Furthermore, this book s findings extend to the political arena, as they challenge standard policies that have been ineffective for decades. Finally, this book should be of interest to researchers, as the empirical methods employed are at the vanguard of the profession. Book excerpt: The World Bank has a long history of investing in China's technical and vocational education and training (TVET), dating back to the 1963 Higher Education Project, which benefited selected tertiary TVET programs in project schools. The initial World Bank projects for TVET in China were designed mostly on the national level, supporting selected institutions in multiple provinces. Starting in 2006, based on strong analytical work and increased demand from various provinces, the World Bank began a direct policy dialogue with interested provinces, and in turn started supporting provincial level projects in TVET. These include the Guangdong Technical and Vocational Education Project and the Liaoning and Shandong Technical and Vocational Education Project, both of which are currently under implementation. Located on the southwestern border of China, Yunnan is a medium-sized Chinese province with abundant natural resources and high levels of ethnic diversity. Although Yunnan is still one of the poorest provinces in China, it has experienced rapid economic growth rates over the last decade and is expected to maintain an annual growth rate of 10 percent or higher. The recent national Bridgehead Strategy has further positioned Yunnan as a strategic gateway in the Southwest region, providing tremendous new opportunities for its development. The study is aimed at facilitating policy development leading to a demand-driven, high-quality, and equitable education and training system conducive to lifelong learning. The experience of Yunnan also sheds light on skills development in China, as the analysis in this report situates Yunnan in the broader national context. The intended audience includes policymakers in the Ministries of Education, Human Resources and Social Security, Agriculture, and Finance, and the Poverty Alleviation Office and National Development and Reform Commission. Furthermore, the thesis analyzes the consequences of the observed levels of poverty and inequality, as well as how the pedagogies implemented in the Educational System affect its outcome. The thesis examines the socioeconomic and sociopolitical historical events that have influenced on the structure and the functioning of the Educational System, as well as the current situation of the country and the future perspectives. Moreover, the thesis analyzes the determinant factors that have influenced in the decision of a small number of people regarding higher education. Analyzing these aspects, the thesis highlights to which extent the Educational System is reproducing the same social structure or it is able to change that, avoiding the perpetuation of poverty and inequality. The theoretical framework founded on Bourdieu’s theory of social reproduction, and its main concepts of habitus, field, capitals, and symbolic violence, made possible to analyze both the structure and the functioning of the Educational System on one side, and the individuals’ motivation toward higher education on the other side, providing a comprehensive picture of how the ES, the individuals’ background, and the interaction between them determine the degree of social mobility. The thesis arrives to the conclusion that the Educational System plays a very relevant role on the degree of social mobility, and that the socioeconomic and sociopolitical contexts can conceal or exhibit the truth behind the common perception about that role.

The book investigates the trends in earnings inequalities in developing countries to determine the main drivers. Particular attention is paid to extending the most conventional explanations of changes in earnings inequality, based on the relative abundance of skilled and unskilled labour, with recent theories that put the nature of tasks performed by workers in their jobs, rather than their skills, at the centre of the analysis. The latter approach has helped to explain relevant patterns recently observed in the trends in earnings inequality in the US and other industrialized countries. Developed countries have experienced a polarization in earnings and in employment, namely stronger growth in the earnings and jobs for the most and least skilled workers at the expense of those in the middle. This pattern has been attributed to differences in tasks-whether a given job is routine and can be automated or offshored-rather than skills, and has reduced employment and incomes in typical middle-class jobs in manufacturing and services. However, this narrative has been developed in the context of mature industrialized economies on the frontier of technological change that have also seen a large set of activities offshored to emergent economies. Evidence for developing countries, however, is still scarce and faces bigger challenges, both conceptual, and in terms of gathering the necessary data on earnings and task content of jobs. This book presents the main results of the UNU-WIDER project, The Changing Nature of Work and Inequality, aiming to fill this knowledge gap.
