The author argues that a review of the scientific, military, legal, economic, political, and mediated coverage of this latest outbreak highlights the ways that organizations like the World Health Organization or Doctors Without Borders want to conceptualize the importance of rapid emergence from the West during African Ebola epidemics. The author concludes that while the U.S. military and other organizations prided themselves on their belated responses to this outbreak oftentimes journalists, scientists, and others overlooked the contributions that were made by contract tracers and indigenous public health workers. Sadly, the 2013-2015 West African outbreak took the lives of thousands of individuals, and the author contends that this contributed to sensationalist ways of representing local burial and food habits. The book concludes by noting that while many West African leaders appreciated the billions of dollars of promised aid that would flow toward this region in the wake of the Ebola outbreak real “health security” measures have to involve longer term infrastructural changes. Talk of how Westerners rescued the West Africans need to be augmented with more nuanced ways of thinking about how many of those who actually battled Ebola need to become part of future conversations regarding everything from theories of “aerial” transmission to the steps that need to be taken during the first few weeks of recorded outbreaks.

For white colonizationists, the movement seemed positioned as a welcome compromise between slavery and abolition. For free blacks, colonization offered the hope of freedom, but not within America’s borders. Bjørn F. Stillion Southard indicates how politics and identity were negotiated amid the intense public debate on race, slavery, and freedom in America. Operating from a position of power, white advocates argued that colonization was worthy of massive support from the federal government. Stillion Southard pores over the speeches of Henry Clay, Elias B. Caldwell, and Abraham Lincoln, which engaged with colonization during its active deliberation. Between Clay’s and Caldwell’s speeches at the founding of the American Colonization Society (ACS) in 1816 and Lincoln’s final public effort to encourage colonization in 1862, Stillion Southard analyzes the little-known speeches and writings of free blacks who wrestled with colonization’s conditional promises of freedom. Book excerpt: How a city government in central Mexico evolved from waging war on graffiti in the early 2000s to sanctioning its creation a decade later, and how youth navigated these changing conditions for producing art. The local government, residents, and media outlets in León, Mexico, treated graffiti as a disease until the state began sponsoring artistic graffiti through a program of its own. In Voices in Aerosol, the first book-length study of state-sponsored graffiti, Caitlin Frances Bruce considers the changing perceptions and recognition of graffiti artists, their right to the city, and the use of public space over the span of eighteen years (2000–2018). Focusing on the midsized city of León, Bruce offers readers a look at the way negotiations with the neoliberal state unfolded at different levels and across decades. Issues brought to light in this case study, such as graffiti as a threat and graffiti as a sign of gentrification, resonate powerfully with those germane to other urban landscapes throughout the Western Hemisphere and beyond. Combining archival work, interviews, considerations of urban planning, local politics in Mexico, and insights gained by observing graffiti events and other informal artistic encounters, Bruce offers a new lens through which to understand the interplay between sanctioned and unsanctioned forms of cultural expression. Ultimately, Voices in Aerosol builds a strong case for graffiti as a contested tool for "voicing" public demands.
