Available in PDF, EPUB and Kindle. Book excerpt: According to Tom Gallagher, Romania's predatory rulers, the heirs of the sinister communist dictator Ceausescu, have inflicted a humiliating defeat on the European Union. He argues convincingly that Brussels was tricked into offering full membership to this Balkan country in return for substantial reforms which its rulers now refuse to carry out. This book unmasks the failure of the EU to match its visionary promises of transforming Romania with the shabby reality. Benefiting from access to internal reports and leading figures involved in a decade of negotiations, it shows how Eurocrats were outwitted by unscrupulous local politicians who turned the EU's multi-level decision-making processes into a laughing-stock. The EU's famous 'soft power' turned out to be a mirage, as it was unable to summon up the willpower to insist that this key Balkan state embraced its standards of behaviour in the political and economic realms. The book unravels policy failures in the areas of justice, administrative and agricultural reform and shows how Romania moved backwards politically during the years of negotiations.

Book excerpt: This book explores the dynamics behind Romania’s relationship with the European Union from the collapse of the Ceaucescu regime in 1989, to its recent accession to the EU in 2007. As a completely up-to-date and detailed study, it identifies key developments in EU-Romania relations, as well as the challenges Romania faced in its efforts move from the margins of the European integration to EU membership. In so doing, the analysis contributes to wider debates about the dynamics underpinning EU enlargement. Moreover, the book reveals the consequences and limits of Europeanization. Romania and the European Union analyses: the impact of integration on the consolidation of democracy in Romania; the country’s economic development, in accordance with the EU’s Copenhagen criterion - the need for acceding states to possess a ‘functioning market economy’; the process of macroeconomic reform; the reform of its public administration; the country’s efforts in implementing the EU’s acquis in the areas of justice and home affairs –a focal point in the accession negotiations given Romania’s geographical location, and its vulnerability as a major transit point for illegal migration and trafficking into the EU – and securing its external borders; the EU’s role in promoting reform as well as the limits of EU influence the obstacles Romania has had to overcome in meeting the demanding pre-requisites of accession to the EU. This book identifies the EU’s role in promoting reform, but equally the limits of EU influence. It reveals the obstacles Romania has had to overcome in meeting the demanding pre-requisites of accession to the EU.

Book excerpt: Since January 1, 2007, Romania is a member state of the European Union. Yet, do we know what Romania's chances of becoming an influential member state, a "policy-maker" instead of a "policy-taker" in the EU? Or what role might it play as a former "East European" country in the EU's "Wider Europe" perspective/strategy? This book answers these questions and many more. Written by an international line up of experts on Romanian affairs, the contributions in this volume present readers with case studies of how EU membership impacts Romania and how Romania can, does, and might impact EU politics in turn. Each contribution offers the reader a historical background, a comparative perspective, up-to-date information and groundbreaking analyses allowing for a deeper understanding of the country and its people beyond stereotypes, prejudices, and mass media headlines. Topics discussed include: " Social and economic development " Political parties " Public opinion " Religion " Foreign and security policies " European integration A much needed comprehensive and lucid contribution to European Studies, the study of European integration, and comparative politics, Romania in the European Union should be read by all those wanting to gain new insights into the impact of the EU and of the dual process of democratization and Europeanization in Romania.

Dr. Genoveva-Elena period Priorities in negotiating Romania's accession to the European Union The competitiveness of the Romanian exports has improved both as a result of the restructuring of the economy and the devaluation of the currency. The example of industrial production is illustrative. Production of the processing industry decreased by 8% in 1999 compared to 1998, its share in exports increasing from 30.7% to 35.1% and the export growth rate was 5.9%. The main effect was a reduction of the current account deficit. Overall, the current account deficit fluctuated, representing on average 5.2% of GDP. The budget deficit was difficult to control but it was achieved by applying the European Union's strictures. We can also talk about performance in terms of the level of external debt relative to the level of the external debt of the Union, which is at a higher level than other candidate countries. The labor market was affected by imbalances both in the ratio of the active and inactive population and in the employment rate. The population employed in agriculture owns about 40% of the total employed population. In addition, a large part of the population was affected by the poor (approximately 33.8%) population, especially in rural areas (40.5%). In such an internal and international framework marked by interdependencies with echoes internally from the Union or candidate countries, resolving divergent situations or removing obstacles to assuming obligations and arousing political will, the quality and experience of the negotiator can be considered decisive for further cooperation.

