Since the collapse of socialism, the welfare structures of the post-socialist states have experienced large and rapid changes. The discussions on the reforming welfare models serve as the integrating theme for the volume. The authors discuss past and current developments and make comparisons in time and space–between the early 1990s and late 2000s and between post-socialist and transitional countries. Welfare and political democratization are analyzed on the one hand as structures and processes and on the other hand as cultural meanings and through agency, which all are strongly gendered. Macro-level analyses and in-depth case studies by scholars from different countries and disciplines provide a wide and multilayered picture of welfare developments and gendered practices of social services, caregiving and civic activism, among others. Special attention is given to research methodologies, particularly on fieldwork and micro-level understanding of the related topics. The contributors come from social and political sciences and from both former socialist and “Western” countries – from Russia and Slovenia as well as the US, the UK, Germany and Finland. After the collapse of the Soviet Union, such high mountain areas were more or less forgotten and people would have suffered severely from their isolation if an Aga Khan Foundation project in 1993 to 1994 had not afforded broader support. The reader will be confronted by an almost surrealistic world: Pamiri income and living conditions after 1991 dropped to the level of a poor Sahelian country. Former scientists, university professors and engineers found themselves using ox-ploughs to plant potatoes and wheat for survival. On the other hand, 100% literacy and excellent skills proved to be an enormous human capital resource for economic recovery. The first sign of this was an increase in agricultural production, something that had never occurred during Soviet times.

At the same time, the impact and transformational effects of this event enabled civil society activists and politically institutionalised actors in European countries to pick up the threads of democratic social movements and parliamentary aspirations, and make use of “political opportunity structures” to obtain citizen rights for larger parts of the population. One result of this process – albeit with a difference between European states – was that more groups in society gained suffrage. Amongst those were large sections of the working class and women. While the vote was won for some new social groups in European societies, others were still excluded. After one centennium of struggle for political participation, we would like to discuss specific problems of politics of belonging. The question concerning the full recognition of citizen rights was and continually is connected to ideas of a specific membership of a nation state, a fact that denotes the particular problem of membership and non-membership and of inside and outside. This Research Topic will take account of this special field of tension of democratisation – e.g. inclusion through exclusion – from a perspective of social history, political science, gender studies and intersectionality approaches.
