Book excerpt: "This report reviews what is known about forgetting as it applies to military tasks. It includes research conducted by the Army Research Institute as well as related work performed by the Air Force and Navy and leading academic institutions. The report distinguishes the memory for knowledge and skill related to procedural tasks, cognitive tasks, and perceptual-motor tasks. Memory for task knowledge has been demonstrated to be quite good. Memory for cognitive skills has been demonstrated to be quite good. Memory for psychomotor skills varies, depending on whether the task is continuous, such as riding a bicycle, or discrete, such as executing the separate performance steps involved in disassembling a rifle. Throughout the report, figures depict the relative sustainment or decay of a skill as reported in the research literature. A final section concerns the factors that influence the reacquisition of a skill after extended periods of nonuse, as might occur during a mobilization."--DTIC.

Available in PDF, EPUB and Kindle. Book excerpt: This report describes a project designed to develop and validate a convenient, practical method that individual unit commanders and training managers can use when deciding how to allocate training resources in order to maximize combat readiness. Previous project accomplishments are briefly reviewed, and activities associated with the second year of effort are described in detail. These Year 2 activities include: 1) A field experiment of acquisition and retention performance of Infantry tasks, using soldiers in MOS 11B. One hundred sixty-five (165) soldiers were trained on 27 tasks and tested for recall at two-month intervals. Also, the effects of overtraining, previous testing, and soldier abilities (i.e., AFQT and ASVAB composite scores) were examined. 2) The development of a User's Decision Aid, which used ratings of task characteristics to estimate retention functions for each task. 3) The assessment of the relationship between the predicted and empirically obtained retention functions. Results indicated that it was possible to estimate soldiers' proficiency accurately over time, using the User's Decision Aid ratings. Also, the field experiment demonstrated that, for many tasks, retention could be improved by overtraining. Soldier abilities were not systematically related to performance. (Author).

Book excerpt: Performance data were collected in the three general Basic Combat Training proficiency areas (rifle marksmanship, physical combat fitness, end-of-cycle tests) from independent groups of soldiers (60 per group) during BCT, during Advanced Individual Training (AIT) and Combat Support Training (CST), and for permanent-party personnel in the Army six to 12 months. These data were collected at three U.S. Army Training Centers under comparable conditions. Results on the three areas tested indicated a general performance decrement over the one-year period sampled. While these performance decrements were statistically significant, the percentage decrements from the BCT level were relatively small and their practical significance is open to question. (Author).

Book excerpt: This evaluation of the Army Continuing Education System (ACES) considered the following programs: (a) Tuition Assistance (TA); (b) Functional Academic Skills Training (FAST; (c) Military Occupational Specialty Improvement Training (MOSIT); (d) Noncommissioned Officer (NCO) Leader Skill Enhancement Courses; and (e) the Armed Forces Classification Test (AFCT). The assessment of the effectiveness of these programs is based on their ability to enhance soldier performance and increase the prospects of promotion, as well as to reduce attrition and increase reenlistment. The evaluation data came from a longitudinal administrative database that tracked a three-year accession cohort over a six-year period and an NCO database including self-reported participation in ACES programs, promotion information, and observed performance ratings. The analysis was designed to separate effects of participant characteristics from the effects of the program, and to control for differences in the opportunity and propensity to participate in ACES. Participation in TA and FAST were associated with an increase in the probability of first term reenlistment FAST participation was also associated with lower first-term attrition. Participation in several ACES programs showed positive effects on measures of performance and promotion potential.

Available in PDF, EPUB and Kindle. Book excerpt: As digital systems proliferate in the Army, there is a need for commanders to understand how to best maintain these critical warfighter skills. In the present report, skill retention for the Force XXI Battle Command Brigade and Below (FBCB2) digital system was investigated following traditional face-to-face training and distributed learning (dL) training. This second type of training was examined because little is known about training digital skills using this method. Operator skills were measured immediately and eight weeks following the training. There were no differences in overall performance between the dL and traditional students at baseline suggesting this system can be trained effectively in a dL environment. Both groups also showed similar rates of forgetting after the eight-week retention interval. Overall performance declined significantly from 71% of steps correct at baseline to 62% correct eight weeks later. Characteristics of the digital system and of the participants contributed to forgetting. These findings indicate that FBCB2, and presumably other digital systems can be effectively trained in a dL environment. Additionally system and individual characteristics that contribute to skill decay were identified and can be used to both improve system training and system design.

Available in PDF, EPUB and Kindle. Book excerpt: Over the last 3 decades, dramatic labor market changes and well-intentioned but uninformed policies have created significant officer talent flight. Poor retention engenders substantial risk for the Army as it directly affects accessions, development, and employment of talent. The Army cannot make thoughtful policy decisions if its officer talent pipeline continues to leak at current rates. Since the Army cannot insulate itself from labor market forces as it tries to retain talent, the retention component of its officer strategy must rest upon sound market principles. It must be continuously resourced, executed, measured, and adjusted across time and budget cycles. Absent these steps, systemic policy, and decisionmaking failures will continue to confound Army efforts to create a talent-focused officer corps strategy.
