Book excerpt: This study examines the contributions of the International Food Policy Research Institute (IFPRI) between 1993 and 2001 to analysis, outreach, capacity building, and training related to the role of rural finance in poverty reduction. The IFPRI multicountry research project on Rural Finance Policies for Food Security for the Poor involved data-intensive research by more than 14 research fellows on the impacts of access to rural financial services in countries. This report examines the contribution of the program within four countries where microfinance research and outreach activities were conducted and its contribution to global knowledge about rural finance and food security....It addresses issues of critical importance: (1) does microfinance have an impact on the poor, and is this impact achieved through better risk management as well as increased income generation?, (2) does the structure of financial service providers matter in supporting this impact?, and (3) how can the microfinance industry be made more sustainable?.... Malawi, Bangladesh, Ghana and Nepal were selected for analysis of research impacts." -- taken from Authors' Abstract.

Book excerpt: Everywhere in the world, small agricultural producers are entrepreneurs, traders, investors, and consumers, all rolled into one. In all these roles, small agricultural households constantly seek to use available financial instruments to improve their productivity and secure the best possible consumption and investment choices for their families. But the package of financial services available to small farmers in developing countries is severely limited, especially for those living in remote areas with no access to basic market infrastructure. When poor people have limited saving or borrowing options, their investment plans are stifled and it becomes harder for them to break out of poverty. If households have no access to insurance and are unable to accumulate small savings that enable them to pay for household and business expenses, especially during lean seasons, they are forced to limit their exposure to risk, even if high returns are expected, once again making the pathway out of poverty more arduous than necessary. Inadequate access to financial services is thus part of what is often called the “poverty trap.”

Book excerpt: Despite the fact that three quarters of the world's poor live in rural areas, the level of international development aid directed at rural areas has continued to decline over the last decade, particularly in terms of the agricultural sector. In 2001, lending for agricultural projects was the lowest in the World Bank's history. This publication presents the World Bank's new rural development strategy based upon a results oriented approach which stresses practice, implementation, monitoring and empowerment aspects. The strategy seeks to highlight rural development efforts, focusing on the needs of the rural poor, fostering a broad-based economic growth and addressing the impact of global developments on client countries.

Book excerpt: Readable, thought-provoking, and beneficial for those who want to comprehend the plight of the rural poor, Hunger and Hope examines the world of those living near, on, and over the edge of poverty in developing countries. Their aspirations, struggles, and daily challenges are revealed with compassion and genuine understanding of the risks they face to sustain themselves and their families. The text is rich with lucid and methodical observations of the economic processes that shape agricultural development in impoverished countries. The author builds in an imaginative way on his extensive experience assisting farmers and assessing the impacts of agricultural interventions. Real-world illustrations of the policies and practices that not only create opportunities and food security but also create hardships show that, while progress has been made in reducing poverty and hunger, there is a need to do more.

Book excerpt: This article investigates how financial development helps to reduce poverty directly through the McKinnon conduit effect and indirectly through economic growth. The results obtained with data for a sample of developing countries from 1966 through 2000 suggest that the poor benefit from the ability of the banking system to facilitate transactions and provide savings opportunities but to some extent fail to reap the benefit from greater availability of credit. Moreover, financial development is accompanied by financial instability, which is detrimental to the poor. Nevertheless, the benefits of financial development for the poor outweigh the cost.

Book excerpt: Economic growth and its relevant subjects have been given the first priority in the research agenda since China initiated economic reforms in 1978, while the topics of social protection and gender equality have been largely left at the periphery for a long period. This book is a collection of evidence-based studies conducted mainly in poor areas of rural China during the recent two decades. Based on individual interviews and sample data analyses, this book emphasizes the importance of cooperative organizations to poverty reduction, and puts forward that gender equality is closely related with sustainable development. In addition, it addresses the issues of food security and elimination of social exclusion - the key to bridging economic divide. It also studies social protection, including basic health protection system, nutrition and healthcare for children, old age security for landless farmers and rural migrant workers. By providing first-hand accounts of different vulnerable groups, such as the poor, women, migrant workers, ethnic minorities and small farmers, this book offers valuable insights into studies of contemporary Chinese society and economy.

