Book excerpt: This synthesis will be of interest to staff of state departments of transportation responsible for highway routing, traffic engineering, traffic operations and signing, and maintenance. It will also be useful to state police, who may also be responsible for routing, and other enforcement personnel, as well as to emergency and fire personnel. The trucking industry will also find the information of value to their operations. Information is presented on the current practices of states for the highway routing of vehicles that transport hazardous materials. The Federal Highway Administration (FHWA) in 1994 issued Guidelines for Applying Criteria to Designate Routes for Transporting Hazardous Materials, which are used by agencies that elect to designate such routes. This report of the Transportation Research Board is based on information obtained from a survey of states concerning the routing of hazardous materials vehicles that asked respondents to rate the importance of 24 factors in the categories of roadway, environment, population, or other criteria in establishing routing policy. The survey also identified the principal agencies responsible for routing, as well as other agencies that typically participate in the routing plan. Enforcement and cost issues are discussed, as is risk assessment. This report presents a unique discussion of the issues as identified by interviews with trucking trade associations and other organizations involved with hazardous materials transport. In addition, technology applicable to more effective monitoring and enforcement is described. The appendices include commodity flow studies and route designation case studies for selected jurisdictions.

Available in PDF, EPUB and Kindle. Book excerpt: The transportation of hazardous materials keeps increasing across the United States due to the growing consumption of goods and rising need for manufactured materials. Furthermore, concerns are mounting over the safe surface transportation of hazardous materials. Highways and rails are the most common modes of transport for hazardous materials, although the risk posed from highway transport of hazardous materials may be higher due to the fact that highways are public while rails are mostly private. The majority of hazardous material cargo is carried on the highway network by trucks. Due to possible adverse effects on human and animal populations in the event of an accident involving hazardous materials, there is a need for the development of a highway route risk assessment tool that precisely represents transportation risks associated with hazardous cargos and to build a framework for designating a set of risky routes based on different factors. The research presented in this thesis explains a methodology to analyze the spatial patterns of truck accident data, discern potentially risky routes of truck traffic carrying hazardous materials, and estimate the impact area of an identified risky route by quantifying the human population affected in that area. Lancaster County in Nebraska was used as the study area and the hazardous material exposure from a theoretical truck-involved accident was estimated. It was concluded that the developed procedures successfully identified vulnerable areas in terms of hazardous material transport and estimated the affected areas and human population.

Book excerpt: Techniques are explained that may be used for evaluating alternative highway routes for hazardous materials movements. The criteria that may be applied for hazardous materials routing is briefly described and their application is illustrated by an example. Current routing practices, with existing regulatory requirements, are described as background. An overview of the routing method is followed by a description of the guidelines and procedures for applying the routing criteria. The concept of risk is defined and each step in the route selection explained. A hypothetical case study illustrates the application of the routing procedures; the example includes personal and property risk calculations and illustrates the techniques for analyzing urban arterials and rural highways. Blank worksheets and forms for structuring and conducting the routing analyses are appended.

Book excerpt: Industrial development is essential to improvement of the standard of living in all coun tries. In a given region, old and new plants, processes, and technologies have to coexist Technological penetration and substitution processes are generally taking place; they are entirely dynamic and this trend is going to stay like this. People's health and the environment can be affected, directly or indirectly, by rou tine waste discharges or by accidents. A series of recent major industrial accidents and the effect of poUution highlighted, once again, the need for better management of rou tine and accidental risks. Moreover, the existence of natural hazards complicate even more the situation in any given region. Managing the hazards of modern technological systems has become a key activity in highly industrialized countries. Decision makers are often confronted with complex issues concerning economic and social development, industrialization and associated infrastructure needs, population and land use planning. Such issues have to be ad dressed in such a way that ensures that public health wiD not be disrupted or substan tially degraded.

Moses In June 1991, the Transportation Center at Northwestern University sponsored Hazmat Transport '91: A National Conference on the Transportation of Hazardous Materials and Wastes. The faculty associated with the center were aware that there had been many professional, industrial and government conferences and meetings on the subject. However, they believed that the unique capacity of the Transportation Center to bring together leaders from industry and government, as well as leading scholars from economics, law, engineering, psychology and sociology who have done research on the problems associated with the transportation of hazardous materials and wastes (hazmats), could produce a set of integrated insights and understandings that would go well beyond those of previous conferences. The papers that make up this volume were all delivered at Hazmat Transport '91. From a legislative point of view, they tend to deal with issues associated with the Hazardous Materials Transportation Act of 1975 (HMTA), the original act passed to regulate the transportation of hazardous materials, and the Hazardous Materials Transportation Uniform Safety Act of 1990 (HMTVSA). There were talks and papers presented at the conference that focused on other recent legislation and transportation issues with which HMTUSA does not deal. The conference proceedings volume also had discussions and papers on significant managerial and regulatory issues that could not be included in this volume because of constraints on its size. Therefore, this essay is made up of three parts.

Book excerpt: The Pipeline and Hazardous Materials Safety Administration of the U.S. Department of Transportation defines hazardous materials (hazmat) as a substance or material capable of posing an unreasonable risk to health, safety, or property when transported in commerce. Hazmat accidents can result in significant impact to the population (death, injuries) and damage to the environment (destroyed or damaged buildings and infrastructure). Further, hazmat, especially explosive materials, can potentially be used by terrorists to attack civilians or to destroy critical infrastructure. This handbook provides models from Operations Research and Management Science that study various activities involving hazmat transportation: risk assessment, route planning, location decisions, evacuation planning, and emergency planning for terrorist attacks. There are two important research areas in hazmat transportation that are widely studied in the literature: risk assessment and shipment planning. In the risk assessment area, important issues include measurement of accident probabilities and consequences in hazmat transport. Example works in the risk assessment area include modeling risk probability distribution over given areas, considering hazmat types and transport modes, and environmental conditions. The first half of this handbook covers the two fields of risk assessment and shipment planning, while the second half of this handbook provides useful models and insights on other important issues including location problems for undesirable facilities, network interdiction, terrorist attack, and evacuation.
