He returned to Russia in 1917 as an American businessman sympathetic to the progress of Russia's Revolution. After the Bolshevik seizure of power on November 7, Gumberg became a secretary, translator, and adviser to the American Red Cross Commission and the Committee on Public Information. Through him a Soviet-American dialogue formed despite the lack of official relations. Gumberg advised congressmen who hoped to establish diplomatic ties between the two countries. He helped American publicists, publications, and institutions which sought to present a favorable, or at least balanced, picture of Soviet Russia. Gumberg did not seek to start a revolution to change the world, or to alter the morality of man. He did contribute quietly to a better understanding between the future superpowers when their normal ties had been broken.

Available in PDF, EPUB and Kindle. Book excerpt: Following the 1917 Bolshevik Revolution, the American government refused to grant de jure recognition to the Soviet regime. American courts likewise refuse to acknowledge the legal existence of the Soviet Union in matters concerning Russian property in the United States. In the 1933 Litvinov Assignment, when President Roosevelt granted conditional recognition to Moscow, the Soviets assigned its rights to Russian property in the U.S. to the American government. The assignment, however, proved to be difficult for courts to interpret and implement after 16 years of nonrecognition. In 1937, the Supreme Court ruled in United States v Belmont that the assignment had been an executive agreement with the same domestic legal effect as a treaty. Five years later, it ruled that the American government had a superior claim to disputed Russian property to that of any private claimants because of the 1933 executive agreement. A review of the cases concerning the legal effects of Soviet-American relations from 1917 to 1942 demonstrates the domestic impacts of foreign relations and the role of the courts as they influence the conduct of foreign relations.

Book excerpt: Winner of the Pulitzer Prize in History, the National Book Award for Nonfiction, the George Bancroft Prize, and the Francis Parkman Prize, this absorbing volume explores the complexities of the Soviet-American relationship between the November Revolution of 1917 and Russia's final departure in March 1918 from the ranks of the warring powers. These four months, which witnessed the Bolshevik Revolution and Russia's departure from the warring powers, set the stage for future relations between the two emerging superpowers. Volume 2 of Soviet American Relations, entitled The Decision to Intervene (Princeton, 1958), explored U.S. intervention in northern Russia and Siberia between 1918 and 1920.The distinguished scholar and public servant George F. Kennan opens the way to an understanding not only of these events but of the subsequent pattern of Soviet-American relations and the complex process of international diplomacy generally. Kennan became the U.S. government's key analyst of the Soviet Union after a two-year stint in the Foreign Service there (1944-1946), which had been preceded by service in the American embassy in Moscow before World War II. His "long telegram" to his superiors at the State Department, written in 1946 and published a year later in revised form in Foreign Affairs as the famous "X" article, was perhaps the most influential statement in the early years of the Cold War. After leaving the Foreign Service, Kennan joined the faculty at the School for Historical Studies at the Institute for Advanced Study in Princeton, where he wrote Russia Leaves the War and subsequent books.

Book excerpt: In 1918 the U.S. government decided to involve itself with the Russian Revolution by sending troops to Siberia. This book re-creates that unhappily memorable storythe arrival of British marines at Murmansk, the diplomatic maneuvering, the growing Russian hostility, the uprising of Czechoslovak troops in central Siberia which threatened to overturn the Bolsheviks, the acquisitive ambitions of the Japanese in Manchuria, and finally the decision by President Wilson to intervene with American troops. Of this period Kennan writes, "Never, surely, in the history of American diplomacy, has so much been paid for so little."

Book excerpt: Excerpt from Russian-American Relations, March, 1917-March, 1920: Documents and Papers The League of Free Nations Association, through encouragement of research by competent scholars, through the organization of study groups and open forums in all parts of the country, and by means of its own publications, is working for a liberal and constructive American foreign policy. It stands for Americas entrance into the present League of Nations with the object of aiding its development into a truly democratic and world-inclusive organization. It is axiomatic that upon the re-establishment of normal cultural, commercial, and political relations with the Russian people depends any adequate solution of the problems of food supply and the revival of industry and trade which involve the whole world. In the belief that the first requisite for the renewal of these essential relationships between the United States and Russia is a fuller knowledge of our Government's Rusaan policy during the past three years, this Association on August 2, 1919, invited Dr. John A. Ryan, Mr. J. Henry Scattergood, and Mr. William Allen White to direct a study of Russian-American. relations since the overthrow of the tsar. The result is this volume of documents which, because of its objective and non-partisan character will, we believe, contribute towards the formation of an enlightened public opinion on this most important aspect of our foreign relations. This Association plans to conduct, as one of its activities, further investigations of similar character into other phases of our foreign policy.
