Interdependence is not simply strengthening the range of possibilities for national economies to participate in, and advantage of, these developments, but expanding the opportunities that are available to them. The question is how do states take advantage of these global developments. Russia is no exception. Although it actively participates in the globalization process, it is, however, confronting greater economic, technological, structural and institutional problems than other countries. At the same time, there is dwindling hope for favourable conditions to continue in global energy markets, which are crucial to the Russian economy. These problems exist alongside the risk that the widening gap between Russia and other economies in terms of economic performance and technological development and growth will continue. Russia now stands at the crossroads of either overcoming or exacerbating these current challenges. This choice dictates the current realities of pax economica. Moscow must, in the very near future, make meaningful, if not fundamental, decisions aimed at further opening its economy, improving its institutions, and strengthening its international ties. This task is made more difficult by Russia's weakening competitiveness and by its ambiguous position on the international division of labour. The old model of Russian development has been exhausted and a new one must be chosen. Russia's choice at this juncture will determine the future of its economic development for many years to come.

Book excerpt: As international institutions multiply and more governments sign on to standardized ways of organizing economies and societies, resistance to globalization persists. In Mirrors of the Economy, Yoshiko M. Herrera explores the variance in implementation of international institutions through an examination of the international System of National Accounts (SNA) and, in particular, the success of post-Soviet Russia and other formerly communist countries in implementing the SNA. The SNA is the basis for all national economic indicators, including Gross Domestic Product, and is therefore a critical institution for economic policy and development. Herrera tests existing theories of implementation of international institutions and proposes a novel theoretical concept, "conditional norms," to suggest that the conditions attached to norms may result in institutional change. On the basis of content analysis of statistical publications and more than seventy-five interviews throughout Russia—particularly in Moscow—and in Washington, she forms a clear picture of the implementation of the SNA in Russia in the early 1990s. In Soviet times a stable conditional norm delineated the appropriateness of statistical institutions based on the structure of the economy. The transformation of the economic system triggered a shift in support among Russian and Eastern European statisticians in favor of the SNA. Herrera's argument increases our understanding of the role of norms, structural conditions, and professional communities in institutional implementation.

Those at the center of political and economic power understood the flaws in their system well enough to initiate a process of reform, but one that triggered a more massive transformation than they had intended. The process has left enormous turmoil in this wake. Political power has dissipated in all the new states emerging from the fragmented former USSR, and all are struggling to establish some constitutional order. They do so under conditions of severe austerity as they seed to reconstruct their once integrated, highly concentrated, internationally isolated economy into independent instruments of national viability. With no detailed blueprint available, and with only fractured mechanisms of policy control at their disposal, these new nations are being carried along by the inertia of state enterprises and by a spontaneous process or regeneration at the grass-roots level.
