Book excerpt: 'Roads & Bridges Without Taxing or Borrowing' explains the root cause of America's economic problems; the resulting deceit, corruption, injustices, ever rising costs of living, loss of purchasing power, the inability of most Americans to work, save and take care of themselves and the SOLUTION. It teaches with the aid of factual sources and historical references how special interests, over 141 years, switched America's money from a debt free evidence-of-wealth we OWNED to an evidence-of-indebtedness we OWE. You'll learn how an American monetary principal once enabled us to buy, sell and save without having to be in debt. This allowed us to be economically free. This principal of a debt-free medium of exchange was in the intent and spirit of America's Freedom foundation. 'Roads & Bridges Without Taxing or Borrowing' describes where American monetary policy was, were it is and where it must go to restore American prosperity, freedom, justice and independence. Included, is the road back to a debt-free medium of exchange presented clearly and simply. The plan, in just six pages and fourteen easy to understand sections and in legislative form, is titled the American Transportation Act.

Book excerpt: Investment in infrastructure can be a driving force of the economic recovery in the aftermath of the COVID-19 pandemic in the context of shrinking fiscal space. Public-private partnerships (PPP) bring a promise of efficiency when carefully designed and managed, to avoid creating unnecessary fiscal risks. But fiscal illusions prevent an understanding the sources of fiscal risks, which arise in all infrastructure projects, and that in PPPs present specific characteristics that need to be addressed. PPP contracts are also affected by implicit fiscal risks when they are poorly designed, particularly when a government signs a PPP contract for a project with no financial sustainability. This paper reviews the advantages and inconveniences of PPPs, discusses the fiscal illusions affecting them, identifies a diversity of fiscal risks, and presents the essentials of PPP fiscal risk management.

Available in PDF, EPUB and Kindle. Book excerpt: A renowned historian and engineer explores the past, present, and future of America's crumbling infrastructure. Acclaimed engineer and historian Henry Petroski explores our core infrastructure from both historical and contemporary perspectives, explaining how essential their maintenance is to America's economic health. Petroski reveals the genesis of the many parts of America's highway system--our interstate numbering system, the centerline that divides roads, and such taken-for-granted objects as guardrails, stop signs, and traffic lights--all crucial to our national and local infrastructure. A compelling work of history, The Road Taken is also an urgent clarion call aimed at American citizens, politicians, and anyone with a vested interest in our economic well-being. Physical infrastructure in the United States is crumbling, and Petroski reveals the complex and challenging interplay between government and industry inherent in major infrastructure improvement. The road we take in the next decade toward rebuilding our aging infrastructure will in large part determine our future national prosperity.

Book excerpt: During recent decades governments all around the world were faced with a complicated set of options for investing in transport, including transport infrastructure. This publication examines main principles for determining the most appropriate models for financing transport infrastructure expenditures but also illustrates and analyses many innovative ways to finance transport infrastructure. Financing, in this context, means the provision of money at the time and in the quantity, that is needed to meet society's transport infrastructure and transport service provision needs. Thus, financing is a basic underpinning of the entire process of providing and operating transport infrastructure. Accepting the view, that transport infrastructure is needed to provide a well-defined set of public services, at the highest-level financing the transport sector, including transport infrastructure expenditures, is fundamentally a sovereign task, which involves determining how much of the government's available (public) resources will be channelled into the transport infrastructure, during a given period, as opposed to other policy priorities. However, this report proves that this is not the case anymore. There are many other innovative ways from which transport infrastructure construction could be funded other than the government's available (public) resources.

There is widespread agreement that infrastructure is a key dimension of global development and that its impact reaches deep into the broader economy with important and multifaceted implications for social progress. At the same time, infrastructure finance is among the most complex and challenging areas in the global financial architecture. Ingo Walter, Professor Emeritus of Finance, Corporate Governance and Ethics at the Stern School of Business, New York University, and his team of experts tackle the issue by focussing on key findings backed by serious theoretical and empirical research. The result is a set of viable guideposts for researchers, policy-makers, students and anybody interested in the varied challenges of the contemporary economy.
