Book excerpt: Governor Jerry Brown's January 2011 budget proposal suggests shifting responsibility and funding for many state programs from the state to the local level. Under this "realignment" of government authority, local governments--usually counties--would be given responsibility for providing the services in realigned programs, and the state would provide local governments with a source of funding for the new responsibilities. In addition, local governments would be granted the authority to reshape realigned programs to better accommodate local conditions and priorities. Although k-12 education is not included in the governor's realignment proposal, similar themes apply to the current discussions and legislation pertaining to California's school finance system. This report examines California's school finance system through the lens of realignment, offering a framework for thinking about how k-12 realignment might work and the difficulties it might face. Certainly there are arguments on both sides of the equation. Proponents of greater local control argue that local school authorities have a better knowledge than state officials of the unique needs in their districts and that greater local control would reduce the administrative burden on schools and enable them to redirect their resources toward improving student outcomes. Those in favor of maintaining state control argue that central control allows the state to ensure its priorities are met across individual districts and that students in all districts, regardless of their size or location, are provided with similar educational opportunities. This study examines the trade-offs of each approach, concluding that thoughtful revisions in the state's categorical funding system would offer a good first step in moving toward a more productive, efficient, and transparent school finance system. In current times, colleges of education and local school districts need each other like never before. School districts struggle with pipeline, recruitment, and retention issues. Colleges of education face declining enrollment and a shifting educational landscape that fundamentally changes the way that teachers are trained and what local school districts expect their teachers to be able to do. It is with these overlapping constraints and converging interests that partnerships emerge as a foundational strategy for strengthening the education of our teachers. With nearly 80 contributors from 16 states (and Jamaica) representing 39 educational institutions, the partnerships described in this book are different from the ways in which colleges of education and school districts have traditionally worked with one another. In the past, these loose relationships centered primarily on student teaching and/or field experience placements. In this arrangement, the relationship was directed towards ensuring that the local schools were amenable to hosting students from the college of education so that the student/candidate could complete the requirements to earn a teaching license. In our view, this paradigm needs to be enlarged and shifted.

To illustrate the centrality of equitable sharing to democracy, this book examines the political philosophies of John Locke, John Stuart Mill, and John Rawls. Locke’s libertarianism, Mill’s utilitarianism, and Rawls’ egalitarianism represent major strains of Western democratic theory, and all contain a principle of equitable sharing in some form. To illustrate the centrality of equitable sharing to U.S. society, the book examines the Declaration of Independence and the Constitution. While these documents do not set forth a particular version of equitable sharing, they contain elements of all of Locke’s, Mill’s and Rawls’ philosophies and evidence a commitment to equitable sharing as fundamental to the democratic society they contemplate. The task of U.S. society throughout its existence has been to engage in an on-going dialogue that gives life to the commitment to equitable sharing set forth in its founding documents. As the elected representatives of the people and the repository of the powers through which to implement much of what equitable sharing requires, the primary responsibility for implementation rests with the legislative branch. This book argues that the Supreme Court, interacting with the public and the legislature, also has a meaningful role to play in the dialogue over the requirements of equitable sharing and can play this role in a manner consistent with democratic principles. This point is illustrated through a discussion of several contemporary issues: same sex marriage, racial integration in public schools, health care, and the regulation of the electoral process.
