Primarily employing Russian sources, including important archival documents only recently declassified and made available to Western scholars, Dr. Baumann provides an insightful look at the Russian conquest of the Caucasian mountaineers (1801-59), the subjugation of Central Asia (1839-81), the reconquest of Central Asia by the Red Army (1918-33), and the Soviet war in Afghanistan (1979-89). It traces the framework of Western policies to the 1975 Helsinki Final Act, which resulted in the stovepiping of relations into political, economic, and democracy categories – and in often uncoordinated or contradictory policies. While the authors embrace the goal of promoting human rights and democracy, they argue that the antagonistic methods adopted to advance this goal have proven counter-productive. They propose that Western governments work with the regional states rather than on or against them; and that instead of focusing directly on political systems, policies should focus on developing the quality of governance and help build institutions that will be building blocks of rule of law and democracy in the long term. The authors also argue that Western leaders have largely failed to grasp the significance of this region, relegated it to a subordinate status and thus damaging western interests. The development of sovereign, economically strong, and effectively self-governing states in the Caucasus and Central Asia is an important goal in its own right; the book stresses the importance of a region where the development and preservation of secular statehood could become a model for the entire Muslim world.

Professor R. Craig Nation's monograph highlights the kind of conflicting interests that have made Russian-American relations in the region highly competitive. But he also addresses areas of shared priorities and mutual advantage that provide a potential foundation for more benign engagement that can work to contain conflict and head off further regional disintegration. However they are resolved, regional issues emerging from the Caucasus will have a significant impact upon the larger climate of U.S.- Russian relations in the years to come. Professor Nation's monograph was presented at a conference in Washington, DC, held on April 24 26, 2006, jointly sponsored by the Strategic Studies Institute (SSI); the Ellison Center for Russian, East European, and Central Asian Studies at the Jackson School of International Studies at the University of Washington; the Pacific Northwest Center for Global Security; and the Institute for Global and Regional Security Studies. It is the latest in a series of papers prepared from this conference published by SSI. Book excerpt: The Rival Powers in Central Asia is an English translation of a work originally published in Vienna in 1890 under the title Antagonismus der Englischen und Russischen Interessen in Asien: Eine Militär-Politische Studie (The antagonism between English and Russian interests in Asia: A military-political study). The study analyzes what the author sees as the threat to British India posed by an aggressive Russia. The author characterizes the Russian Empire as a "reckless, expansive force," which, having reached its natural limits on the seas to the east and the north, was now concentrating "all its energies on the South, and chiefly in the direction of Constantinople and Central Asia." While the Russian thrust into Central Asia is portrayed as a threat mainly to British interests, Russian ambitions toward Constantinople are seen as most threatening to the continental European powers, "Austria in particular," which "cannot at any cost permit Russia to take possession of Constantinople." On this basis, the author argues that it is in Great Britain's interest to join a "Central European Coalition" with Austria-Hungary and imperial Germany. Chapter four, the longest in the book, entitled "Strategical Relations of the Two States," assesses the relative strengths of Russia and Great Britain in a contest for control of Central Asia and ultimately India, with sections on land forces, naval forces, and the transport and logistical routes likely to be used by each power. The concluding chapter discusses the benefits that Great Britain would gain by allying with the Central European powers against Russia, stresses the value to those powers of a British alliance, and argues that only through such an alliance would Britain be able to retain its hold on India. Ultimately, of course, the envisioned alliance did not come about, as some two decades later Great Britain allied with Russia (and France) and against Germany and Austria-Hungary in the great European conflict that came to be known as World War I.

What is remarkable about this fact is that the nature of these interests as well as the nature and intensity of challenges to them have changed quite drastically during Russia's 5 years of existence as a post-Soviet state. It is no wonder that Russian policymakers are permanently agonizing over reassessment of these interests and are now nowhere close to producing a coherent strategy of their advancement. This monograph will argue that Russia's ability to meet the challenges from the South is a major factor in determining its future as a world power.1 There is no doubt that the Caucasus and Central Asia are two separate regions in the turbulent post-Soviet geopolitical space, with different political dynamics and plenty of internal diversities and conflicts. Even looking from Moscow, it is obvious that these differences are of such a scale that no single integrated strategy could possibly embrace both regions; two essentially different policies are required and were, in fact, pursued. Still, the author attempts to take these two regions together, seeking to trace interplay among Russia's economic, political and strategic interests and to discover parallels in Moscow's past, current and possible future activities. This paper will first take a brief look at the evolution of Russia's policies in the Caucasus and Central Asia in 1992-94; then the impact of the Chechen War will be evaluated. This is followed by the analysis of the growth of the economic interests (first of all related to oil) and the increase in influence of the regional processes in Russia itself. Finally, an attempt to distinguish between the real and misperceived security challenges for the near future will be undertaken.
