It analyses the regional context of the decision to use revenue surpluses for the repayment of debt within the framework of the Eastern Question and Ottoman bankruptcy. We see that the island was always strategically and financially overshadowed by Egypt. Scrutinising political developments in Cyprus through the prism of the tribute issue facilitates a better understanding of its considerable effect on them. The absence of any imperial role for Cyprus as a 'place d’armes’ meant that there was no imperial interest in funding the infrastructural development of the island. British policy was treasury-driven. Diana Markides analyses why it failed, and how its failure resulted in the local colonial government having to impose a deeply unpopular fiscal policy, for which there was no adequate explanation. She examines the extent to which local resistance to this policy affected not only constitutional development on the island and Anglo-Cypriot relations, but the nature of the relations between the two major communities.

Improved practices must be technically, ec onomically, and socially suitable to farmer conditions. The rainfed areas of West Asia and North Africa have highly variable environmental conditions as well as complex social and economic structures. In recent years, the region has been experiencing major changes in the relative availabilities and costs of the classical factors of production: land, labor, and capital. These changes have important implications for the design of new agricultural technology. On the one hand, the availability of labor may be an important factor determining the acceptability of new technology. On the other, it is important to consider the impact that technology can have on rural employment. To develop a better awareness of these issues and their relevance to technology development, ICARD A initiated a project on Agricultural Labor and Tech nological Change. The first stage of the project is published here; it is a review of available literature on selected issues of regional importance, com bined with more detailed analyses of the situations of eight countries with important rainfed agricultural sectors. ICARDA greatly appreciates the financial assistance of the Ford Foun dation, which allowed us to support the execution of the study and publi cation of its findings. We also appreciate the great efforts of the authors in the face of often limited data and facilities.

It traces Britain's imperial and foreign policy in Cyprus from 1939 to 1955, from the outbreak of World War II until the beginning of the EOKA rising of 1955. Following the introduction, which opens with a discussion of the history and geography of Cyprus in 1939, the book covers the outbreak of the war and the invasion threat. After, its coverage of the war years, the book details the developments in Cyprus during the years 1945-1949, a period which saw the British offer the constitution to the Cypriots. Next, the book discusses the Plebiscite, Turkish reactions to changes in Cyprus, and other events that occurred in Cyprus between 1949-1951. The next section details the rise of Makarios (1951-1953), and finally, the book concludes with a discussion of the role of the United Nations and the rise of violence beginning in 1955.