Book excerpt: Based on over a decade of fieldwork conducted with urban Roma, Staging Citizenship offers a powerful new perspective on one of the European Union’s most marginal and disenfranchised communities. Focusing on “performance” broadly conceived, it follows members of a squatter’s settlement in Transylvania as they navigate precarious circumstances in a postsocialist state. Through accounts of music and dance performances, media representations, activism, and interactions with both non-governmental organizations and state agencies, author Ioana Szeman grounds broad themes of political economy, citizenship, resistance, and neoliberalism in her subjects’ remarkably varied lives and experiences.

Available in PDF, EPUB and Kindle. Book excerpt: The Making of the European Union argues that the process of European integration has drifted into serious crisis, perhaps the most serious since the Danes voted against the Treaty of the European Union in 1992. Analysing the conditions for European integration, this book applies a citizens' or 'bottom-up' perspective on the integration process. The difficulties that the constitutional process has encountered illustrate the relevance of bringing public opinion into the analysis of the prospects for European integration. The book describes and analyses the historical, mental, intellectual , and attitudinal denominators of European integration, denominators that have shaped the processes so far and will continue to do so in the future. The authors apply a broad comparative perspective, where European nation-states constitute the primary units of analysis. The focus is on the foundations of European integration, public views about the EU, including various shades of Euroscepticism, and the long-term prospects of the EU. This book will appeal to a wide audience including scholars and researchers in the social sciences - particularly political science, comparative politics and European studies. The book will also be of great interest to journalists and all those involved in the EU, including policy makers and civil servants throughout the EU itself.

Available in PDF, EPUB and Kindle. Book excerpt: Of the ten Central and Eastern European countries that have applied for membership in the European Union, Romania ranks among the largest and most impoverished. Romania represents the final challenge in the European Union's enlargement to the east, largely due to its major, but underdeveloped, agriculture and food sectors. The agriculture industry, which is a major component of the national economy, extends its pervasive influence to both Romanian social life and environment. Consequently, the transition towards a market oriented economic system will pose new obstacles for the country's farmers, processors, traders, and policymakers. While identifying the impediments that surround Romanian agriculture and its inevitable progression towards transition is a simple task, the challenges lie in recommending solutions. Through careful analysis of numerous recent studies on reform policies in the Romanian agri-food sector during its economic transition, this comprehensive examination offers perspicacious suggestions and insights on the following topics in particular: international trade, credit for agricultural development, price policies, and rural development. The conclusions reached are not only of domestic importance and application, they are also of immediate relevance for many post-socialist countries, for which the agri-food sector is a principal vehicle for rural development.

Available in PDF, EPUB and Kindle. Book excerpt: This open access book explores the most recent trends in the EU in terms of development, progress, and performance. Ten years after the 2008 economic crisis, and amidst a digital revolution that is intensifying the development race, the European Union, and especially Central and Eastern Europe, are ardently searching for their development priorities. Against this background, by relying on a cross-national perspective, the authors reflect upon the developmental challenges of the moment, such as sustainable development, reducing inequality, ensuring social cohesion, and driving the digital revolution. They particularly focus on the relation between the less-developed Eastern part of the EU and its more developed Western counterpart, and discuss the consequences of this development gap in detail. Lastly, the book presents a range of case studies from different areas of governance, such as economy and commerce, health services, education, migration and public opinion in order to investigate the trends most likely to impact the European Union's medium and long-term development.
