Egypt and the Near East developed advanced civilizations earlier than the northern and western regions. The most notable Greek colonies were in the south and east, and there was a tendency to seek interaction with and embrace the south and east cultures. The earliest sophisticated civilizations emerged in the Greek area during the bronze period. During the second millennium, the Minoan culture in Crete, the Cycladic culture in the Aegean, and the Mycenaean culture on the mainland all existed; starting about 1400, the Mycenaeans influenced Crete and the Cyclades. The Mycenaeans spoke Greek, but the Minoans spoke a different language, and no Cycladic writing remained. This was the location of heroic stories in ancient Greek literature. Large kingdoms supported life, centered on opulent palaces, and were governed by bureaucratic governments. During an era of calamity and population upheavals whose reasons are unclear, this planet vanished between 1200 and 1000 BCE.

Many believe that success was made possible in part by the country’s ethnic homogeneity and that the increased diversity of Sweden’s population is putting its welfare state at risk. Few, however, have suggested convincing mechanisms for explaining the precise relationship between relative ethnic homogeneity/heterogeneity and the welfare state. In this book Carly Elizabeth Schall acknowledges the important role of ethnic homogeneity in Sweden’s thriving welfare state, but she argues that it mattered primarily because political elites— especially social democrats—made it matter. Schall shows that diversity and the welfare state are related but that diversity does not undermine the welfare state in a straightforward way. Tracing the development of the Swedish welfare state from the late 1920s until the present day, she focuses on five historical periods of crisis. She argues that the story of Swedish national identity is a story of elite-driven hegemony-building and that the linking of social democracy and national identity colored the integration of immigrants in important ways. Social democracy could have withstood the challenge posed by immigration, but the faltering of social democratic hegemony opened a door for anti-immigrant sentiment. In her deft analysis of the relationship between immigration and the welfare state in Sweden, Schall makes a compelling argument that has relevance for immigration policy in the United States and elsewhere.

Book excerpt: Most public debate on reunited Germany has emphasized economic issues such as the collapse of East German industry, mass unemployment, career difficulties, and differences in wages and living standards. The overwhelming difficulty resulting from reunification, however, is not persisting economic differences but the internal cultural divide between East and West Germans, one based upon different moral values in the two Germanies. The invisible wall that has replaced the previous, highly visible territorial division of the German nation is rooted in issues of the past-the Nazi past as well as the German Democratic Republic past. In emphasizing economic differences, the media and academics have avoided dealing with typically German cultural traits. These include the psychological posture of West Germany, which emphasized not differences between East and West but the break with Germany's Nazi past. The adversarial posture of certain professional groups in East Germany towards the liberal and democratic values of West Germany have also been an obstacle. Reviewing the problems accompanying reunification, chapter 1 explores German culture and history and the moral lessons evolved from the Nazi past. Chapter 2 focuses on the East-West mindset and how differences in attitude affect efforts to adapt to reunification. Chapter 3 discusses the simulated break with Nazi Germany in the German Democratic Republic. Chapters 4, 5, and 6 analyze the roots of the adversary posture of the professional groups in East Germany towards the values of the Berlin Republic. Chapter 7 demonstrates the strong presence of inherited, typically German cultural traits among East Germans, such as a lack of individualism, suspicion of strangers, and obedience to authority. Chapter 8 documents the extent to which a right-wing extremist culture has remained latent in Eastern Germany.
