Book excerpt: Esta investigación desarrolla un modelo de equilibrio general que analiza el riesgo a que se enfrentan las grandes ciudades en la provisión de agua potable debido al consumo, degradación y polución que generan los sectores productivos principalmente agropecuarios. Se compara la efectividad de las políticas económicas ambientales híbridas implementadas en la práctica con los impuestos pigouvianos teóricos. El híbrido consiste en una combinación entre normas de comando y control y tasas ambientales, el cual se justifica porque la norma asegura un mínimo de control de la polución y es de mayor aceptabilidad política, mientras las tasas lo complementan. También se mide la iniciativa público-privada de pagos por servicios ambientales. El modelo aplica novedosas formas funcionales CES que admiten distintos grados de sustitución y complementariedad en los insumos, principalmente la no sustituibilidad del agua y que facilitan su resolución. Como resultados se encuentran significativas reducciones en el bienestar social cuando se aplica la regulación híbrida así como aumentos de costos en la gestión reguladora si se pretende que esta regulación alcance los mismos resultados ambientales obtenidos con los impuestos pigouvianos. También se evidencia carencia de incentivos a invertir en los servicios ambientales. Los aumentos en costos de potabilización o en las tasas por utilizar el agua exacerban todos los resultados anteriores, respaldando el llamado urgente sobre la aplicación gradual y permanente de las políticas de manejo sostenible de los recursos necesarios para reducir el riesgo en la provisión de agua potable.
