Yet, like many programs in the past, some doubt that REDD will be smoothly implemented. This paper tries to revisit some of the major obstacles put forward by scholars and practitioners. These include the issue of leakage and land tenure insecurity, as well as the issue of carbon pricing which are crucial in determining whether or not incentive offered by REDD is more attractive than incentives to deforest. A discussion about factors that contribute to leakage and land tenure insecurity is then followed by a simple calculation to predict whether price of carbon credit per hectare offered at REDD Project in Ulumasen Forest is much more interesting than revenue obtained from logging that one hectare. This calculation indicated that the incentive to forest logging surpassed the incentive to conserve as a result of carbon credit. It is recommended that careful and transparent feasibility study prior to REDD implementation to avoid its inevitable marginalizing impacts particularly for forest-dependent people.

Book excerpt: Key messages In Indonesia, early involvement and support for Reducing Emissions from Deforestation and Forest Degradation (REDD+) has led to numerous achievements, but progress has been slower than anticipated. National and subnational REDD+ initiatives are susceptible to political turnover at each election cycle. To ensure its longevity, REDD+ needs to be embedded in national and regional laws, regulations, institutions and other state devices. REDD+ institutionalization in Indonesia has focused on technicalities rather than on directly addressing socioeconomic and political drivers of deforestation and forest degradation. The rate of deforestation has decelerated enough to result in two REDD+ payments. However, transformational change in the forestry and broader land-use sector has not progressed far enough. REDD+ is inherently multilevel and multisectoral. However, much information, action, knowledge exchange and decision making on REDD+ is concentrated within relatively few organizations. Transformational change requires that other stakeholders and sectors that impact forests get involved.

While Indonesia is committed at the national and international level to addressing climate change through the forestry sector, there are clearly contextual challenges that need to be addressed to create the enabling conditions for REDD+. Some of the major issues include inconsistent legal frameworks, sectoral focus, unclear tenure, consequences of decentralisation, and weak local governance. Despite these challenges, however, REDD+ opens up an opportunity for improvements in forest governance and, more broadly, in land use governance. More democratic political-economic processes in general, greater freedom of civil society and the press, and heightened awareness of environmental issues can help build support and solidify policies in this direction.

Drawing on the author’s political ethnographic fieldwork conducted in Jakarta, Central Sulawesi, and Oslo, where the author examined Norway’s interests and role in implementing REDD+, this book discusses the long evolution of the idea that foreign state and private financing can be used to protect tropical forests and the carbon stored within them, resulting in both local economic development and global climate benefits. It shows how neoliberal environmental approaches to climate change, of which REDD+ is a leading example, increase the severity of political contestations that must be overcome to reach global climate mitigation goals, and how recent incarnations of REDD+ have tended to forget earlier scholarly advice to couple anti-deforestation approaches with policies that reduce industrial carbon emissions. In Indonesia, tectonic political and economic forces are shown to have negatively impacted REDD+ implementation. Using a political ecology approach, the book links the literature on REDD+ with that covering Indonesia’s recent democratic regression, highlighting how the country’s environmental performance is inextricably linked to the timbre of its political governance. Given the severity of the political contestations that must be overcome to reach its stated goals, REDD+ cannot replace global policies that drastically reduce industrial carbon emissions. This book will be of great interest to students and scholars of political ecology, deforestation, climate change, environmental politics, natural resource management, and environmental conservation.

REDD provides a legal framework for commodifying the value of sequestered carbon emissions saved by avoiding deforestation or degradation in the global south; integrating forests into a broader international carbon market. This paper examines the processes for implementing REDD in Indonesia and argues that while it may help nations of the global north to reach their emissions reduction targets, it does little or nothing to curtail the drivers of deforestation and forest degradation in Indonesia. Indeed, the paper argues, REDD makes forest protection in Indonesia more difficult by undercutting community-managed forest conservation strategies. International solidarity is needed to help forest-dependent communities in Indonesia to promote their alternative to REDD.

Book excerpt: REDD+ must be transformational. REDD+ requires broad institutional and governance reforms, such as tenure, decentralisation, and corruption control. These reforms will enable departures from business as usual, and involve communities and forest users in making and implementing policies that a ect them. Policies must go beyond forestry. REDD+ strategies must include policies outside the forestry sector narrowly de ned, such as agriculture and energy, and better coordinate across sectors to deal with non-forest drivers of deforestation and degradation. Performance-based payments are key, yet limited. Payments based on performance directly incentivise and compensate forest owners and users. But schemes such as payments for environmental services (PES) depend on conditions, such as secure tenure, solid carbon data and transparent governance, that are often lacking and take time to change. This constraint reinforces the need for broad institutional and policy reforms. We must learn from the past. Many approaches to REDD+ now being considered are similar to previous e orts to conserve and better manage forests, often with limited success. Taking on board lessons learned from past experience will improve the prospects of REDD+ e ectiveness. National circumstances and uncertainty must be factored in. Di erent country contexts will create a variety of REDD+ models with di erent institutional and policy mixes. Uncertainties about the shape of the future global REDD+ system, national readiness and political consensus require exibility and a phased approach to REDD+ implementation.

Firstly, the background on the adoption concept of REDD in international discourse and the debate from developed and developing countries perspective about it. Secondly, trace the basic legitimacy of REDD implementation in Indonesia based on regulations and stakeholder was involve in REDD project. Book excerpt: There is evidence that institutions related to climate change and natural resource management influence each other’s performance, and that local settings also shape policy outcomes. We examine how policy implementation processes and institutional interactions affect the Reducing Emissions from Deforestation and Forest Degradation (REDD+) program in Cameroon. Research on REDD+ implementation has focused on resource tenure, benefit-sharing and participation, giving less attention to how implementation paradigms and other institutions affect REDD+. We combine a policy implementation framework with the theories of institutional interaction to examine how REDD+ implementation typologies, and interactions with forestry regulations influence the outcomes of three REDD+ pilot projects in South and West Cameroon. Drawing from focus group discussions with project beneficiaries and interviews with local stakeholders and land-users, we find that REDD+ projects epitomize political implementation in the South and experimental implementation in the West. We also indicate how project outcomes have been affected by rules regarding community forests, reforestation and timber processing. Our findings suggest that policy designers’ ability to satisfy community preferences is important for projects’ outcomes in the South, and that resource availability and social capital are pivotal in the West. Incentives to promote local timber processing, improve forest governance and expedite decentralization would improve REDD+ project implementation in Cameroon.

Book excerpt: It is now well accepted that deforestation is a key source of greenhouse gas emissions and of climate change, with forests representing major sinks for carbon. As a result, public and private initiatives for reducing emissions from deforestation and forest degradation (REDD) have been widely endorsed by policy-makers. A key issue is the feasibility of carbon trading or other incentives to encourage land-owners and indigenous people, particularly in developing tropical countries, to conserve forests, rather than to cut them down for agricultural or other development purposes. This book presents a major critique of the aims and policies of REDD as currently structured, particularly in terms of their social feasibility. It is shown how the claims to be able to reduce greenhouse gas emissions as well as enhance people's livelihoods and biodiversity conservation are unrealistic. There is a naive assumption that technical or economic fixes are sufficient for success. However, the social and governance aspects of REDD, and its enhanced version known as REDD+, are shown to be implausible. Instead to enhance REDD's prospects, the author provides a roadmap for developing a new social contract that puts people first.
