Die Emotionale Robotik stellt dabei einen relativ jungen Teilbereich der (Pflege-)Robotik dar. Hierzu soll zunächst der Begriff Roboter näher betrachtet werden. Daraufhin geht es speziell um Pflegeroboter. Hier sollen die verschiedenen Roboter-Arten voneinander abgegrenzt und mögliche Anwendungsbereiche erarbeitet werden. Es stellt sich vor allem die Frage, welche Abgrenzungspotenziale und -schwächen im Hinblick einer Kategorisierung von Pflegerobotern existieren. Es ist jedoch auch zu untersuchen, ob eine einheitliche Definition von Pflegerobotern möglich ist, die einen Mehrwert für eine wissenschaftliche Auseinandersetzung bietet. Anschließend soll der Teilbereich der Emotionalen Robotik vorgestellt werden. Am Beispiel des Roboter-Artefakts PARO, werden Anwendungsbereiche, Problem- und Fragestellungen erarbeitet. Auf Basis dieser Fragestellungen sollen in einem darauffolgenden Kapitel die ethischen Aspekte und Fragen der Akzeptanz erarbeitet und auf Basis des Evaluationsmodells MEESTAR diskutiert werden. In einem abschließenden Fazit werden die Erkenntnisse dieser Ausarbeitung zusammengetragen. Roboter halten Einzug in die Gesellschaft. Bereits jetzt werden sie in der produzierenden Industrie, im Finanzsektor, im Verkehrswesen, in der Landwirtschaft und im Militärsektor eingesetzt - um nur wenige Beispiele zu nennen. Doch auch spielen Roboter in Gesundheits- und Pflegeeinrichtungen eine immer größere Rolle. Bei der Künstlichen Intelligenz (kurz: KI) handelt es sich um einen Teilbereich der Digitalisierung. Die KI hat sich in letzten Jahren verstärkt vor allem im Bereich der Forschung etabliert. Künstliche Intelligenz wird in immer mehr Bereichen des alltäglichen Lebens eingesetzt. Es ist wichtig zu betonen, dass es angesichts der großen Menge an Anwendungsbereichen fast unmöglich ist, verallgemeinernde ethische Aussagen über die Künstliche Intelligenz zu treffen. Infolgedessen geht diese Arbeit nur auf einen Arbeitsbereich der Sozialen Arbeit näher ein: die Pflege. Aufgrund des steigenden Arbeitsaufwandes, den die Pflegekräfte bewältigen müssen, greifen immer mehr Pflegeanbieter*innen zu digitalen Hilfsmitteln. Schwerpunkt dieser Arbeit sollen sogenannte Pflegeroboter sein, die hierfür eingesetzt werden können. Ausgangspunkt ist dabei die Künstliche Intelligenz beziehungsweise deren Einsatz in der Pflege. Dies soll am Beispiel von intelligenten Robotern genauer betrachtet und analysiert werden. Darüber hinaus ist die Künstliche Intelligenz und somit auch die KI-Robotik mit ethischen Herausforderungen verbunden. Die Relevanz der Ethik in der Sozialen Arbeit ist unumstritten, folgende Definition verdeutlich dies: „Ethik ist also jene Wissenschaft, die Antwort zu geben versucht auf die Frage: Was soll ich tun? Wie soll ich sein und handeln? Das menschliche Handeln ist der Gegenstand, das Materialobjekt, mit dem sich die Ethik beschäftigt.“

Des Weiteren spielt die damit verbundene Datensicherheit und Privatsphäre eine große Rolle. In der dritten Arbeit werden Sparrows und Sparrows Positionen bezüglich der Einführung von Robotern im Pflegedienst mit Misselhorn et al. verglichen, ihre Hauptargumente herausgearbeitet und kritisch reflektiert. Sparrow und Sparrow argumentieren dafür, dass mit der Einführung von Robotern nicht nur sozialer menschlicher Kontakt reduziert wird, sondern dass besonders ethisch zu bedenken sei, dass ältere Menschen getäuscht werden, da sie glauben könnten, die Interaktion zu den Robotern sei Teil der "realen" Welt. Des Weiteren wird Misselhorns et al. Arguments kritisiert, dass der Einsatz von Robotern am Beispiel von der Roboterrobbe "Paro" ethisch unbedenklich sei und gezeigt, dass "Paro" prinzipiell nicht ethisch bedenklich sei in seiner Funktion, jedoch durchaus ethisch verwerfliche Auswirkungen beim Einsatz auftreten können, die bedacht und reflektiert werden müssen.

To address these questions, the authors provide a critical survey of the analytical literature on industrial policy. They also review some recent industry successes and argue that only a limited role was played by public interventions. Moreover, the recent ascendance of international industrial networks, which dominate the sectors in which less developed countries have in the past had considerable success, implies a further limitation on the potential role of industrial policies as traditionally understood. Overall, there appears to be little empirical support for an activist government policy even though market failures exist that can, in principle, justify the use of industrial policy.
