Book excerpt: The authors assess impacts of rural road rehabilitation on market development at the commune level in rural Vietnam and examine the variance of those impacts and the geographic, community, and household factors that explains it. Double difference and matching methods are used to address sources of selection bias in identifying impacts. The results point to significant average impacts on the development of local markets. They also uncover evidence of considerable impact heterogeneity, with a tendency for poorer communes to have higher impacts due to lower levels of initial market development. Yet, poor areas are also saddled with other attributes that reduce those impacts.

A key question from a policy standpoint is whether the impact-contingent factors are consistent and universal across project areas and outcome indicators. The World Bank's Third Rural Transport Project (RTP3) identified missing links that left many rural Vietnamese communities off the map from the country's remarkable development successes. The project prioritized road maintenance and local infrastructure management above new construction projects, and collaborated with the government institutions to address steep increases in travel costs per kilometer across crumbling rural roads. Project staff identified barriers along the route to more accessible road networks, including a lack of incentives to local bureaucracies to regularly maintain rural roads in remote areas. This situation has lead to deteriorating roads in places that are desperate for improved access to goods, services and social networks.

The World Bank's Third Rural Transport Project (RTP3) supported a win-win solution: employing ethnic minority women to sustainably manage road maintenance through an innovative participatory approach to local development. This smart lesson describes the experience of improving the roads and women's lives in rural Vietnam.

Nonfarm employment in the village expands only slightly, suggesting the new work is found outside of the village. Even with better market connections, remote areas may continue to lack economic opportunities.

Book excerpt: The extent to which households should be allowed to transfer their land rights in post-socialist transition economies is of considerable policy interest. The authors use data from Vietnam, a transition country that allows rental and sales of land use rights, to identify factors conducive to the development of land markets and to assess the extent to which land transfers enhance productive efficiency and transfer land to the poor. They find that activity in both rental and sales markets has increased rapidly, enhanced by the possession of long-term use rights and off-farm employment, and contributing to greater equity and efficiency of land use. While there is evidence for distress sales by households that experience a shock (death), the scope for such sales is reduced by well-functioning credit markets. Well-defined land rights and appropriate safety nets will thus help transition economies to realize the benefits from the operation of land markets.
