Book excerpt: "The book does an outstanding job in covering all the necessary details on congressional rules and procedures, most of which are not easy to understand. [...] It has been and will remain to be a must-read for all the congressional politics students and Washington insiders." – Hong Min Park, University of Wisconsin - Milwaukee Congressional Procedures and the Policy Process examines the entire arc of the legislative process—from a bill’s introduction, to its signature into law, to congressional review of the law’s administrative implementation—and the many procedural pitfalls that exist along the way. Author Walter J. Oleszek and co-authors Mark Oleszek, Elizabeth Rybicki, and Bill Heniff, Jr. do not shy away from the complexity of the topic, yet they ensure that the operations of Congress are understandable to students and practitioners alike. Through an array of interesting examples, case studies, and the authors’ personal anecdotes, this definitive work delivers timely explanation and analysis of the nation’s premier lawmaking institution.

Available in PDF, EPUB and Kindle. Book excerpt: Moore argues that there is a fundamental incompatibility between race and governance. She examines the formal procedures used to enact the thirteen major civil rights laws and the policy concessions necessitated by the use of those procedures and notes the impact of the divisive nature of the politics of race upon procedure and substance. Her analysis of 40 years of congressional civil rights lawmaking reveals that whenever race is introduced into the normal policy process, that process breaks down. In its place emerges an abnormal policy process—one that is inordinately demanding with respect to skill, input, and support/votes. She concludes that the substantive provisions of policies produced by this process are too weak to reduce huge racial disparities in education, housing, and employment. The reason race regularly generates abnormal process and policies is that it is too contentious for the standard governmental apparatus. This apparatus is designed to redress problems and issues undergirded by some measure of consensus. Race lacks such a consensual undercurrent and, therefore, is incompatible with standard governance processes. A provocative analysis of particular interest to scholars and researchers involved with American racial politics, minorities, and party politics.

Available in PDF, EPUB and Kindle. Book excerpt: Created in 1787, the United States Senate is one of the two chambers of the Congress of the United States, the other being the House of Representatives. In the Senate, each state is equally represented by two members, regardless of population; as a result, the total membership of the body is 100. Senators serve for six-year terms that are staggered so elections are held for approximately one-third of the seats (a "class") every second year. The Vice President of the United States is the presiding officer of the Senate but is not a senator and does not vote except to break ties. The Senate is regarded as a more deliberative body than the House of Representatives; the Senate is smaller and its members serve longer terms, allowing for a more collegial and less partisan atmosphere that is somewhat more insulated from public opinion than the House. The Senate has several exclusive powers enumerated in the Constitution not granted to the House; most significantly, the President must ratify treaties and make important appointments "with the Advice and Consent of the Senate" (Article I). This fully-indexed chronology and institutional bibliography traces the sometimes tumultuous history of this august body.
