Book excerpt: This analysis report provides information and gives insight into the activities of the Russian civilian and military intelligence Services (RIS) conducted during the 2016 U.S. presidential election campaign. The Grizzly Steppe Report provides details regarding the tools and hacking techniques used by the Russian hackers in order to interfere the 2016 U.S. elections. This activity by RIS is just part of an ongoing campaign of cyber-enabled operations directed at the U.S. government and its citizens. These cyber operations have included spearphishing campaigns targeting government organizations, critical infrastructure entities, think tanks, universities, political organizations, and corporations leading to the theft of information. In foreign countries, RIS actors conducted damaging and/or disruptive cyber-attacks, including attacks on critical infrastructure networks. In some cases, RIS actors masqueraded as third parties, hiding behind false online personas designed to cause the victim to misattribute the source of the attack. This report provides technical indicators related to many of these operations, recommended mitigations, suggested actions to take in response to the indicators provided, and information on how to report such incidents to the U.S. Government.

Book excerpt: As the election results of the 2016 U.S. Presidential Elections still reverberate in the U.S. and throughout the world, the discussion on how Donald Trump won and whether Russian influence helped his win continues. Leaked conspiracy theories which would have fitted well in a John le Carré spy novel seem corroborated by U.S. intelligence reports. In this volume, you find declassified versions of two reports by the U.S. intelligence agencies released at the end of 2016 and at the beginning of 2017. The first report, Assessing Russian Activities and Intentions in Recent U.S. Elections, describes Russia's activities in the media, social media, and cyberspace during the latest and previous U.S. elections. In this report, the U.S. Intelligence Community confirms "...Moscow's longstanding desire to undermine the US-led liberal democratic order...." Also, they state that this campaign had a clear preference for Donald Trump to win. This report concludes ominously that Moscow will apply lessons from this campaign to influence other elections worldwide. The second report, GRIZZLY STEPPE- Russian Malicious Cyber Activity, shows how two groups, part of the Russian Intelligence Services, hacked into an-unnamed-U.S. political party. Furthermore, it offers technical advice and suggestions to organizations on how they could protect themselves against cyberattacks. Although it might take some time before we really understand the impact on the 2016 elections, these two brief reports are fascinating reading for political observers, journalists, and readers concerned about what really happened in 2016.

Book excerpt: Providing an invaluable introductory resource for students studying cyber warfare, this book highlights the evolution of cyber conflict in modern times through dozens of key primary source documents related to its development and implementation. This meticulously curated primary source collection is designed to offer a broad examination of key documents related to cyber warfare, covering the subject from multiple perspectives. The earliest documents date from the late 20th century, when the concept and possibility of cyber attacks became a reality, while the most recent documents are from 2019. Each document is accompanied by an introduction and analysis written by an expert in the field that provides the necessary context for readers to learn about the complexities of cyber warfare. The title's nearly 100 documents are drawn primarily but not exclusively from government sources and allow readers to understand how policy, strategy, doctrine, and tactics of cyber warfare are created and devised, particularly in the United States. Although the U.S. is the global leader in cyber capabilities and is largely driving the determination of norms within the cyber domain, the title additionally contains a small number of international documents. This invaluable work will serve as an excellent starting point for anyone seeking to understand the nature and character of international cyber warfare.

It is consequently largely concerned with the successive steps taken at the Admiralty to deal with a situation which was always serious, and which at times assumed a very grave aspect. The ultimate result of all Naval warfare must naturally rest with those who are serving afloat, but it is only just to the Naval officers and others who did such fine work at the Admiralty in preparing for the sea effort, that their share in the Navy's final triumph should be known. Book excerpt: Faced with relentless technological aggression that imperils democracy, how can Western nations fight back? Before the cyber age, foreign interference in democratic politics played out in a comparatively narrow arena. The rapid expansion of cyberspace has radically altered this situation. The hacking activities of Russian military agents in the 2016 US presidential election and other major incidents demonstrate the sophisticated offensive strategies pursued by geopolitical adversaries. The West is winning the technology race—yet losing the larger contest over cybersecurity. Lucas Kello reveals the failures of present policy to prevent cyberattacks and other forms of technological aggression. Drawing upon case studies and interviews with decision-makers, he develops a bold new approach: a concentrated and coordinated response strategy that targets adversaries’ interests and so recaptures the initiative. Striking Back provides an original solution to national security challenges in our era of intense technological rivalry.

Book excerpt: This book offers a comprehensive analysis of the international law applicable to cyber operations, including a systematic examination of attribution, lawfulness and remedies. It demonstrates the importance of countermeasures as a form of remedies and also shows the limits of international law, highlighting its limits in resolving issues related to cyber operations. There are several situations in which international law leaves the victim State of cyber operations helpless. Two main streams of limits are identified. First, in the case of cyber operations conducted by non-state actors on the behalf of a State, new technologies offer various ways to coordinate cyber operations without a high level of organization. Second, the law of State responsibility offers a range of solutions to respond to cyber operations and seek reparation, but it does not provide an answer in every case and it cannot solve the problem related to technical capabilities of the victim.

Book excerpt: This enlightening book examines the use of online influence operations by foreign actors, and the extent to which these violate international law. It looks at key recent examples such as the 2016 UK EU Referendum, the 2016 American Presidential Election, and the 2017 French Presidential Election. The book analyses the core elements of interventions and sovereignty, and the extent to which these elements were violated in the three central case studies.
