Wissensgesellschaft“, was zur Folge hat, dass in sämtlichen Unternehmensbereichen Umgestaltungen vollzogen werden müssen. Um diesem Wandel standhalten zu können, müssen Organisationen die bisherigen innerbetrieblichen Strukturen und Prozesse, die über Jahre hinweg Garant für den Erfolg des Unternehmens waren, auf den Prüfstand stellen, um festzustellen, ob diese noch zukunftsfähig sind oder neu strukturiert werden müssen. Um weiterhin erfolgreich sein zu können, sind Unternehmen gezwungen, sich fortwährenden Veränderungen und sich einer immer unübersichtlicher werdenden Umgebung anzupassen. Auch die Personalentwicklung, die in den traditionellen Unternehmen einen wesentlichen Beitrag am Erfolg eines Unternehmens leistet, muss sich den gegenwärtigen ständigen Veränderungen anpassen und sich neu gestalten. Bisherige Personalentwicklungskonzepte halten dem Druck der Umgestaltung in wissensorientierte Unternehmen nicht mehr stand und müssen sich neu ausrichten. An die Personalentwicklung werden neue Anforderungen und Erwartungen gestellt. Im Zuge dessen dessen wird die Rolle der Personalentwicklung innerhalb eines Unternehmens neu definiert. Die Personalentwicklung erhält im Sinne des Wissensmanagements einen unterstützenden und gestalterischen Charakter der durch Interaktion dieser beiden Ebenen den Weg zur „lernenden Organisation“ ebnet.

Wissen wird hierbei als vierter Produktionsfaktor angesehen, der Boden, Arbeit und Kapital an Wichtigkeit längst übertrifft. Insofern ist es auch nicht verwunderlich, dass Organisationen ihr Wissen nicht dem Zufall überlassen wollen, sondern beginnen, dieses aktiv zu managen. Ein weiterer Hebel, als Antwort auf die neuen Herausforderungen, wird in Konzepten der Lernenden Organisation gesehen, bei denen kontinuierliches Lernen von Individuen, Gruppen und selbst der Organisation zu einer besseren Anpassung an die veränderten Umweltbedingungen, zu einer (pro)aktiveren Gestaltung dieser und somit zu einer erhöhten Problemlösungs- und Handlungskompetenz des Unternehmens führen soll. Hierbei ist zu beachten, dass diese, häufig auch in Folge von Modeerscheinungen verwendeten Begrifflichkeiten „Wissensmanagement“ und „Lernende Organisation“ nicht zwangsläufig die Antwort auf die neuen Herausforderungen darstellen und somit eine bessere Wettbewerbsfähigkeit des Unternehmens garantieren. Diese tragen nur dann zum Erfolg der Organisation bei, wenn es gelingt, diese Begrifflichkeiten nicht nur zu kommunizieren, sondern mit Leben im Organisationsalltag zu füllen. Die recht bescheiden ausfallenden Erfolge dieser Konzepte deuten darauf hin, das die praktische Umsetzung dieser Begriffe bisher nicht oder nur unzureichend stattgefunden hat.
