Book excerpt: This report presents results of an assessment of the Leadership and Management Education and Training (LMET) Leading Chief Petty Officer (LCPO) course held at the Naval Amphibious Base, Coronado, California, from 15 to 26 January 1979. This course was designed to increase the effectiveness of Leading Chief Petty Officers by providing them with competency skills found to be associated with superior performance in this billet. Twenty-two Chief Petty Officers participated as students and five Navy instructors conducted the course. The objectives of this assessment were: (1) To perform an on-site evaluation of the delivery of the course. Of specific concern was the ability and proficiency of Navy instructors to teach the course effectively and in compliance with course objectives. (2) To review instructor guides and student journals. Emphasis was to be on the adequacy of materials as they affect delivery. Also any local or program sponsor modifications made in the delivery since the initial course offering were to be evaluated. (3) To provide specific recommendations for management decisions concerning the assignment of Navy instructors to deliver the LCPO course.

This course was designed to increase the effectiveness of Leading Petty Officers by providing them with competency skills found to be associated with superior performance in this billet. Two Navy instructors conducted the course that was assessed and 27 First Class Petty Officers participated as students in this course. Eleven conclusions were drawn regarding the ability and proficiency of the Navy instructors to teach the course effectively. Five conclusions were drawn concerning the evaluation of the course materials and modifications as they affected course delivery. Due to insufficient data, only one general conclusion was drawn with respect to the third evaluation objective which was concerned with the assignment of Navy instructors to deliver the LPO course. Based upon these conclusions, eight recommendations were made concerning improvements for the LPO course.

Book excerpt: The feasibility of using videoteletraining (VTT) to deliver Navy leadership (NAVLEAD) training was tested in Leading Petty Officer (LPO) and Chief Petty Officer (CPO) courses. Three student treatment groups were compared: (1) traditional classrooms; (2) VTT local classrooms with an instructor and students, and (3) VTr remote classrooms where students were connected to the local classroom by a two-way audio and video VTr system. Student responses on questionnaires tended to favor traditional instruction slightly, but differences were not large. Subject matter expert ratings of various aspects of the course were higher for traditional instruction than VTT. Lower student and observer ratings for VTT were generally on topics pertaining to interaction and participation. However, student performance on a simulated activity revealed no significant differences among treatment groups. Results of a class participation tally were analyzed in conjunction with previous results of a Division Officer course. Traditional and VTT local classes interacted at similar levels, and VTT remote classes were about two thirds this level. The overall results of both these evaluations are also summarized. These first trials of the courses show it was possible to deliver NAVLEAD on VTT with some reduction in participation and interaction. Regular offerings of the course by VTr might lead to further adaptations to the VTT medium and could yield cost savings associated with travel and instructors.
