Book excerpt: Due to an increase in the wide-range of chemicals in petrochemical processing industries, as well as frequency of use, there has been a steady rise in flammability problems and other hazards. Hazardous Area Classification in Petroleum and Chemical Plants: A Guide to Mitigating Risk outlines the necessities of explosion protection in oil, gas and chemical industries, and discusses fire and occupancy hazards, extinguishing methods, hazard identification, and classification of materials. This book addresses these issues and concerns and presents a simple hazard identification system to help offset future problems. It offers information on the hazards of various materials and their level of severity as it relates to fire prevention, exposure, and control. The system provides an alerting signal and on-the-spot information to help protect lives in an industrial plant or storage location during fire emergencies. Understanding the hazard helps to ensure that the process equipment is properly selected, installed, and operated to provide a safe operating system. This text also includes a summary of the rules, methods, and requirements for fighting a fire, introduces various hazard identification systems. • Includes a summary of the rules, methods, and requirements needed to extinguish a fire • Introduces various hazard identification systems • Includes concepts for layout and spacing of equipment in process plants The book serves as resource for plant design engineers as well as plant protection and safety personnel in planning for effective firefighting operations.

Book excerpt: The Department of Toxic Substances Control (DTSC) of the State of California Environmental Protection Agency is in the process of complying with the Regulatory Structure Update. The Regulatory Structure Update is a comprehensive review and refocusing of California's system for identifying and regulating management of hazardous wastes. As part of this effort, the DTSC proposes to change its current waste classification system that categorizes wastes as hazardous or nonhazardous based on their toxicity. Under the proposed system there would be two risk-based thresholds rather than the single toxicity threshold currently used to distinguish between the wastes. Wastes that contain specific chemicals at concentrations that exceed the upper threshold will be designated as hazardous; those below the lower threshold will be nonhazardous; and those with chemical concentrations between the two thresholds will be "special" wastes and subject to variances for management and disposal. The proposed DTSC system combines toxicity information with short or long-term exposure information to determine the risks associated with the chemicals. Under section 57004 of the California Health and Safety Code, the scientific basis of the proposed waste classification system is subject to external scientific peer review by the National Academy of Sciences, the University of California, or other similar institution of higher learning or group of scientists. This report addresses that regulatory requirement.

Book excerpt: The fiscal and technological limitations associated with cleaning up hazardous waste sites to background conditions have prompted responsible parties to turn to risk-based methods for environmental rememdiation. Environmental Cleanup at Navy Facilities reviews and critiques risk-based methods, including those developed by the U.S. Environmental Protection Agency and the American Society of Testing and Materials. These critiques lead to the identification of eleven criteria that must be part of any risk-based methodology adopted by the Navy, a responsible party with a large number of complex and heavily contaminated waste sites. Book excerpt: Plant Design and Operations, Second Edition, explores design and operational considerations for oil and gas facilities, covering all stages of the plant cycle, with an emphasis on safety and risk. The oil and gas industry is constantly looking for cost optimization strategies, requiring plant-based personnel to expand their knowledge base outside their discipline or subject. Relevant reference materials are scattered throughout various official standards, while staff lack the immediate hands-on knowledge to safely facilitate the full operational life cycle of the plant. This second edition is a complete source of solutions for major process projects including offshore facilities, chemical plants, oil refineries, and pipelines. This single reference provides insight for safer operations and maintenance best practices. It has been updated with more focus on safety in design and operations, standards, and compliance, and more detailed information on equipment and system/component design. Explores design and operational considerations for oil and gas facilities, covering all stages of the plant cycle, with an emphasis on safety and risk Includes updated new chapters covering principles of design, security regulations, and human factors Includes more relevant equipment information covering storage tanks, valves, and control systems Remains the only source to provide hands-on solutions for process plants in the refining and chemical industries
