Book excerpt: This book presents the case that the origins of American liberty should not be sought in the constitutional-reformist feats of its “statesmen” during the 1780s, but rather in the political and social resistance to their efforts. There were two revolutions occurring in the late 18th century America: the modern European revolution “in favour of government,” pursuing national unity, “energetic” government and centralization of power (what scholars usually dub “American founding”); and a conservative, reactionary counter-revolution “in favour of liberty,” defending local rights and liberal individualism against the encroaching political authority. This is a book about this liberal counter-revolution and its ideological, political and cultural sources and central protagonists. The central analytical argument of the book is that America before the Revolution was a stateless, spontaneous political order that evolved culturally, politically and economically in isolation from the modern European trends of state-building and centralization of power. The book argues, then, that a better model for understanding America is a “decoupled modernization” hypothesis, in which social modernity is divested from the politics of modern state and tied with the pre-modern social institutions.

Kremlin propagandists hailed this programme as a defence of national sovereignty against Western attempts to foment a 'velvet revolution' in Russia. But this book shows that the Putin regime was reacting to a real domestic threat: opposition leaders and youth activists who had begun to employ 'velvet' revolutionary methods in a campaign to harness popular grievances and to challenge Putin in the streets and at the ballot box. It traces the formulation and implementation of the regime's two-track response, which was based on a careful analysis of the lessons of the recent 'velvet’ (or ‘coloured’) revolutions in Georgia and Ukraine. The first track was repressive: the imposition of controls on NGOs, restrictions on electoral competition, and a crackdown on opposition demonstrations. The second was the mobilisation of supporters in 'patriotic' youth organisations that employed both gang violence and 'velvet' revolutionary techniques. But the Africans then living in the colonies overwhelmingly sided with the British. In this trailblazing book, Gerald Horne shows that in the prelude to 1776, the abolition of slavery seemed all but inevitable in London, delighting Africans as much as it outraged slaveholders, and sparking the colonial revolt. Prior to 1776, anti-slavery sentiments were deepening throughout Britain and in the Caribbean, rebellious Africans were in revolt. For European colonists in America, the major threat to their security was a foreign invasion combined with an insurrection of the enslaved. It was a real and threatening possibility that London would impose abolition throughout the colonies—a possibility the founding fathers feared would bring slave rebellions to their shores. To forestall it, they went to war. The so-called Revolutionary War, Horne writes, was in part a counter-revolution, a conservative movement that the founding fathers fought in order to preserve their right to enslave others. The Counter-Revolution of 1776 brings us to a radical new understanding of the traditional heroic creation myth of the United States.

But in nineteenth century Europe, without the technological advances of modern armies and police forces, an army’s only advantages were discipline and organization—and in the face of popular opposition to the regime in power, both could rapidly deteriorate. Such was the case in France after the Napoleonic Wars, where a cumulative recent history of failure weakened an already fragile army’s ability to keep the peace. After the February 1848 overthrow of the last king of France, the new republican government proved remarkably resilient, retaining power while pursuing moderate social policies despite the concerted efforts of a variety of radical and socialist groups. These efforts took numerous forms, ranging from demonstrations to attempted coups to full-scale urban combat, and culminated in the crisis of the June Days.
