Book excerpt: This report reviews the crash cost reduction factors for countermeasures currently listed in the Alaska Department of Transportation and Public Facility's Highway Safety Improvement Program (HSIP) Handbook (HSIPHB) and provides revised values based on a literature survey of research and references. In addition, crash cost reduction factors are proposed for the five treatments that are not currently listed in the HSIPHB, including cable barrier median barriers, pavement traction enhancement, flashing yellow arrow left turn indications, HAWK pedestrian signals, and concrete median barriers. There is also a section on practices by other state DOT organizations. Alaska HSIP data is evaluated for safety effectiveness and the report provides an analysis and recommendations for the HSIP post evaluation process. This project and report also included research of the effectiveness of Active Advance Warning Flashers (AAWF) and shoulder rumble strips based upon Alaskan crash experience.

Book excerpt: Crash reduction factors are used to identify and prioritize the most effective safety improvement measures, and prioritize and allocate available resources optimally for a highway safety improvement project. Simple before-and after analysis does account for the regression-to-the-mean bias. This research employs an Empirical Bayes (EB) methodology that overcomes the regression-to-the-mean property that is encountered in traditional before-and after analysis. Traffic, geometric and crash data for both the treatment and comparison sites were collected from Ohio in developing the crash reduction factors. Using data collected from Ohio, the EB methodology was applied in developing crash reduction factors for the following improvement categories: add a two-way left turn lane, install a median barrier, flatten slope and remove guardrail, remove or relocate a fixed object, flatten vertical curve, providing highway lighting and close median opening.

Available in PDF, EPUB and Kindle. Book excerpt: This pioneering text provides a holistic approach to decisionmaking in transportation project development and programming, whichcan help transportation professionals to optimize their investmentchoices. The authors present a proven set of methodologies forevaluating transportation projects that ensures that all costs andimpacts are taken into consideration. The text's logical organization gets readers started with asolid foundation in basic principles and then progressively buildson that foundation. Topics covered include: Developing performance measures for evaluation, estimatingtravel demand, and costing transportation projects Performing an economic efficiency evaluation that accounts forsuch factors as travel time, safety, and vehicle operatingcosts Evaluating a project's impact on economic development and landuse as well as its impact on society and culture Assessing a project's environmental impact, including airquality, noise, ecology, water resources, and aesthetics Evaluating alternative projects on the basis of multipleperformance criteria Programming transportation investments so that resources can beoptimally allocated to meet facility-specific and system-widegoals Each chapter begins with basic definitions and concepts followedby a methodology for impact assessment. Relevant legislation isdiscussed and available software for performing evaluations ispresented. At the end of each chapter, readers are providedresources for detailed investigation of particular topics. Theseinclude Internet sites and publications of international anddomestic agencies and research institutions. The authors alsoprovide a companion Web site that offers updates, data foranalysis, and case histories of project evaluation and decisionmaking. Given that billions of dollars are spent each year ontransportation systems in the United States alone, and that thereis a need for thorough and rational evaluation and decision makingfor cost-effective system preservation and improvement, this textshould be on the desks of all transportation planners, engineers, and educators. With exercises in every chapter, this text is anideal coursebook for the subject of transportation systems analysisand evaluation.

Available in PDF, EPUB and Kindle. Book excerpt: Considerable effort has been expended particularly over the previous decade in the area of examining pre-crash factors in an attempt at developing appropriate highway safety countermeasures. This report summarizes the review of this field by a select panel of highway safety researchers and includes recommendations for NHTSA-sponsored research in accident causation over the next several years. After attempting to clarify the significance of the “cause” of an accident, the report outlines various approaches to accident causation research and indicates the relevant data needs. The extent and type of exposure information required is addressed. A detailed critique of the major research efforts in this field is provided. This critique centers mainly on the work done by Indiana University, Cornell Aeronautical Laboratory, Inc., Operations Research, Inc., and the University of Miami. Finally, short and long-range recommendations for NHTSA-sponsored research are presented. These include in general utilizing the NASS system to the fullest extent possible. Several specific studies recommended include: examination of data needs; survey of the possible existence of this required data; exploration of various alternative approaches to data collection (e.g. simulation); establishing appropriate quantifiers (e.g., what defines “following too closely”); determining exposure requirements; upgrading the statistical techniques utilized in this field; ascertaining the effectiveness of various countermeasures; and examining alternative information retrieval systems. In addition, several small open-ended research contracts for just plain “thinking about” accident causation methodology were recommended.
