Book excerpt: The Womens International League for Peace and Freedom (WILPF) has a unique role in post-war peace activism. It is the longest-surviving international womens peace organization and one of the oldest peace organizations in the West. Founded in 1915, when a group of women from neutral and belligerent nations in World War I met at The Hague to formulate proposals for ending the war, WILPF sent delegations of women to several countries to plead for peace, and their final resolutions are often credited with influencing Woodrow Wilsons 14 Points. Today, the organization counts several thousand members in 36 countries, on five continents. Since 1948, it has enjoyed consultative status with the UN, and it was instrumental in bringing about recent United Nations Security Council Resolutions on Women, Peace and Security. Beginning in 1945, WILPF began identifying the limitations of its ideological foundations in relation to the international liberal order. Catia Cecilia Confortini argues that this period ushered in a turn in the organizations policies and activism, one that culminated in the mid-70s and served as an important antecedent to feminist activism that continues today. In Intelligent Compassion, she traces the organizations changing strategies and ideas over a thirty-year period, focusing on three key areas of its work-disarmament, decolonization, and the conflict in Israel/Palestine. By analyzing the shifting ideas and policies of the longest-living international womens peace organization, Intelligent Compassion finds answers to IR questions about the possibility of emancipatory agency in the theoretical methodology of women peace activists and the extent to which activists can transcend the prevailing practices, rules and relations of their eras.

Women of Asia, especially those espousing communism, are often portrayed as victims or pawns of a patriarchal Confucian state. Kim undercuts this standard analysis through detailed archival work in the international women's press, and finds that North Korean women asserted themselves in unexpected places from the late 1940s—just before the official beginning of the Korean War—to 1975, the year designated by the UN as International Women's Year. By centering North Korea and the "East," Kim defies convention to offer an entirely new genealogy of the global women's movement. Women of the Korean Democratic Women's Union (KDWU), as part of the global left women's movement led by the Women's International Democratic Federation (WIDF), insisted family and domestic issues must be part of both national and international debates, highlighting how race, nationality, sex, and class connect to form systems of colonial and capitalist exploitation. Their intersectional program claimed that there is "no peace without justice," that "the personal is the political," and that "women's rights are human rights" many decades before activists of the West embraced such agendas. The delegates made three demands: for women to be present at all international peace conferences, a women's-only peace conference to be convened alongside any official negotiations, and the establishment of universal suffrage. While these demands went unmet at the time, contemporary women's groups continue to seek participation in peace negotiations and to have language promoting gender equality inserted into all peace agreements. Between 1975 and 2011 about 40% of all conflicts that produced peace agreements resulted in at least one with references to women. Many of these clauses addressed compensation for wartime gender-based violence and guarantees for women's participation in the post-conflict transitional period. Others included electoral quotas and changes to inheritance legislation. Curiously, the language used to address women is near consistent across these agreements, and that is because it reflects international women's rights norms rather than more local norms. Why is it that though a peace agreement's primary objective is to end conflict, some include potentially controversial provisions about gender that might delay or complicate reaching an agreement? Why do these provisions echo international norms rather than local, cultural ones? And which factors make it more likely that women's rights will appear in peace agreements? Windows of Opportunity answers these questions by examining peace negotiations in Burundi, Macedonia, and Northern Ireland along with 195 peace agreements signed between 1975 and 2011. It looks at the key actors involved in lobbying for women's participation, along with their motivations, objectives, and strategies. It also explores the reasons for similarities among the gender provisions.
