Book excerpt: Excerpt from Retrieval at Panama To The Public: - In his elucidation of the Panama Canal problem, through The New York Press, the service which Mr. Lindon W. Bates has performed is of such value to our Nation and to all civilization, that there ought to be no unnecessary restriction on the dissemination of his masterly articles, among both the members of his profession and the public at large. For what he is doing to make possible the construction of the Right waterway across the Isthmus, The New York Press as one of the champions of sound American institutions, is profoundly grateful. Not only is it a great pleasure to grant Mr. Bates all rights to use in any manner he sees fit the material which he has contributed to our columns from his wealth of scientific attainments and technical experience with the greatest engineering projects of the globe, but it is a duty. In extending to him the freest employment of all his articles published in our columns, we can only repeat, in behalf of our hundreds of thousands of constituents, our heartfelt thanks to him for his patriotic labors. But the Chinamen aboard the tub seemed, if any thing, rather to enjoy this rocking. One of them stood almost amidships, his feet wide apart to pre serve his balance, while he gripped the handle of the pump he was working, and turned it over and over with a monotonous regularity that seemed to match with his surroundings. The man, who was barefooted, boasted of the very lightest of clothing, and wore his pigtail rolled in a coil at the back of his head. Other protection against the roasting sun he had none. Indeed, to look at him, he hardly seemed to need it, while the hot blast which came from the adjacent land passed over him without any apparent effect. Ching Hu was in his element. Book excerpt: Excerpt from The Americans in Panama Canal requires that a writer not merely View the object which he describes, but that he actually become a part of the mechanism that is giving it form. He may thus practically illuminate observation with experience, and so vivify the object in his own thought, that his attempt to present it to others will be a close approximation of the truth. In the five months the author spent in Panama, he was for slightly more than three months an employee of the Isthmian Canal Commission, living the routine life of a canal employee. He discovered that, had he followed the usual method of coming into the Canal Zone on one steamer, taking notes, and leav ing on the next steamer, he would have missed many fundamental facts, which absolutely must be known if a really trustworthy account of the greatest task of the age is desired. A fourth stands now with the high level, reversing himself, for he moved to adopt the sea-level scheme in the last Walker Commission. The fifth and sixth members served on the Commission of 1901, whose plans were made the basis of the canal purchase and the authorization of the Spooner Act. One million dollars had been put at their disposal for a thorough examination and report. They, like the Minority member, advised the massive masonry core Bohio Dam and announced suitable and ample rock foundations within available reach. I was seated in an express train on the Penn sylvania Railroad Line at Union Station. Soon the signal bell sounded, the engine puffed its curling and ascending smoke, and the iron horse was seen moving at about forty miles an hour toward New York, where I was met by Secretary Bell, of the Young Men's Christian Association. I was greatly impressed by the Secretary's courteous and obliging manner. He took me through the Association building. Everything was in the best order and as neat as could be. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from The Type of the Panama Canal Relating to the kind of canal to be constructed the law provides: The President shall then, through the Isthmian Canal Commission cause to be excavated, constructed and completed, utilizing to that end, as far as practicable, the work heretofore done by the New Panama Canal Company, of France, and its predecessor company, a ship canal from the Caribbean Sea to the Pacific Ocean. Such canal shall be of sufficient capacity and depth as shall afford convenient passage for vessels of the largest tonnage and greatest draft now in use, and such as may reasonably be anticipated, and shall be supplied with all necessary locks and other appliances to meet the necessities of vessels passing through the same from ocean to ocean. It was recognized by the commission of 1904 that under the Spooner act as quoted, a departure, to some extent at least, from the project which the earlier commission had outlined as a basis for comparative cost estimates was authorized and proper. It was incumbent upon the commission to determine whether a canal with summit level at 80 or 60 or 30 feet would not, all things considered, be better than the canal with summit level at 85 feet. It was therefore necessary to regard the entire question of type of canal an open one to be solved by the selection of that type and that summit elevation which would best fulfill all requirements. It was realized that this question required careful con sideration from every standpoint, particularly in relation to its service ability, to time required for construction, to first cost and to the cost of operation and maintenance with due regard to the importance of early completion, and reliability of service after completion. Book excerpt: Excerpt from The Panama Canal: A Study in International Law and Diplomacy Although it is not our intention to put forth, and much less to reconcile, the various statements that have been made purporting to contain the famous doctrine of Monroe, as applied to an interoceanic communication, it would seem advisable to begin this study with the assertion of President Monroe in his message of December 2, 182 3. In this way we shall be able to sketch out the position that the United States have occupied and actually hold in the sub ject of isthmian transit across Central America. By inquiring into the policy which the United States have followed in this matter, much light will be thrown on the subject of the position of the Panama Canal before International Law. Book excerpt: Captain Henry Morgan's capture of the city of Panamá in 1671 is seen as one of the most audacious military operations in history. In The Sack of Panamá , Peter Earle masterfully retells this classic story, combining thorough research with an emphasis on the battles that made Morgan a pirate legend. Morgan's raid was the last in a series of brutal attacks on Spanish possessions in the Caribbean, all sanctioned by the British crown. Earle recounts the five violent years leading up to the raid, then delivers a detailed account of Morgan's march across enemy territory, as his soldiers contended with hunger, tropical diseases, and possible ambushes from locals. He brings a unique dimension to the story by devoting nearly as much space to the Spanish victims as to the Jamican privateers who were the aggressors. The book covers not only the scandalous events in the Colonial West Indies, but also the alarmed reactions of diplomats and statesmen in Madrid and London. While Morgan and his men were laying siege to Panamá , the simmering hostilities between the two nations resulted in vicious political infighting that rivaled the military battles in intensity. With a wealth of colorful characters and international intrigue, The Sack of Panamá is a painstaking history that doubles as a rip-roaring adventure tale.
