Book excerpt: Emergence of a toxic organism like pfisteria in tributaries of the Chesapeake Bay has focused public attention on potential hazards in our water. More importantly, it has reminded us of the importance of the entire watershed to the health of any body of water and how political boundaries complicate watershed management. New Strategies for America's Watersheds provides a timely and comprehensive look at the rise of "watershed thinking" among scientists and policymakers and recommends ways to steer the nation toward improved watershed management. The volume defines important terms, identifies fundamental issues, and explores reasons why now is the time to bring watersheds to the forefront of ecosystem management. In a discussion of scale and scope, the committee examines how to expand the watershed from a topographic unit to a framework for integrating natural, social, and economic perspectives as they share the same geographic space. The volume discusses: Regional variations in climate, topography, demographics, institutions, land use, culture, and law. Roles and interaction of federal, state, and local agencies. Availability or lack of pertinent data. Options for financing. The committee identifies critical points in watershed planning to ensure appropriate stakeholder involvement and integration of science, policy, and environmental ethics.

An analysis of empirical data is presented in the light of existing theoretical kmowledge on collective action for natural resources management. the report also highlights the current constraints associated with a wider application of some of these findings, which reflect the difficulties in pursuing large-scale institutional reforms in the rural sector of developing coutries. finally, the report raises some key research issues that need to be explored further.

As well as leading economists in the field such as Frank Ellis and Chris Barrett, there are a number of contributors from developing countries themselves. The book examines both macroeconomic and microeconomic phenomena and contains wide range of case studies. Skilfully exposing the gap that exists between the rhetoric of poverty reduction strategies in capital cities and the practice of public sector delivery in rural areas, this key text will be essential reading for advanced students and researchers in the fields of rural development, rural livelihoods, poverty reduction strategies and Sub-Saharan Africa development as well as advisors and practitioners in international organizations.

Book excerpt: The lack of sufficient access to clean water is a common problem faced by communities, efforts to alleviate poverty and gender inequality and improve economic growth in developing countries. While reforms have been implemented to manage water resources, these have taken little notice of how people use and manage their water and have had limited effect at the ground level. On the other hand, regulations developed within communities are livelihood-oriented and provide incentives for collective action but they can also be hierarchal, enforcing power and gender inequalities. This book shows how bringing together the strengths of community-based laws rooted in user participation and the formalized legal systems of the public sector, water management regimes will be more able to reach their goals.

Book excerpt: In America's arid southwest, climate change will occur in the context of already-keen competition for water for agriculture, urban growth, electricity generation, water-based recreation, and environmental protections. This book explores the challenges that climate change and variability pose for water and energy managers and users, communities, and policy makers in the arid Southwest and demonstrates the application of economic methods to address these challenges. It provides valuable tools for both those interested in resource management and climate change, and those seeking to understand how economic methods can be used to analyze contemporary social problems and craft appropriate responses. The book considers both adaptation to long-term climate change and more immediate issues of water and electricity management in the face of inter-annual climate variability and drought. Thus, no matter what one's perspective on long-run climate change projections, the book provides useful lessons for some of the region's most pressing resource management problems.

Available in PDF, EPUB and Kindle. Book excerpt: The Green Revolution that transformed irrigated agriculture elsewhere in India had little effect in the rainfed, semi-arid regions. Agricultural productivity remained low, natural resources were degrading, and the people were poor. In the 1980s and 1990s, planners turned to watershed management to develop rainfed agriculture while conserving natural resources. By the late 1990s, India was spending US$500 million a year on watershed development projects. Strategies ranged from the purely technical to those that emphasized social organization. Little systematic analysis exists, however, on the success of the different approaches. This study, based on a survey of 86 villages in Andhra Pradesh and Maharashtra states, attempts to fill that information gap by evaluating the projects' relative success in raising agricultural productivity, improving natural resource management, and reducing poverty. In looking at the question of what approaches enable a project to succeed, it uses both quantitative and qualitative analysis to compare project and nonproject villages before and after the projects were implemented. The authors find that projects involving the villagers in planning and decisionmaking performed better than their technocratic, top-down counterparts, but projects that combined participation with sound technical input performed best of all. All projects faced difficulties in ensuring that poor people shared the benefits of watershed development.
