Book excerpt: This study offers insight into the discriminatory workings of the labour market and its unequal outcomes with respect to employment, wages, and occupations, and its impact on the poverty of Scheduled Caste wage workers in India. It develops an understanding of the persistence of caste inequality in employment, wages, and occupations between the Scheduled Caste and the higher castes in the private and public sectors in India. It also identifies the causes of high unemployment and low wages of the Scheduled Caste workers, and their segregation in low-paid occupations. The authors provide convincing empirical evidence ofdiscrimination in wages and its impact on reduced wage incomes and increase in the poverty of the Scheduled Caste wage workers. Estimation of discrimination in employment, unemployment, and occupation, and its impact on income and poverty of the Scheduled Caste is net addition to the existing knowledge on the subject.

Book excerpt: India’s National Rural Employment Guarantee Scheme (NREGS) is one of the largest public works programs globally. Understanding the impacts of NREGS and the pathway through which its impacts are realized thus has important policy implications. We use a three-round 4,000-household panel from Andhra Pradesh together with administrative data to explore short- and medium-term poverty and welfare effects of NREGS. Triple difference estimates suggest that participants significantly increase consumption (protein and energy intake) in the short run and accumulate more nonfinancial assets in the medium term. Direct benefits exceed program-related transfers and are most pronounced for scheduled castes and tribes and households supplying casual labor. Asset creation via program-induced land improvements is consistent with a medium-term increase in assets by nonparticipants and increases in wage income in excess of program cost.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines the Socio-economic conditions of Dalit agricultural workers and their participation and contribution for economic development. After 1980's mant changes have taken place in the indian economy. As a result economic growth rate increased. Despite high economic growth and agricultural performance, the population of the scheduled castes and tribes could not get the fruits of high economic growth and benefits of globalisation. In th process of globalisation the rich are becoming richer and poor becoming poorer. The poverty rations have been significantly higher than for the rest of the population and the proportion of the poor in the country belonging to the SCs and STs increased. This book will see as to why the scheduled castes and scheduled tribes could not utilize the opportunity vis-a vis the non-scheduled castes and are remaining as agricultural labourers and other traditional occupants living below poverty line. Hence migration, unemployment, dropout rate in the schools, poverty and social exclusion are taken momentum among Dalits. This book will analyse the pattern of occupational distribution of dalits, access to land, agricultural workers, poverty and rural development programes and dalits participation. This book concludes that dalits should be included in the process of economic planning and policy implementation. Moreover the dalits should take active participation in the developmental activities. Inclusive economic growth may give good hope for dalits.

Book excerpt: India's ambitious National Rural Employment Guarantee Act creates a justiciable 'right to work' by promising up to 100 days of employment per year to all rural households whose adult members want unskilled manual work on public works projects at the stipulated minimum wage. Are the conditions stipulated by the Act met in practice, under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS)? What impact on poverty do the earnings from the scheme have? Does the scheme meet its potential? How can it do better? Right to Work? Assessing India's Employment Guarantee Scheme in Bihar studies the MGNREGS's impact across India, then focuses on Bihar, the country's third largest and one of its poorest states. It shows that although the scheme has the potential to substantially reduce poverty through extra earnings for poor families, that potential is not realized in practice. Workers are not getting all the work they want, nor are they getting the full wages due. The intended recipients' awareness of how to obtain work is low. In a controlled experiment, a specially designed fictional movie was used to show how knowledge of rights and processes can be enhanced. Although the movie effectively raised awareness and improved public perceptions of the scheme, it had little effect on actions such as seeking employment when needed. Supplyside constraints in responding to demand for work must also be addressed. A number of specific constraints to work provision are identified, including poor implementation capacity, weak financial management, and inadequate monitoring systems. Addressing these constraints would allow this major antipoverty program to come much closer to reaching its potential.

Book excerpt: This study investigates the consequences of poor implementation in public workfare programs, focusing on the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) in India. Using nationally representative data, we test empirically for a discouraged worker effect arising from either of two mechanisms: administrative rationing of jobs among those who seek work and delays in wage payments. We find strong evidence at the household and district levels that administrative rationing discourages subsequent demand for work. Delayed wage payments seem to matter significantly during rainfall shocks. We find further that rationing is strongly associated with indicators of implementation ability such as staff capacity. Politics appears to play only a limited role. The findings suggest that assessments of the relevance of public programs over their lifecycle need to factor in implementation quality.

Available in PDF, EPUB and Kindle. Book excerpt: MGNREGS has shown striking heterogeneity in pro-poor targeting across states. The declining demand for MGNREGS in recent years is due mainly to local imple-mentation failures that discourage workers. In Andhra Pradesh, MGNREGS significantly improved the welfare of participating households, especially the poor, scheduled castes and tribes, and casual laborers. It is desirable to provide MGNREGS work during the agricultural lean seasons - when work opportunities are scarce - rather than the peak seasons.
