Book excerpt: The first half of the 1990s has been marked by extraordinary change. Shortly after the fall of the Berlin Wall in late 1989, the Warsaw Pact disintegrated, the Soviet Union dissolved into its constituent republics, and the Cold War, which had been the predominant influence on U.S. national security policy, ended. The stability brought about by the two superpowers dissolved, and the world today is less stable than it was...

Available in PDF, EPUB and Kindle. Book excerpt: The Noncommissioned Officer and Petty Officer BACKBONE of the Armed Forces. Introduction The Backbone of the Armed Forces To be a member of the United States Armed Forces--to wear the uniform of the Nation and the stripes, chevrons, or anchors of the military Services--is to continue a legacy of service, honor, and patriotism that transcends generations. Answering the call to serve is to join the long line of selfless patriots who make up the Profession of Arms. This profession does not belong solely to the United States. It stretches across borders and time to encompass a culture of service, expertise, and, in most cases, patriotism. Today, the Nation's young men and women voluntarily take an oath to support and defend the Constitution of the United States and fall into formation with other proud and determined individuals who have answered the call to defend freedom. This splendid legacy, forged in crisis and enriched during times of peace, is deeply rooted in a time-tested warrior ethos. It is inspired by the notion of contributing to something larger, deeper, and more profound than one's own self. Book excerpt: When this volume was conceived, no official definition of roles and missions existed. As the volume progressed, however, intense scrutiny of the subject emanating from the Goldwater-Nichols Reorganization Act of 1986 and the winding down of the Cold War stimulated an active interest in formal terminology. The search for formal definition added to the roles and missions lore, but it did not affect this work. The popular military usage and meaning of roles and missions long ago became commonplace in official documents and military literature. Accepted usage dating from the post-World War II period established the synonymity of the phrase roles and missions with the legally framed functions of the armed forces, as set forth by executive order pursuant to the National Security Act of 1947. Approved by President Harry S. Truman on July 28, 1947, that landmark legislation created the United States Air Force and unified the armed forces under the National Military Establishment and later the Department of Defense (DOD). The Act failed, however, to end bitter interservice feuding over roles and missions which began with the birth of military aviation in 1907 and intensified over the intervening years. The phrase roles and missions actually predates the National Security Act of 1947---appearing often in unification debates which preceded the law's enactment. Documents from this period show military officers using the phrase frequently when expressing their views on the functions of the armed forces. While defending the Army Air Forces before congressional hearings in March 1947, Gen. Carl A. Spaatz challenged a Navy proposal to delineate the services' functions in pending legislation---arguing persuasively that the President "prescribes the roles and missions of the Army, Navy, and Air Forces." When Dwight D. Eisenhower and other top Army generals agreed, Spaatz's argument prevailed.

Book excerpt: The central purpose of the Department of Defense is to conduct effective military operations in pursuit of America's National Security Strategy. The central message for DOD from the Commission on Roles and Missions of the Armed Forces is in the 21st century, every DOD element must focus on supporting the operations of the Unified Commanders in Chief (CINCs). Everything else DOD does - from furnishing health care to developing new weapons - should support that effort. The recommendations made throughout our report seek to concentrate all of DOD's activities toward that end. In establishing the Commission on Roles and Missions of the Armed Forces, Congress told us to "review ... the appropriateness ... of the current allocations of roles, missions, and functions among the Armed Forces; evaluate and report on alternative allocations; and make recommendations for changes in the current definition and distribution of those roles, missions, and functions." Our view of the future gives urgency to this effort. If America's experience since the end of the Cold War is instructive, America's future will be marked by rapid change, diverse contingencies, limited budgets, and a broad range of missions to support evolving national security policies. Providing military capabilities that operate effectively together to meet future challenges is the common purpose of the military departments, the Services, the defense agencies, and other DOD elements. All must focus on DOD's real product - effective military operations. (MM).

Marshall, that "American military officers, of whatever service, should share common ground ethically and morally." In this new edition, the authors methodically explore that common ground, reflecting on the basics of the Profession of Arms, and the officer's special place and distinctive obligations within that profession and especially to the Constitution.

Book excerpt: In its efforts to promote innovations among the host-country military in the less developed nations, the U.S. military mission may not be able to function effectively in the role of expert advisor because the military system of the host country may lack many of the characteristics necessary for adopting innovations. Under such conditions it is more fruitful to think of the mission's role as helping develop the conditions under which the innovations will be adopted. This role is particularly appropriate for the mission's efforts to promote civic action (conceived as the development of people's capacities) in countries where the military's acceptance of civic action as one of their main functions constitutes a radial social innovation. Mission responsibilities in the performance of this role are outlined and some implications of the concepts proposed are offered. (Author).
