Book excerpt: The theme chosen for the seventh conference of Dutch and British historians - relations between Church and State in the two countries since the Reformation - cannot pretend to any originality. A subject so germane to the history of Europe, and indeed of those parts of the world colonized by Europeans and evangelized by the Christian churches, has naturally attracted the attention of numerous scholars. The particular attraction of this study of the action and reaction of Church and State in Britain and the Netherlands lies in the scope it offers historians and political scientists for making comparisons be tween two states, both of which endorsed the Protestant Reformation while rejecting absolutism. But the dissimilarities are quite as striking. In the Netherlands the Reformed Church came to hold a curiously equivocal position, being neither an established Church in the English sense nor an independent sect. Yet even after the formal separation of Church and State in 1796 and the rise to political prominence of Dutch Catholicism, ties of sentiment continued to link the Dutch nation and the Reformed Church for some time to come. Within England the Anglican Church maintained its constitutional standing as the established Church and its social position as the Church of the 'Establishment', though it had to recognize a non-episcopal estab lished Church of Scotland and accept its disestablishment in Ireland and Wales.

While many historians have sought an answer by investigating the development of parliamentary institutions in emerging national monarchies and the wider autonomy enjoyed by various city-states within their own borders, James D. Tracy concentrates instead on a relatively neglected phenomenon at an intermediate level of political organization—the self-governing province. Focusing on the province of Holland during the reigns of Charles V and Philip II (1506–1566), Tracy argues convincingly that Holland effectively underwent an apprenticeship in self-government. The seven provinces of the Dutch Republic—among which Holland was the richest and most populous—were the first in history to govern themselves by a consensus among their towns and nobles. The foundations for this internal cohesion were put in place long before the Dutch Revolt; first by medieval provincial dynasties, then by the dukes of Burgundy, and finally by the House of Habsburg. At the turn of the sixteenth century, Holland was urbanized to a surprising degree, with over forty percent of its population residing in some thirty small and mid-sized towns. Forced by external threats to rise above their economic rivalries, the towns joined together through the forum of the provincial parliament, or States of Holland, which came to assume a primary role in the management of public finances. While noting that the growing autonomy of Holland did not make the Dutch Revolt inevitable, Tracy points out that the revolt could hardly have succeeded without provinces that already had a tradition of managing their own affairs. In the broader context of European political institutions, the circumstances that permitted the provincial states to assume many of the functions of government illustrate not only the capacity for self-government but also the formation of genuine body politics. Book excerpt: Although mercers have long been recognised as one of the most influential trades in medieval London, this is the first book to offer a comprehensive and detailed analysis of the trade from the twelfth to the sixteenth century. The variety of mercery goods (linen, silk, worsted and small manufactured items including what is now called haberdashery) gave the mercers of London an edge over all competitors. The sources and production of all these commodities is traced throughout the period covered. It was as the major importers and distributors of linen in England that London mercers were able to take control of the Merchant Adventurers and the export of English cloth to the Low Countries. The development of the Adventurers' Company and its domination by London mercers is described from its first privileges of 1296 to after the fall of Antwerp. This book investigates the earliest itinerant mercers and the artisans who made and sold mercery goods (such as the silkwomen of London, so often mercers' wives), and their origins in counties like Norfolk, the source of linen and worsted. These diverse traders were united by the neighbourhood of the London Mercery on Cheapside and by their need for the privileges of the freedom of London. Extensive use of Netherlandish and French sources puts the London Mercery into the context of European Trade, and literary texts add a more personal image of the merchant and his preoccupation with his social status which rose from that of the despised pedlar to the advisor of princes. After a slow start, the Mercers' Company came to include some of the wealthiest and most powerful men of London and administer a wide range of charitable estates such as that of Richard Whittington. The story of how they survived the vicissitudes inflicted by the wars and religious changes of the sixteenth century concludes this fascinating and wide-ranging study.

Book excerpt: Arriving in Rome from the Netherlands in 1895, the Catholic priest and Redemptorist Willem van Rossum (1854–1932) rose quickly through the ranks of the curia. In many ways an outsider, he made a resounding success of his career. His zeal in the fight against the ‘virus of modernism’ earned him a cardinal’s hat in 1911, and he was appointed prefect of the Congregation of Propaganda Fide in 1918. As ‘red pope’ or head of the Vatican’s mission department, Van Rossum led a hard-fought and ultimately successful campaign to separate missionary policy, fundraising and staffing from Western nationalism, and concentrate control over the worldwide missionary project at supranational level in Rome. He was the driving force behind two programmatic documents on the missions by Popes Benedict XV and Pius XI, which promoted the building up of indigenous churches and the educating of native clergy, thus helping to create a favourable position for the Catholic church during the subsequent wave of decolonisation. In the meantime, Van Rossum continued to decry Italian dominance in the church as well as the curia’s inefficiencies, for instance in a vituperative pamphlet that he wrote shortly before his death. This scholarly biography of Willem van Rossum rescues this great strategist behind the ‘popes of the missions’ from oblivion, and throws fascinating light on the history of the Catholic church and the Roman curia from the late nineteenth century until far into the twentieth.
