Book excerpt: This new in paperback edition provides a comprehensive, state-of-the art review of current research in the field of New Public Management (NPM) reform. Aimed primarily at a student readership with a special interest in contemporary public-sector reforms, The Ashgate Research Companion to New Public Management offers a refreshing and up-to-date analysis of key issues of modern administrative reforms. Designed as a one-stop reference point and revision guide, this textbook comprises 29 chapters divided into six thematic sessions, each with chapters ranging across a variety of crucial topics in the field of New Public Management reforms and beyond. The principal themes addressed are: • Processes and driving forces. Basic theoretical foundations are discussed as well as the importance of institutional environments, copying, diffusion and translation of reform ideas and solutions among countries • The question of convergence or divergence among countries. Four families of countries with different state traditions are examined: Anglo-Saxon countries, Scandinavia, Continental Europe and Asian countries. • Developments in the 'soft' welfare sectors of hospital systems, universities and welfare administration, and the 'harder' sectors like regulation of utilities in areas such as telecommunications and energy. • The effects and implications of NPM reforms, both the more direct and the narrower effects on efficiency and the broader impact on democracy, trust and public sector values. • What new trends are occurring beyond the NMP movement, such as whole-of-government initiatives, Neo-Weberian models and New Public Governance as a new trend. Covering not only the NPM movement in general but also the driving forces behind the reform and its various trajectories and special features, this important contribution is essential reading for students and anyone wanting to expand their knowledge of administrative reform.

Available in PDF, EPUB and Kindle. Book excerpt: After the New Public Management had evolved in English speaking countries, it became a role model for the reform of public administration all throughout the world. Although there were obvious similarities in terminology used in different countries, the model was usually adapted to the cultural and political context in which it had to be embedded. This also resulted in significant conceptual differences, so that nowadays, there is no one single NPM in the world. In contrast to the original NPM model, this version puts emphasis on responsibility rather than accountability of public managers; it is strictly focused on the outcomes of public services rather than the output level; and it is grounded on the Rechtsstaat tradition of Continental European countries. Thus, the label that has been used in German ever since, Wirkungsorientierte Verwaltungsführung, is consequently translated into 'outcome-oriented public management' (OPM). This book is an English version of a German classic teaching book. In its original form, it was first published in 2000 and constantly revised according to latest developments in practice. Currently, it's 4th edition is selling in German speaking countries. Written for students and practitioners in public administration, the book describes the OPM model and its roots, and it discusses benefits and drawbacks of this model in practice. It is a perfect introduction into the new thinking of outcome orientation in the public sector.

Available in PDF, EPUB and Kindle. Book excerpt: Public Budgeting in Search for an Identity: State of the Art and Future Challenges provides a state-of-the-art reflection on current trends in international public budgeting, representing an important pillar in the accumulation of knowledge on public sector budgeting processes, contents, evolutions and critical issues. Budgeting is central in public sector organizations. It performs a complex variety of functions, being the arena where multiple actors, cultures and professional identities interact, making it an extremely fascinating field and topic of investigation. There is a significant need and scope for exploring budgeting processes in the public sector today, as a consequence of the managerial waves of reforms that have taken place over the last few decades and the implementation of austerity programmes – as well as in light of current trends, including emerging challenges related to community care and wellbeing, rising inequality, people flows, climate change, pandemics, and the persistence of democratic deficits. The chapters in this volume address critical issues on this broad topic, offering new perspectives on current evolutions in public budgeting, including, among others, participatory budgeting, performance budgeting, the budgetary slack resources and the need to ensure balance between budget control and flexibility. These contributions show that public budgeting can, and must remain, the subject of enduring interest in our studies. The chapters in this book were originally published as a special issue of Public Management Review.

Unusually, it also includes a preliminary analysis of attempts to improve management within the European Commission.

Available in PDF, EPUB and Kindle. Book excerpt: These two volumes present the most important recent developments in the institutional theory of culture and demonstrate their practical applications. Sometimes called 'grid-group analysis' or 'cultural theory', they derive from the work of Durkheim in the 1880s and 1900s and develop the insights of the anthropologist Mary Douglas and her followers from the 1960s on. First redefined within social and cultural anthropology, the theory's influence is shown in recent years to have permeated all the main disciplines of social science with substantial implications for politics, history, business, work and organizations, the environment, technology and risk, and crime and consumption. Today, the institutional theory of culture now rivals the rational choice, Weberian and postmodern outlooks in influence across the social sciences.

Book excerpt: Based on five years of extensive research by the Government Performance Project, this volume offers a comprehensive analysis of how government managers and elected officials use management and management systems to improve performance. Drawing on data from across the nation, it examines the performance of state, county, and city governments between 1997 and 2002 within the framework of basic management systems: financial information, human resources, capital and infrastructure, and results evaluation. Key issues addressed: • How governments strategically select elements of management to emphasize the role of leadership • How those governments that aim to improve performance differ from those that do not • What “effective management” looks like Through this careful, in-depth investigation, the contributors conclude that the most effective governments are not those with the most resources, but those that use the resources available to them most carefully and strategically. In Pursuit of Performance is an invaluable tool for government leaders and the scholars who study them.

Available in PDF, EPUB and Kindle. Book excerpt: Public Budgeting in African Nations aims to provide usable budgeting and fiscal policy management information to development practitioners interested in improving the performance of governments in the context of good governance. It shares regional and cross-cultural experiences with international audiences and gives reflective attention to comparative budgeting and fiscal policy management. With a promising economic and fiscal forecast, such information is timely for international development practitioners and for scholars and researchers interested in advancing development management. This book adopts an interdisciplinary/pragmatic approach to analyze and present research findings on public budgeting as a sustainable development tool. The central argument is that development practice will benefit from a bottom-up, decentralized approach to budgeting and fiscal policy management, involving national, sub-national, and civil society institutions. From this perspective, a balanced budget should draw from and reflect values and priorities across the full spectrum of social and political life.