Book excerpt: Sustainable Development Goal 1, ending poverty in all its forms, everywhere, is the most ambitious goal set by the 2030 Agenda. This Goal includes eradicating extreme poverty in the next 12 years, which will require more focused actions in addition to broad-based interventions. The question is: How can we achieve target 1.1 and overcome the many challenges that lie ahead? By gaining a deeper understanding of poverty, and the characteristics of the extreme rural poor in particular, the right policies can be put in place to reach those most in need. This report presents the contribution that agriculture, food systems and the sustainable use of natural resources can make to securing the livelihoods of the millions of poor people who struggle in our world.

Available in PDF, EPUB and Kindle. Book excerpt: Despite almost four decades and billions of dollars in development activities, we are barely in a position to track the changing dynamics of poverty or to define with conviction the processes that entrap the poor in their misery. Accounting for about 90% of global poverty, rural poverty, through transmigration, is also a main contributor to urban poverty. It is in the rural areas of the world where poverty is most severe in human terms, where the hunger, hopelessness, hardship, and despair commonly associated with entrenched poverty are most pronounced, where basic health services, sanitation, educational opportunities, and other common amenities are most lacking. The alleviation of rural poverty is therefore tantamount to the alleviation of global poverty in its entirety. The State of World Rural Poverty offers the first comprehensive look at the economic conditions and prospects of the world's rural poor.

This book was released on 1996 with total page 76 pages. Available in PDF, EPUB and Kindle. Book excerpt: To promote agricultural -- and hence economic -- growth, Pakistan must make more credit available to agricultural smallholders, the rural nonfarm sector, and women. Subsidizing interest rates is not the way to help marginal borrowers. Instead, they can be helped through fixed-cost subsidies and self-selected targeting. Pakistan's rural sector accounts for more than 70 percent of employment, and roughly two-thirds of rural employment is in agriculture. Less than a third of rural households get loans, only 10 percent of which are from institutional sources. Pakistan's credit institutions are not helping the country accelerate agricultural growth and reduce poverty. To improve performance in the rural economy and efficiency in financial institutions, rural credit markets must be liberalized. The government needs to initiate the following reforms: * Produce and price controls must be replaced by prudent regulation and supervision, combined with policies to stabilize the economy. * Commercial banks must operate in a competitive environment. They must be allowed to set interest rates for rural lending that cover their transaction costs. * Credit must be made available to support productivity growth for agricultural smallholders and small producers of the rural nonfarm sector, where Pakistan's growth potential lies. * Credit must be made available to women and to the rural poor for consumption-smoothing and for sustainable income-generating activities. Policy should be directed at developing a market-based financial system for rural finance, but because of market failures to support disadvantaged groups, a special-priority program may be needed to get credit to women, smallholders (with 10 acres or less), and the rural nonfarm sector (small-scale nonfarm activities such as livestock, fishery, forestry, and rangelands, and industrial microenterprises). Subsidizing interest rates is not the way to help marginal borrowers. Instead, they can be helped through fixed-cost subsidies and self-selected targeting. Nongovernmental organizations (NGOs) should be encouraged to help, keeping in mind such NGO success stories as the Grameen Bank in Bangladesh and Badan Kredit Kecaratan (BKK) in Indonesia. Commercial banks should be encouraged to lend on other bases than the mortgage and passbook system. They could experiment with wholesaling credit through input suppliers, marketing agents, and NGOs. They should consider lending for such downstream agricultural activities as agroprocessing. The biggest challenge facing rural finance is the restructuring of cooperatives. The next important step for the Agricultural Development Bank of Pakistan would be a portfolio audit -- the results of which will determine next steps, such as major restructuring of its portfolio and changing its ownership. To improve rural financing, the system of property rights, title, and default enforcement must also be strengthened, among other reforms. This paper -- a product of the Agricultural and Natural Resources Division, South Asia, Country Department I -- is part of a larger effort in the region to analyze major issues of agricultural growth and rural development in Pakistan and working with the government in developing a strategy to address those issues.
