The operationalisation of the structural instruments is paramount for a sustainable socioeconomic development.After Romania joined the European Union, during the programming period 2007-2013, Romania has been allocated approximately 19.21 billion euro from Structural and Cohesion Funds and Romania's contribution (including private sources) to complement the EU investments was forecasted to reach at least 5.6 billion euro. The absorption of Structural and Cohesion Funds has represented one of the major priorities of the Government of Romania since the approval of the Operational Programmes, Romania being among the first Member States whose Operational Programmes were approved by the European Commission. The difficulties faced since the very beginning of implementation have overlapped with the effects of the economic and financial crisis, thus the absorption rate was under the previous expectations. The management authorities and the beneficiaries have also faced multiple and complex problems.The current paper aims to present the institutional mechanisms, instruments and practices for the absorption and use of structural funds in Romania, focusing on the main problems and challenges during the implementation process.

This synthesis report summarizes the main findings and recommendations from eight final reports and 24 knowledge sharing workshops organized in all eight regions in Romania in 2015. Several 'bonus' outputs were also produced, going beyond the terms of this technical assistance (three investment guides, an applicant guide, and an operational manual). This synthesis report - along with all the outputs it draws from - is meant as a practical tool for policymakers at the national, regional, and local level. It also seeks to inform a broader audience of private and nongovernmental stakeholders.

Such funds aim primarily at decreasing the socio-economic disparities among EU members and support the economic convergence of less developed new EU members with their Western counterparts. Consequently, a poor absorption rate of EU funds threatens income convergence between old and new member countries, thus representing a major challenge for EU integration. Currently, Romania has the poorest absorption rate among all the EU Member States and the worst among the ten new Member States. Moreover, the financial corrections, which amount to roughly 22% of the assimilated European funds, further reduce the real absorption rate, a loss which can be attributed entirely to corruption and mismanagement. The present report investigates the proportion of EU funds which can reasonably be considered at risk because of mismanagement and corruption, asks what are the main defrauding tactics used at national level to obtain European money illicitly, and considers the extent to which the suspension or cancellation of EU assistance might be the best policy for dealing with the situation. In addition, the report will put forward a list of recommendations for the next EU programming period which are intended to mitigate the effects of corruption and mismanagement that result in a waste of public resources.

Dr. Genoveva-Elena period Priorities in negotiating Romania's accession to the European Union The competitiveness of the Romanian exports has improved both as a result of the restructuring of the economy and the devaluation of the currency. The example of industrial production is illustrative. Production of the processing industry decreased by 8% in 1999 compared to 1998, its share in exports increasing from 30.7% to 35.1% and the export growth rate was 5.9%. The main effect was a reduction of the current account deficit. Overall, the current account deficit fluctuated, representing on average 5.2% of GDP. The budget deficit was difficult to control but it was achieved by applying the European Union's strictures. We can also talk about performance in terms of the level of external debt relative to the level of the external debt of the Union, which is at a higher level than other candidate countries. The labor market was affected by imbalances both in the ratio of the active and inactive population and in the employment rate. The population employed in agriculture owns about 40% of the total employed population. In addition, a large part of the population was affected by the poor (approximately 33.8%) population, especially in rural areas (40.5%). In such an internal and international framework marked by interdependencies with echoes internally from the Union or candidate countries, resolving divergent situations or removing obstacles to assuming obligations and arousing political will, the quality and experience of the negotiator can be considered decisive for further cooperation.
