Book excerpt: Abstract: For most of the twentieth century, public libraries and librarians in Russia were tools for Soviet propaganda. While democratic concerns for literacy and societal development were ideals that revolutionaries tried to uphold during the revolutionary period and early years of the USSR, ultimately the Soviet government executed policies that forced libraries and librarians to serve the goals of the state. The Soviet government appropriated the socio-cultural institution of the public library and made all of its activities subservient to the single principle of partiinost'. Thus, professional librarians in Russia had little ability to exercise their specialized knowledge to promote the public good, which is often viewed as a paramount goal of librarians. In this thesis I analyze both the historical process of the Soviet state's claiming of the public library for propagating Soviet ideals and the reaction to this in the Post-Soviet era. I argue that the ability to exercise discretion is a primary characteristic of the profession of public librarianship, but that the ability to exercise discretion was denied to Russian public librarians. I also explain the Soviet's concept of the public library by introducing readers' guidance generally and evaluating the Soviet-style of readers' guidance particularly. I chronicle the reclamation of the library profession, which began during glasnost' and perestroika. Finally, I attempt to describe the current state of librarianship in Russia by highlighting some its more important developments in the post-Soviet period.

Available in PDF, EPUB and Kindle. Book excerpt: Through the lens of James Billington and the institution he led as Librarian of Congress during a key period of US-Russian relations, The Geopolitics of Culture examines culture as a neglected area of US foreign policy. Billington advised presidents and members of Congress and mobilized the resources of the Library of Congress to promote reform in Russia. He believed that rather than preaching to the Russians, the United States should expose the rising generation of Russian leaders to what was best in America and encourage them to rediscover positive elements in pre-Bolshevik Russian culture. The Geopolitics of Culture is the first book to chronicle Billington's influence on US engagement with Russia as it transitioned from communism to democracy under Gorbachev and Yeltsin and back to authoritarianism under Yeltsin and Putin. Drawing on published and archival sources (including recently released papers) and interviews with current and retired Library of Congress staff members, John Van Oudenaren casts new light on this era. Billington's efforts led to a remarkable degree of cooperation between the Library of Congress and Russian cultural and political institutions. Yet these efforts ultimately failed as Putin turned back toward authoritarianism. The experience of the Library of Congress during this period nonetheless holds important lessons for today. Billington believed that a transition to democracy in Russia was essential if the United States was to head off the geopolitical nightmare of a Eurasia dominated by an alliance of hostile authoritarian powers. The "geopolitics of culture" thus remains a challenge for US foreign policy.

Download or read book Roads to the Temple written by Leon Aron and published by Yale University Press. This book was released on 2012-06-13 with total page 497 pages. Available in PDF, EPUB and Kindle. Book excerpt: Leon Aron considers the “mystery of the Soviet collapse” and finds answers in the intellectual and moral self-scrutiny of glasnost that brought about a profound shift in values. Reviewing the entire output of the key glasnost outlets in 1987-1991, he elucidates and documents key themes in this national soul-searching and the “ultimate” questions that sparked moral awakening of a great nation: “Who are we? How do we live honorably? What is a dignified relationship between man and state? How do we atone for the moral breakdown of Stalinism?” Contributing both to the theory of revolutions and history of ideas, Aron presents a thorough and original narrative about new ideas' dissemination through the various media of the former Soviet Union. Aron shows how, reaching every corner of the nation, these ideas destroyed the moral foundation of the Soviet state, de-legitimized it and made its collapse inevitable.
