Sacramento River: An Appendix to the Summary Report to the Legislature of 1927 on the Water Resources of California and a Coordinated Plan for Their Development This bulletin is one of a series appended to the "Summary Report on the Water Resources of California and a Coordinated Plan for their Development" that was presented to the Legislature of 1927. It is part of the investigation of the water resources of the State commenced in 1921. This investigation comprised a survey of water supplies and flood flows throughout the State, a determination of their characteristics, an estimate of the present and future needs for water, and the formulation of a comprehensive and coordinated plan for future development in order to insure adequate water supplies for all purposes. The 1927 report concludes this investigation. The entire series of bulletins pertaining to the 1927 report are: Bul. 12- "Summary Report on the Water Resources of California and a Coordinated Plan for their Development." (A report to the Legislature of 1927.) Bul. 13- "The Development Of The Upper Sacra- Mento River." Bul. 14- "The Control of Floods by Reservoirs." Bul. 15- "The Coordinated Plan of Water Development in the Sacramento Valley." Bul. 16- "The Coordinated Plan of Water Development in the San Joaquin Valley." Bul. 17- "The Coordinated Plan of Water Development in Southern California." Other bulletins pertaining to these investigations published prior to the 1927 report are: Bul. 4- "Water Resources of California." (A report to the Legislature of 1923 on the first two years of investigation.) Bul. 5- "Flow in California Streams." Bul. 6- " Water Requirements of California Lands." Bul. 9- " A Supplemental Report on the Water Resources of California." (A report to the Legislature of 1925.) Bul. 11- "Ground Water Resources of the Southern San Joaquin Valley." The first appropriation for the investigation of the water resources of California was made by Chapter 889 of the 1921 Statutes, in the amount of $200,000. This resulted in the publication of Bulletins Nos. 4, 5 and 6.These contain a complete inventory of all the waters within the States boundaries, an estimate of the future needs of water for all purposes, and a preliminary comprehensive plan for ultimate development that will secure the greatest public service from the State's limited water supply. No provision was made for the continuance of the investigations by the 1923 Legislature, but at the urgent request of the farmers of the southern San Joaquin Valley the Chambers of Commerce of San Francisco and Los Angeles advanced $90,000 for the study of a first unit of the comprehensive plan that would relieve the stress in a section of the State most in need of an imported water supply.
