Ap Has India S Highest, And Rising, Age/Gender-Specific And Overall Work-Force Participation Rates, Especially Female And Child. These Rates Coexist With A Rising Percentage Of Rural Workers In Agriculture (In Contrast To All-India) And With A Smaller Share Of Rnfe In The Rural Workforce Relative To All-India. These Facts Appear To Be Linked To Ap S Unemployment (Higher, Rising Faster, Than Elsewhere). The Central Hypothesis Is: There Are Two Sorts Of Rnfe, Traditional And Modern. A High Traditional Rnfe Share (And Its Growth) Is Associated With Distress Diversification. A High Modern Rnfe Share (And Its Growth) Is Associated With Rural Growth Linkages From Agriculture . Using District Level Data, The Analysis Reveals That Variations In Irrigation, Farm Size, Literacy, Urbanisation, Commercialisation, Infrastructure And Poverty Are Significantly Associated With Variations In Rnfe. Household Level Primary Data Collected For 2 Villages In 1993-94, Also Reveals That A Range Of Demographic And Economic Variables Are Associated With Inter-Household Variations In Rnfe, Some Of Which Coincide With Those Identified In The Inter-District Analysis. They Include: Farm Size, Education, Farm Output, Caste, Migration In, Seasonality, Skills, Poverty, Household Head S Age, And Family Size. Case Studies Of Individual Households Reveal That Rnfe Often Faces Financial Problems For Working Capital, Insufficient Earnings, And Inability To Cope With Technological Changes. The Data Analysis Supports The Hypothesis That Growth Linkages Are The Main Explanation For High Shares In, And The Growth Of, Modern Rnfe, And Distress Diversification For Traditional Rnfe. It Also Demonstrates A Strong, Significant Association Between Traditional Rnfe And Low Literacy And Modern Rnfe And High Literacy. Government Self-Employment Schemes As Well As The Development Of Agricultural Infrastructure, E.G. Irrigation, And Improvements In Rural Educational Standards Are Therefore Policies Likely To Accelerate The Growth Of Rnfe Shares.

Rural nonfarm activities account for between 40 and 57 percent of total rural household income. Growth has been mostly volatile, in large part due to unstable macroeconomic fundamentals evidenced by high inflation, fiscal deficits, and interest rates. When rapid economic growth has materialized, the gains have not always reached the poorest. Poverty remains high and the rural poor face significant challenges in consistently securing enough food. Several factors contribute to stubbornly high rural poverty. They include a low-productivity and non-diversified agriculture, macroeconomic and recurrent climatic shocks, limited non-farm opportunities and low returns to such activities, especially for the poor, and poor performance from some of the prominent safety net programs. The Report proposes complementary policy actions that offer a possible path for a more dynamic and prosperous rural economy. The key pillars of this comprise macroeconomic stability, increased productivity in agriculture, faster urbanization, better functioning safety nets, and more inclusive financial markets. Some recommendations call for a reorientation of existing programs such as the Malawi Farm Input Subsidy Program (FISP) and the Malawi Social Action Fund Public Works Program (MASAF-PWP). Others identify promising new areas of intervention, such as the introduction of digital IDs and biometric technologies to enhance the reach of mobile banking and deepen financial inclusion. Finally, and importantly, the report recommends the scaling up of investments on girls’ secondary education to curb early child marriage and early child bearing among adolescents. This will empower women at home and work and bend the trajectory of fertility rates in rural areas in order to boost human development and reduce poverty.

Book excerpt: The agriculture sector is key for economic and social development, but the sector’s potential has not received enough attention from policy makers and stakeholders in the Middle East and North Africa (MENA) region. Political transitions, instability, and the resulting refugee crisis have shifted focus away from other pressing development challenges, including slow progress in economic diversification, high unemployment, and persistent high food insecurity and rural poverty. Despite its small contribution to GDP, agriculture is strategic for sustainable development in the MENA countries. Agriculture, for example, is central to achieve food and water security in a region characterized as one of the most food insecure and water scarce in the world. The sector’s role in employment is also central, given the region’s high structural unemployment. However, it will not be possible for MENA countries to develop agriculture without a pathway to structural economic transformation. The region has already started the process of transformation but longstanding challenges remain. This report aims to examine the drivers, constraints, and social implications of agricultural development in MENA and to explore possible cornerstones for new and sustainable development strategies in the context of economic transformation. More specifically, the report provides answers to the following questions: • What development strategies and policies did governments in MENA put in place over the past three decades and how did they affect the performance of agriculture? • How did the structural characteristics of the MENA countries affect agricultural development and the economic transformation process in the region? • What did we learn from the past performance of agriculture? What should be the central elements guiding future agricultural policies? • What are elements of a new and sustainable development strategy in MENA countries? • What is the role of agriculture and agro-industries for development in MENA?

Book excerpt: May 1995 Although governments in some countries are implementing projects to support small-scale and rural enterprises, more commonly the rural nonfarm sector operates in a policy environment that is biased against it. This survey highlights the positive roles that the rural nonfarm sector can play in promoting growth and welfare by slowing rural-urban migration, using more appropriate technologies, providing seasonal or alternative employment for those left out of agriculture, and improving household security through diversification. The apparent neglect of this sector does not seem warranted on the basis of available information. So little is known about the rural nonfarm sector that those making policy to assist rural small-scale enterprises have done so largely unencumbered by evidence. The Lanjouw survey of nonfarm data and policy experience attempts to correct this. Until recently, the commonly held view was that rural nonfarm employment was relatively nonproductive, producing goods and services of low quality. The rural off-farm sector was expected to wither away with development and rising incomes, and this was viewed as a positive, rather than a negative, event. A corollary of this view was that the government need not actively worry about the sector -- or be concerned about how policies elsewhere might harm it. More recently, opinion has swung the other way, and it is increasingly argued that neglect of the sector would be mistaken. The survey highlights the positive roles that the rural nonfarm sector can play in promoting both growth and welfare. In the widespread situation of a rural workforce growing faster than the employment potential in agriculture, the nonfarm rural sector can lower unemployment and slow rural-urban migration. It is particularly useful in employing women and providing off-season incomes. The technologies used in small-scale rural manufacturing may be more appropriate and thus generate greater income from available productive inputs. What role could government play in promoting the nonfarm sector? The emphasis of government policy has been on large-scale urban industry as the main engine of growth. More recently, there has been a move toward a more broad-based growth approach, with greater emphasis on the development of agriculture and the rural economy. Increasingly countries have targeted project assistance schemes, for example to provide training, infrastructure, and technology to support small-scale and rural enterprises. Nonetheless, in most countries it remains true that projects to support the nonfarm rural sector are undertaken in a policy environment which is biased against this sector. This paper -- a product of the Office of the Vice President, Development Economics -- was prepared as a background paper for World Development Report 1995 on labor.
