Lenti’s Redeeming the Revolution demonstrates how the killing of hundreds of student protestors in Mexico City’s Tlatelolco district on October 2–3, 1968, sparked a crisis of legitimacy that moved Mexican political leaders to reestablish their revolutionary credentials with the working class, a sector only tangentially connected to the bloodbath. State-allied labor groups hence became darlings of public policy in the post-Tlatelolco period, and with the implementation of the New Federal Labor Law of 1970, the historical symbiotic relationship of the government and organized labor was restored. Renewing old bonds with trusted allies such as the Confederation of Mexican Workers bore fruit for the regime, yet the road to redemption was fraught with peril during this era of Cold War and class contestation. While Luis Echeverría, Fidel Velázquez, and other officials appeased union brass with discourses of revolutionary populism and policies that challenged business leaders, conflicts emerged, and repression ensued when rank-and-file workers criticized the chasm between rhetoric and reality and tested their leaders’ limits of toleration.

Dr. Hammergren discusses the politics of administrative change and the interaction of the political and technical dimensions of reform in the three countries. The failure of many reform programs, she suggests, can be traced to their conception primarily in technical terms; the neglect of the political dimension encourages a division between the interests dominating the technical, planning stages and the groups needed for implementation. In the case of Third World programs, this division is further aggravated by the impact of external actors on the power base and orientation of national reform planners. While international support helped establish reform programs in the three countries studied, it also dissuaded planners from building ties with other national groups and from broadening and intensifying their political bases. Dr. Hammergren explores the sources of program content in the case studies and the notion of reform success or failure and examines alternative strategies for designing reform programs. Her emphasis is on identifying political, programmatic, and organizational variables that can be manipulated to enhance program implementation and effectiveness.

During its final decades under Spanish rule, New Spain was the most populous, richest, and most developed part of the worldwide Spanish Monarchy, and most novohispanos (people of New Spain) believed that their religious, social, economic, and political ties to the Monarchy made union preferable to separation. Neither the American nor the French Revolution convinced the novohispanos to sever ties with the Spanish Monarchy; nor did the Hidalgo Revolt of September 1810 and subsequent insurgencies cause Mexican independence. It was Napoleon's invasion of Spain in 1808 that led to the Hispanic Constitution of 1812. When the government in Spain rejected those new constituted arrangements, Mexico declared independence. The Mexican Constitution of 1824 affirms both the new state's independence and its continuance of Spanish political culture.

Using newly available sources, including declassified secret police files and oral histories, McCormick looks at large-scale sugar cooperatives in Morelos and Puebla, two major agricultural regions that serve as microcosms of events across the nation. She argues that Mexico's rural peoples, despite shouldering much of the financial burden of modernization policies, formed the PRI regime's most fervent base of support. McCormick demonstrates how the PRI exploited this support, using key parts of the countryside to test and refine instruments of control--including the regulation of protest, manipulation of collective memories of rural communities, and selective application of violence against critics--that it later employed in other areas, both rural and urban. With three peasant leaders, brothers named Ruben, Porfirio, and Antonio Jaramillo, at the heart of her story, McCormick draws a capacious picture of peasant activism, disillusion, and compromise in state formation, revealing the basis for an enduring political culture dominated by the PRI. In this groundbreaking study, Maurizio Isabella examines the historical moment in the 1820s when a series of simultaneous uprisings took the quest for constitutional government to Portugal, Spain, the Italian peninsula, Sicily and Greece. Isabella places these events in a broader global revolutionary context and, decentering conventional narratives of the origins of political modernity, reveals the existence of an original popular constitutional culture in southern Europe. Isabella looks at the role played by secret societies, elections, petitions, protests and the experience of war as well as the circulation of information and individuals across seas and borders in politicising new sectors of society. By studying the mobilisation of the army, the clergy, artisans, rural communities and urban populations in favour of or against the revolutions, he shows that the uprisings in the South—although their ultimate fate was determined by the intervention of more powerful foreign countries—enjoyed considerable popular support in ideologically divided societies and led to the introduction of constitutions. Isabella argues that these movements informed the political life of Portugal and Spain for many decades and helped to forge a long-lasting revolutionary tradition in the Italian peninsula. These artifacts allow us to trace and understand the path of the consolidation of the Mexican Revolution. Each individual building or development, by providing indelible evidence of the process by which the revolution evolved into a government, offers important insights into Mexican history. Seen in aggregate, they reveal an ongoing urban process at work; seen as a "composition," they reveal changes over time in societal values and aspirations and in the direction of the revolution. This book focuses on structure, change, and process for this remarkable city "in the true image of the gigantic heaven." The changes described in Fuentes' narrative are man-made, not wrought by impersonal or natural forces except on the rare occasions of earthquake and flood. Patrice Elizabeth Olsen views Mexico City as an artifact of those who created it—representing their ardor, humanity, and religion, as well as their politics. Individual chapters detail the expression of revolutionary values and aims in the physical form of Mexico City's built environment between 1920 and 1940, examining direction and meaning in terms of who is given license to design and build structures in the capital city, and equally important, who is excluded. Through the reshaping of the capital the revolution was extended and institutionalized; physical traces of the process of negotiation that enabled the revolution to be "fixed" in the Mexican polity appear in the city's skyline, parks, housing developments, and other new construction, as well as in modifications to existing colonial-era buildings. In this manner, the author argues, Mexico City's urban form crystallized as a product of the revolution as well as a part of the revolutionary process, as it has been of other conquests throughout its history.
