Available in PDF, EPUB and Kindle. Book excerpt: Rural America is progressing through a dramatic and sustained post-industrial economic transition. For many, traditional means of household sustenance gained through agriculture, mining and rustic tourism are giving way to large scale corporate agriculture, footloose and globally competitive manufacturing firms, and mass tourism on an unprecedented scale. These changes have brought about an increased presence of affluent amenity migrants and returnees, as well as growing reliance on low-wage, seasonal jobs to sustain rural household incomes. This book argues that the character of rural housing reflects this transition and examines this using contemporary concepts of exurbanization, rural amenity-based development, and comparative distributional descriptions of the "haves" and the "have nots". Despite rapid in-migration and dramatic changes in land use, there remains a strong tendency for communities in rural America to maintain the idyllic small-town myth of large-lot, single-family home-ownership. This neglects to take into account the growing need for affordable housing (both owner-occupied and rental properties) for local residents and seasonal workers. This book suggests that greater emphasis be placed in rural housing policies that account for this rapid social and economic change and the need for affordable rural housing alternatives.

The authorities completed most of their ambitious structural reform agenda for the sixth poverty reduction growth facility (PRGF) review, albeit with some delays. To enhance the efficiency and soundness of the financial sector and boost growth, the authorities completed a new financial sector development strategy in October, in cooperation with the IMF and the World Bank.

Available in PDF, EPUB and Kindle. Book excerpt: In 2013, the World Bank Group announced two goals that would guide its operations worldwide. First is the eradication of chronic extreme poverty bringing the number of extremely poor people, defined as those living on less than 1.25 purchasing power parity (PPP)†“adjusted dollars a day, to less than 3 percent of the world’s population by 2030.The second is the boosting of shared prosperity, defined as promoting the growth of per capita real income of the poorest 40 percent of the population in each country. In 2015, United Nations member nations agreed in New York to a set of post-2015 Sustainable Development Goals (SDGs), the first and foremost of which is the eradication of extreme poverty everywhere, in all its forms. Both the language and the spirit of the SDG objective reflect the growing acceptance of the idea that poverty is a multidimensional concept that reflects multiple deprivations in various aspects of well-being. That said, there is much less agreement on the best ways in which those deprivations should be measured, and on whether or how information on them should be aggregated. Monitoring Global Poverty: Report of the Commission on Global Poverty advises the World Bank on the measurement and monitoring of global poverty in two areas: What should be the interpretation of the definition of extreme poverty, set in 2015 in PPP-adjusted dollars a day per person? What choices should the Bank make regarding complementary monetary and nonmonetary poverty measures to be tracked and made available to policy makers? The World Bank plays an important role in shaping the global debate on combating poverty, and the indicators and data that the Bank collates and makes available shape opinion and actual policies in client countries, and, to a certain extent, in all countries. How we answer the above questions can therefore have a major influence on the global economy.

Book excerpt: Since opening to the outside world and embarking on an economic reform programme in 1978, China has had one of the highest rates of sustained economic growth and poverty reduction in the world. However, during the 1990s several challenges emerged in relation to levels of inequality and environmental degradation. This evaluative report on the relative effectiveness of World Bank assistance to China focuses on the period 1993-2002, although it includes some references to developments in earlier and more recent years also. Findings include that the World Bank has made important contributions to economic reform, poverty reduction, infrastructure development, and environmental protection, but has fallen short of its objectives in promoting fiscal and financial reforms to reduce inequality and risk.

Available in PDF, EPUB and Kindle. Book excerpt: The Global Monitoring Report 2013: Rural-Urban Dynamics and the Millennium Development Goals examines rural-urban disparities in the achievement of the Millennium Development Goals (MDGs) and how urbanization, if managed well, can contribute to the attainment of these goals. The report provides information about the differences in progress toward the MDGs across geographical areas and recognizes that urban populations are better off than their rural brethren. However, unfettered urbanization can cause migrants and the urban poor to end up in slums where attainment of the MDGs lags. GMR 2013 calls for an integrated strategy to better manage the planning-connecting-financing formula of urbanization. Notwithstanding the importance of urbanization in poverty reduction and MDG attainment, rural areas remain a huge challenge--one that underscores the importance of policies that can improve rural livelihoods. The rural-urban spectrum ranges from small towns to large cities. The general experience is that poverty is lowest in the largest cities and considerably higher in smaller towns. The MDGs reflect the basic needs of all citizens, and governments should aim to meet them fully in both urban and rural areas. However, resources are scarce, so priorities must be set and trade-offs made. The report argues that the sequencing of actions be tailored to local conditions when it comes to the degree of urbanization and rural-urban differences in MDG outcomes. The world has met four global MDG targets. New estimates confirm the 2012 reports that MDG 1.a--reducing the $1.25-a-day poverty rate (2005 purchasing power parity)--was reached in 2010, falling below half of its 1990 value. The world also met part of MDG 7.c--to halve the proportion of people without safe access to drinking water--in 2010. MDG 7.d--to improve significantly the lives of at least 100 million slum dwellers by 2020--was also achieved. Finally, the first part of MDG 3.a--to eliminate gender disparity in primary education-- was accomplished in 2010. Global progress on the full MDG 3.a (to eliminate gender disparity in primary and secondary education) is close to being on track. Global Monitoring Report 2013 was prepared jointly by the World Bank and the International Monetary Fund, with consultations and collaborations with regional development banks and other multilateral partners.

Available in PDF, EPUB and Kindle. Book excerpt: China has made huge economic strides in recent decades but poverty is still a major issue on the agenda for rural China. Poverty and Development in China analyses how poverty is recognized and measured and how people in poverty are identified, literally asking: who is poor in China? Lu Caizhen’s research compares four approaches to poverty assessment: China’s official poverty identification method, the participatory approach to poverty assessment, the monetary approach, and use of multidimensional poverty indicators. Each of these is applied to the same population of households to identify the poor in rural Wuding County, Yunnan Province. The analysis shows that there is in fact very little overlap of households identified as poor by the various means, and that choice of approach does matter in the outcome of who is identified as poor. This has implications at the theoretical, methodological, and policy levels. Lu discusses these in detail, concluding that at present, there is a need to shift away from poverty reduction strategies that narrowly emphasize income generation activities, as these are often short-term efforts. Instead, the focus should move towards a broader combination of short-term and long-term strategies to break poverty’s inter-linked structural causes.
