Book excerpt: Life can be surprising. From this point on my life’s journey, I look back, and it almost seems surreal. As I gaze through that long traveled pathway of time, I can honestly say that had I had a chance at the beginning to glimpse forward to see where this traveled road would take me, I wouldn’t have believed it. And so, this is probably true for a lot of us in my generation. We were born into a time of change, significant change. The kind of change that would set our lives and those of the following generations apart from those of just one generation ahead of us. The previous generations secured our future. They paid for it with their personal sacrifice and unrivaled bravery. That future has also served to make the world a smaller place, whether it be by audio and video communications, computers, or the commonplace of jet travel. As part of this “new” world, I have gone on to see and do things that seemed to be out of reach from that generational point where I entered this life. As I have reached the more “senior” years of my life, I have found the temptation to document a lot of life’s little adventures, or “misadventures” as they may be. I am also responding to those many people who have said “you should write a book”. The technology of today has also made this temptation easy and practical to implement. This book is my first pass at this endeavor, at least in the non-technical realm. The subject matter was an easy choice. The events covered in this book affected many things in many ways. These effects include both future generations and the geographical aspects of the regions involved. More importantly, this story, at least in part, shares common elements with many other people and communities. In some cases, these same things are occurring right now, in probably very similar circumstances. This book just may provide helpful insight to others who now stand where we once stood. Bob Strauss

When Edward Heath lost the 1974 General Election, Harold Wilson returned to No. 10 promising a fundamental renegotiation and referendum on EC membership. By the end of the first year of membership, 67% of voters had said ‘yes’ to Europe in the UK’s first-ever national referendum. Examining the relationship between diplomacy and domestic debate, this book explores the continuities between the European policies pursued by Heath and Wilson in this period. Despite the majority vote in favour of maintaining membership, Lindsay Aqui argues that this majority was underpinned by a degree of uncertainty and that ultimately, neither Heath nor Wilson managed to transform the UK’s relationship with the EC in the ways they had hoped possible.

It considers who advocated it, and in what circumstances. The book describes how referendums eventually came into use from the 1970s onwards, and the different patterns in their deployment in the decades that have followed. Major political figures, from Herbert Henry Asquith and Winston Churchill to Clement Attlee, Harold Wilson and Margaret Thatcher; to Tony Blair, David Cameron, and Boris Johnson form part of the story. Governments have come to power and fallen in the context of demands for referendums or the results they produced. The authors provide detailed accounts of each of the 13 major referendums that have taken place. Referendums took place at UK and sub-UK level. The extraordinary success of the Scottish National Party at the 2015 General Election also indicates that the territorial dimension to UK constitutional politics is more prominent than ever, destabilising key assumptions about the location and exercise of constitutional authority within the UK. The political and constitutional implications of the referendum are still unfolding, and it is by no means certain that the Union will survive. Book excerpt: This book demonstrates that the generally assumed dichotomy between referendums and representative democracy does not do justice to the great diversity of referendum types and of how referendums are used in European democracies. Although in all referendums citizens vote directly on issues rather than letting their political representatives do this for them, some referendums are more direct than others. Rather than reflecting the direct power of the People, most referendums in EU countries are held by, and serve the interests of, the political elites, most notably the executive. The book shows that these interests rarely match the justifications given in the public debate. Instead of being driven by the need to compensate for the deficiency of political parties, decision-makers use referendums primarily to protect the position of their party. In unravelling the strategic role played by national referendums in decision-making, this book makes an unconventional contribution to the debate on the impact of referendums on democracy.
