Russia experienced dramatic political breakthroughs in the late 1980s and early 1990s, but it subsequently failed to maintain progress toward democracy. In this book, M. Steven Fish offers an explanation for the direction of regime change in post-Soviet Russia. Relying on cross-national comparative analysis as well as on in-depth field research in Russia, Fish shows that Russia's failure to democratize has three causes: too much economic reliance on oil, too little economic liberalization, and too weak a national legislature. Fish's explanation challenges others that have attributed Russia's political travails to history, political culture, or to 'shock therapy' in economic policy. Some of those studies demonstrate that testing middle-range social science theory could take place even in the Soviet era when there were significant limitations of access to empirical data, and meaningful field research in the USSR was all but impossible. In the introductory chapter, the author explains the need for and advantages of studying Russian and Soviet politics from the perspective of middle-range social science theory. Then follow three chapters analyzing methodological issues in Soviet/post-Soviet studies. The author presents his six empirical studies employing middle-range social science theories to explore in Russia/USSR dimensions of organizations, ideology and decisionmaking, technology transfer and cultural diffusion, political culture, public opinion and democratization, and congruence of authority patterns in state-society relations. The book concludes with a chapter arguing the advantages of thinking theoretically about Russian and Soviet politics with the establishment of a new epistemic community organized around studies employing middle-range theory. This book presents examples of solutions to long-standing debates between area studies and the academic disciplines and between idiographic and nomothetic approaches to knowledge in the social sciences. This book is an attempt to critically analyze the theories which have come up in the case of post-Soviet states’ political transition began after the collapse of the Soviet Union. The book argues that democratization should be seen as a broader phenomenon with the objective of building an equal and just social order. Secondly, the dilemma of explaining democracy in theory and in practice can be better explained with the analysis of the nature of state i.e. who governs and how. Thirdly, the nature of any state should be measured on the principles of democratic governance. Here three major indicators of democratic governance have been selected: participation, transparency, and accountability. Analysing Russia within this research framework the book argues that despite having all the capabilities to be a strong state the Russian state has been facing acute crisis of governance being reflected in violent separatist movements, violation of constitutional laws and increasing crime rate. A major reason behind the crisis of governance in Russia is the lack of application of principles of democratic governance at various levels of transition: from the constitution making process to implementation of welfare and other public policies.

Based on extensive data from Russian official sources and surveys conducted by the World Bank, the book shows that income inequality is higher in more pluralistic regions. It argues that the relationship between firms and government differs between more democratic and more authoritarian regional regimes. In more democratic regions, business firms and government have more cooperative relations, restraining the power of government over business and encouraging business to invest more, pay more and report more of their wages. Average wages are higher in more democratic regions and poverty is lower, but wage and income inequality are also higher. The book argues that the rising inequality in postcommunist Russia reflects the inability of a weak state to carry out a redistributive social policy.
